employment density, low vehicle ownership, and a high number of essential services—medical centers, urgent care, public school, and supplemental colleges—tend to generate transit demand. In addition to the urban service gaps, several outlying areas beyond the Fort Worth boundary ( Figure 17 ) exhibit significant coverage gaps. These suburban and exurban communities, as highlighted in blue polygons, are experiencing rapid growth and increasing travel demand, yet currently fall outside of the existing transit service area. A total of six outlying area coverage gaps were identified:
