Thanks to the provincial government, the City of Clarence-Rockland has to revise the fee system it uses for dealing with new development projects in the community. “It’s a complicated matter so we’re going to ask a consultant,” said Helen Collier, chief administrator, during a February 7 interview. City council’s committee of the whole supported a recommendation from admi- nistration to hire Hemson Consulting Ltd., to assist city staff with preparing a new Community Charge policy for new residential, commercial, and industrial development projects in Clarence-Rockland. The new policy is a result of Bill 108, a new provincial legislation that came into effect this year. Before the Ford Progressive Conservative government created Bill 108, all municipali- ties had a simple schedule of development charges (DCs) to apply to new develop pro- jects in their areas. The DCs were fees that a municipality collected from developers to support “hard infrastructure” needs like roads, water and sewer lines, and other municipal services which would be needed to support the new development. The schedule of DCs also applied to “soft services” like community parks, municipal daycare programs, fire protection, and other services, which were considered part of the “community growth” portion of a new

NO SNOW REMOVAL PROBLEMS FROM FEBRUARY STORM
Vidéotron, le géant québécois des services Internet, a pour objectif d’élargir sa clientèle dans la région de Prescott-Russell. « Ce que nous voulons faire, c’est un projet pour les gens qui n’ont pas Internet haute vitesse», a déclaré Brigitte Dupuis, directrice du développement du réseau Vidéotron, lors d’une présentation, le 26 février dernier, au conseil des Comtés unis de Prescott et Russell (CUPR). Vidéotron veut faire une demande d’aide financière au CRTC pour un projet visant à fournir un service Internet haute vitesse à plusieurs des régions rurales de Prescott- Russell. L’entreprise sollicite l’appui des CUPR pour sa demande de projet. Les huit maires du conseil des CUPR ont exprimé leur intérêt pour la proposition de Vidéotron et ses avantages potentiels pour certaines de leurs régions rurales qui n’ont toujours pas de service Internet haute vitesse fiable. Le conseil a reporté la demande à sa séance plénière du 11 mars, pour en discuter davantage et donner à l’administration le temps de rassembler plus d’informations. La présentation de Vidéotron est la dernière de plusieurs présentations faites au conseil des CUPR par des sociétés de services Internet, qui proposent ou planifient déjà des projets pour améliorer le service Internet dans les zones rurales de l’est de

February finished with a snow storm that lasted all day but still proved no problem for local road maintenance crews. “Most of the streets were fine until it started to get cold towards evening,” said Jérémie Bouchard, public works engineer for the United Counties of Prescott and Russell (UCPR). “We have four trucks for each of our garages at Embrun, Cassel- man, and Plantagenet, and we always keep them all running during a storm.” UCPR road crews rolled out at 8 a.m. last Thursday morning, taking four shifts on their snow removal circuits before re- turning to the garages for meals and fuel resupply, then going out again. Bouchard noted there was less commuter traffic at the west end of the counties that day because of storm conditions. The biggest challenge for road crews was dealing with “drift snow” conditions along some sections of road where the constant wind blowing all day last Thurs- day created snow drifts along the sides of the roads. Last Friday’s cleanup after the storm saw crews concentrating on drift snow packed along the sides of county roads heading north and south through Prescott-Russell.

Les Rendez-vous de la Francophonie font partie des manifestations culturelles entourant la Journée internationale de la Francophonie (20 mars), organisée chaque année au Canada pour promouvoir la langue française et ses multiples expressions. Les Rendez-vous de la Francophonie seront à leur 22e édition en 2020! Ils sont chapeautés par la Fondationcanadiennepour ledialoguedescultures, qui vise à promouvoir et à soutenir le dialogue et le rapprochement entre les communautés francophones et acadiennes et toutes les collectivités de la société canadienne. Près de 9,5 millions de personnes au Canada font vivre et rayonner la langue française autour d’elles. Ces personnes se trouvent principalement en Acadie, au Québec et en Ontario, mais aussi dans l’Ouest et le Nord du Canada. Ce sont des francophones de souche ou d’origines diverses issus de l’immigration, ou encore des anglophones

