Criteria for City Acquisition of Surplus TxDOT Right-of-Way Purpose This memo establishes the criteria the City of Fort Worth will use to evaluate roadways proposed for transfer from the Texas Department of Transportation (TxDOT) to the City for ownership, operation, and maintenance. Scope and Automatic Exclusions The following roadway classifications are automatically disqualified from consideration: • Interstates and freeways • U.S. and State Highways • Expressways • Frontage roads and access roads Candidate roadways will be drawn from segments already under an active maintenance agreement with the City of Fort Worth. Eligibility Criteria To be considered for adoption, a roadway should meet all of the following: • An active maintenance agreement with the City of Fort Worth. • A Pavement Condition Index (PCI) score of 75 or above. • Projected Average Annual Daily Traffic (AADT) below 75 percent of roadway capacity. • Construction and maintenance consistent with City of Fort Worth standards, including pavement section, curb and gutter, drainage, and right-of-way width. • Available condition data for stormwater assets within or crossing the right-of-way, including pipes, inlets, culverts, and any associated bar ditches. Disqualifying Conditions A candidate roadway should not have any of the following: • Designation as a freight corridor. • Designation on the High Injury Network. • Significant infrastructure assets such as bridges, culverts, channels, or railroad crossings.
