Master Transportation Plan Task 3: Performance Measures 4/21/25
• Level of access to certain destinations/amenities in relation to environmental justice communities This measure tracks disparities in proximity and connectivity to essential services and amenities such as health care, education, parks, and grocery stores for populations within environmental justice communities. However, integrating this measure into the plan is challenged by methodological complexities, including the inconsistent definition of “level of access” and the sophistication involved in quantifying this parameter. With a well-developed methodology for evaluation in the future, this measure can be incorporated into M1M’s performance tracking system. • Percentage of accessible intersections and crossings This percentage tracks the share of ADA-compliant intersections and crossings in the city. Those facilities include detectable warnings, curb ramps, median refuge islands, etc., which are important to VRUs and individuals with disability. Due to gaps in data recording, the M1M Plan is presently unable to track this measure. It can be integrated into the plan once a comprehensive ADA facility recording system is available.
