3.1.1 Matrix Interpolation The scenario development process for the medium-term analysis required two modelling years: 2023 (base year) and 2036 (medium-term year). The year 2023 serves as a calibration year, and all the calibration effort is then carried into 2026 and 2036 trip tables. 2036 year is the modelling year for the medium-term scenarios, so all of them will assume 2036 demand, but with different infrastructure (i.e., network) assumptions. To generate a demand matrix for the 2023 analysis year, a linear interpolation was performed between the 2019 base year and 2026 forecast year OD matrices from the NCTCOG model. This was done at the individual cell (OD pair) level for each trip purpose and user class. This approach preserved spatial demand patterns while reflecting the gradual increase or decrease in trips expected across the region. It was applied consistently across all trip purposes, including work, non-work, and truck-related travel. The resulting interpolated matrix served as the seed matrix for assignment and calibration in the next step. The NCTCOG TDM model has 12 vehicle classes used in the assignment process, based on the vehicle class, trip purpose and income group:
