8 Results 8.1 Key Performance Indicators The following key performance indicators (KPIs) are reported to evaluate system performance across scenarios: CoFW Daily Vehicle Miles Traveled (VMT) CoFW Daily Vehicle Hours Traveled (VHT) CoFW Average Travel Time CoFW AM Speed CoFW PM Speed CoFW OP Speed CoFW Daily Travel Time Index (TTI) Summary of percentage mileage change between scenarios Summary of percentage change in miles of roadway with LOS F by facility type and scenario These KPIs are used to assess changes in travel demand, congestion, and operational performance as land use, roadway, and transit assumptions are layered across scenarios. Detailed KPI results and comparisons are presented in Section 8.6.1.
8.2 Baseline 2050 Scenario
Figure 17, Figure 18, and Figure 19 show the AM, PM, and Daily volumes on the network for the 2050 Baseline scenario. As expected, PM volumes are higher overall, with I-35W, I-820, and I-30 carrying significant portion of the demand (20,000 vehicles) during AM and PM periods. Daily volumes reflect a similar pattern, highlighting sustained activity on I-35 and I-820, and the northern region above I-820 being a major hotspot for activity at a daily level. Figure 20 and Figure 21 show the AM and PM V/C ratios for the Baseline scenario. Congestion is primarily concentrated in the northern part of the city along I-35W, as well as in the northeast within I- 820 on facilities such as SH199 and along I-20.
