• A history of hazardous road overtopping. • Prior reports of vehicle flooding or water rescues associated with roadway flooding. • Stormwater leaving the right-of-way and impacting adjacent private property under the 100-year event. • Jurisdictional complexity (e.g., the roadway crosses multiple municipalities). • Permitting or easement complexity, including utility easements that constrain the roadway or its maintenance. • Historic designation of the road, bridge, or associated structures. • A planned reconstruction or widening within the next 10 years. • Alternative pavement or subbase materials such as brick, gravel, or open bar ditches. Currently Ineligible Roadways Based on the criteria above, the following roadways are not eligible for consideration: I -20, I-30, I-35, US 287, US 377, SH 81, SH 114, SH 121, SH 170, SH 180, SH 183, SH 199, SH 360, SH 580, Spur 280, Chisholm Trail Parkway, FM 156, FM 1187, and Main Street. Implementation Detailed thresholds, condition-assessment standards (including PACP scoring for stormwater systems, grading and erosion expectations for bar ditches, and inlet condition checks), and the methodology used to determine whether a specific roadway passes or fails each criterion will be maintained in a separate working document. This approach keeps the MTP language at a policy level so that operational details can be refined without requiring an M&C amendment.
