Les projets approuvés pour Prescott-Russell comprennent la mise à jour de la classification des dangers des déversoirs Casselman et Russell, d’une valeur de 37 954 $, et la cartographie des plaines inondables des affluents des ruisseaux South Indian et Lavigne, près de Limoges, dans la région du bassin de la rivière Nation Sud, pour un montant de 278 980 $. Deux propositions de projets d’atté- nuation des inondations dans la région de Prescott-Russell recevront une aide financière du gouvernement fédéral. Ralph Goodale, ministre de la Sécu- rité publique et de la Protection civile, a annoncé, le 25 juillet, l’octroi de plus de 7,75 millions de dollars dans le cadre du Programme national d’atténuation des catastrophes (PNAC) pour appuyer 61 projets en Ontario portant sur les inonda- tions et les risques d’inondations. Liberal MP Francis Drouin declared that Conservative candidate Pierre Lemieux is wrong in suggesting that the Trudeau government has failed to look after the interests of Glengarry-Prescott-Russell’s (GPR) agricultural sector. Lemieux criticized the Trudeau government for failing to make good on a promised compensation program for dairy, eggs, and chicken producers. The Tory candidate noted the program was supposed to be in place this past June but there has been no announcement of it yet. “I’m glad to see M. Lemieux caring about this (compensation) issue,” said Drouin, “because a few months ago, his party voted against those measures.” Drouin explained that the Trudeau government did provide a $350 million compensation program for dairy farmers, which was spread through its 2016, 2017, and 2018 budgets. GPR received $5 million under that compensation for dairy farms which had investment partners involved. He noted also that the 2019 budget has a $3.9 billion allocation for agriculture sector support, including $1.5 billion to help compensate farmers for any quota adjustments, but the final details are not yet worked out. “Those (program) details will be released before the end of the (government’s) mandate,” Drouin said. Lemieux also criticized the government for leaving the dairy industry vulnerable to increased competition from American producers with the new Canada-U.S.-Mexico Agreement on trade (CUSMA). But Drouin argued that it is still too early yet to say how or whether Canadian farmers, including those in GPR, will be affected by the CUSMA until the replacement for the North American Free Trade Agreement is approved and signed off by all three governments. The CUSMA was presented to Parliament after the final details of the new transcontinental trade agreement were worked out.

However, the CUSMA deal is in limbo right now with the U.S. Congress, as the Democrat majority there is not rushing to approve it before the 2020 federal election. The question now is whether or not the CUSMA will be approved before Americans go to the polls in November 2020. “We are watching what’s happening down south,” said Drouin. Regarding Lemieux’s allegation that government bungling has cost Canada some of its agricultural export markets in China and India, Drouin noted. Those situations are the result of diplomatic conflicts. In the case of China, he stated, Beijing is trying to punish Canada over the Huawei issue. “I haven’t heard a lot about what Mr. Andrew Scheer would have done,” said Drouin, adding that India’s own trade barriers to Canadian agricultural imports have been a problem since the Harper Conservative government. “It has got nothing to do with the (recent) India trip,” Drouin said. “There were issues long before that.”

Flooding of the Ottawa River and other major streams in Eastern Ontario has been a real problem this spring. The federal government announced approval of funding for various projects to deal with flooding issues throughout Ontario and several of those projects are in or near the Prescott-Russell region. —archives

Le gouvernement fédéral et la SNC se partagent les couts de 400 202 $ pour les travaux de moder- nisation du barrage, y compris une étude géotechnique du remblai du barrage.

Prescott-Russell et recevront une aide fédérale totale de 122 967 $. « Ce printemps, les résidents de l’Ontario ont pu constater comment les catastrophes naturelles liées aux condi- tions météorologiques deviennent plus graves, plus fréquentes, plus domma- geables et plus coûteuses en raison des changements climatiques, a déclaré M. Goodale. Les projets annoncés aujourd’hui fourniront les outils nécessaires pour aider l’Ontario à mieux protéger la sécurité de ses citoyens et à bâtir des collectivités plus sûres et plus résilientes, partout dans la province. »

Un nouveau projet communautaire intitulé Dernier Souhait , est maintenant disponible dans Prescott-Russell. Le programme a été créé par deux ambulanciers, Denis Dalrymple et Martin Gascon. L’objectif principal du projet est de fournir un transport par ambulance terrestre aux résidents de Prescott-Russell qui souffrent d’un problème de santé mettant en danger leur vie, ou qui se trouvent actuellement en phase terminale de leur vie. Cela peut être un moyen de transport pour rendre visite à un membre de la famille, assister à un évènement spécial, ou même visiter un site d’intérêt particulier, à l’intérieur ou à proximité des Comtés unis de Prescott et Russell. —photo fournie
