CIPP POLICY SURVEY: CONSULTATION ON THE NMW

27 July 2011 The Low Pay Commission has invited the CIPP to submit evidence to their consultation on the NMW and so we are seeking feedback from members on a number of recommendations. The main issues are: · the levels of the minimum wage rates from October 2012; · the labour market position of young people, including apprentices and interns; · whether the minimum wage regulations could be simplified; · the implications of the proposed abolition of the Agricultural Wages Board for England and Wales; · whether business could be given greater clarity on future levels of the minimum wage, including the option of two-year recommendations; and · whether any of our other recommendations could be introduced more promptly. We appreciate that not every area will be applicable to your business; however any feedback on areas that you are aware of is very much appreciated. Current From 1 Oct 2011 21+ £5.93 £6.08 18 to 20 £4.92 £4.98 16 to 17 £3.64 £3.68 Apprentice £2.50 £2.60 Further information: Low Pay Commission’s website National Minimum Wage Regulations 1999 21 September 2011 Updated guidance has been published which includes advice on the payment of the National Minimum Wage for work experience staff and interns, and clarifies when someone is entitled to this payment. The guidance also includes a new worker checklist for employers and examples of case studies, which aims to make sure that those who are entitled to the NMW receive it. Entitlement to the NMW does not depend on a job title but on whether the arrangement they have with an organisation makes them a worker for NMW purposes.