Pour l’année 2020, les RVF ciblent l’environnement sous différentes facettes : environnement et changements climatiques, environnement social, communautaire et culturel. As far as Clarence-Rockland’s chief administrator is concerned, the secret to success is finding the balance. “The biggest challenge is coming up with a balanced solution,” said Helen Collier, regarding her job as chief administrator for the City of Clarence-Rockland. March 8 marks the 45 th anniversary of International Woman’s Day, a worldwide recognition of the important role of women in society, government, business, sports, arts, culture, science, law, and other fields. 5IFUIFNFUIJTZFBSJT"O&RVBM8PSME*T"O &OBCMFE8PSME Collier’s career in management and administration spans 35 years. There was one two-year break when she and a friend

a pancake coming out of the oven, Collier noted that balance is necessary to get things done, which will benefit the City of Clarence- Rockland without straining the budget or forcing unwelcome high taxes on property owners. “You will never please everybody,” she said. “But you try to do the right thing, and doing the right thing is not always the popular solution.” As an example, she cited the problem, a few years ago, with an aging section of TFXFSMJOFCFOFBUI-BVSJFS4USFFUJOUIF downtown section of Rockland. A leak in the pipe prompted the city to shut down that part of the street to traffic, to deal with the situation before local businesses and neighbouring households ended up with sewage leaking into their basement spaces. “I had some very angry business own- ers to deal with,” said Collier. “But we had sewage leaking and it had to be done. The right thing to do was to replace the pipe.” The “right thing” in that situation would also be a very expensive thing, and Collier knew that she had to convince the members sitting on council at the time that “the right thing” was the only thing to do. “I gave them a strong business case,” she said, “to help them make their final
decision.”
Steering the municipal ship If Clarence-Rockland were a ship, the residents would be the owners, with council acting as the captain and the city staff as the crew. Collier would be the helmsman, steering the municipal ship of state to safe harbour, and that demands balancing all the immediate needs and demands of the owners, the crew, and the captain, while keeping a weather eye on the horizon for any surprises. “I think it’s really important to have that balanced point of view,” she said. “It’s really important to me. I am very much about getting things done.” Collier noted that the world has seen “significant changes” as more women move into the workforce and pursue careers in FWFSZàFMEBWBJMBCMF4IFXPVMEMJLFUPTFF more women get involved in the municipality, either in a seat at the council table or on one of council’s advisory committees, or even just being in the public gallery during council sessions and taking part in the public RVFTUJPOQFSJPE “They have got to speak up,” she said. “We need that balanced approach, and both men and women provide balance.”

Le site Web de la Central Canada Hockey League (CCHL) a publié une liste des équipes qui ont obtenu leur place dans les prochaines éliminatoires de la saison 2019-2020. Dans la division Yzerman, les Nationals de Rockland, les Hawks de Hawkesbury et les Jr Senators d’Ottawa ont tous le très convoité X à côté de leur nom dans le clas- sement de la saison, le X confirmant leur place dans le calendrier des éliminatoires de la CCHL. Dans la division Robinson, le X marque les places obtenues par les Canadians de Carleton Place, les Braves de Brockville, les Bears de Smiths Falls et les Lumber Kings de Pembroke. Game six is in Chesterville and the Castors need to win so they can bring the series home Thursday night to the CIHA Arena in Rockland. “It’s been an interesting series so far,” said Coach Tim Kosch, during a Monday phone interview. “It’s one strong defensive team against another.” Kosch repeated an earlier comment that the season overall “has been a surprise” for the club, as the main handicap for the Castors has often been a shortage of players available for scheduled games, because of work or school or other commitments. The team has still managed to finish in the top three of the East Division in the regular season schedule for the National Capital Junior Hockey League (NCJHL), and fourth overall in the league’s season standings. Rockland will be in the playoffs schedule for the Central Canada Hockey League (CCHL). The league website standings show seven teams clinched for inclusion in the CCHL playoffs lineup when the regular season ends. They are the Rockland Nationals, the Hawkesbury Hawks, and the Ottawa Junior Senators in the Yzerman Division. The Robinson Division has four teams which clinched their places in the CCHL playoffs lineup. They are the Carleton Place Canadians, Brockville Braves, Smiths Falls Bears, and the Pembroke Lumber Kings. —archives

The Castors are two against three with the North Dundas Rockets in the quarterfinals series at present. The sixth game is Wednesday on the Rockets’ home ice in Chesterville. road games in the quarterfinals series. “Everyone’s bought into it.” He expressed confidence that the Castors will win Wednesday night in Chesterville and bring the deciding game to their home ice.
“Our defensive game plan has worked for the most part,” he said. “Our discipline has been good. We are the type of team who can bring this series to seven games.”
