Le conseil a plutôt décidé de laisser inchangée la limite de vitesse actuelle de 50 kilomètres à l›heure. Nous sommes désolé de l’erreur.– Gregg Chamberlain SHOPLIFTING CHARGE A 30-year-old Rockland man faces charges of theft under $5000 value and cocaine possession.

Thanks to the provincial government, the City of Clarence-Rockland has to revise the fee system it uses for dealing with new development projects in the community. “It’s a complicated matter so we’re going to ask a consultant,” said Helen Collier, chief administrator, during a February 7 interview. City council’s committee of the whole supported a recommendation from admi- nistration to hire Hemson Consulting Ltd., to assist city staff with preparing a new Community Charge policy for new residential, commercial, and industrial development projects in Clarence-Rockland. The new policy is a result of Bill 108, a new provincial legislation that came into effect this year. Before the Ford Progressive Conservative government created Bill 108, all municipali- ties had a simple schedule of development charges (DCs) to apply to new develop pro- jects in their areas. The DCs were fees that a municipality collected from developers to support “hard infrastructure” needs like roads, water and sewer lines, and other municipal services which would be needed to support the new development. The schedule of DCs also applied to “soft services” like community parks, municipal daycare programs, fire protection, and other services, which were considered part of the “community growth” portion of a new

development. /PX#JMMIBTDIBOHFEBMMUIBU5IF legislation defines “hard infrastructures” as limited to roads, utilities, and also fire protection, which are classed as necessary support for a new development project. “Soft services” like community parks, municipal daycare, recreation programs, and other municipal services require a separate Com- munity Charge (CC) schedule to apply to new development projects. “But they didn’t tell us how to calculate that,” said Collier, regarding the new com- munity charge schedule. /PXUIFDJUZIBTUPDSFBUFBTFQBSBUF

community charge schedule to apply, along with the more restricted development charge schedule, to any new project proposals from developers. City staff met with local develo- pers to explain the situation. “They weren’t amused,” said Collier, but noted also that developers understood the provincial government, not the City, was responsible for the policy change. Collier noted that municipalities have until the end of this year to have their new CC schedule ready to apply to new development projects. Staff will have a report ready, inclu- ding recommendations, for council to review and approve by the end of this summer.
