• Provide technical advice on all aspects of construction and project management as required. • Liaise with the University’s Legal Office and appointed solicitors on any legal property matters which might arise as part of the project and incorporate within the overall project management of the project. • Working closely with Estate Services senior management, provide input into the compilation of the University’s Capital Strategy programmes and College and Services business plans, including advising and guiding customers and other stakeholders, inputting into costing exercises and producing outline proposals and feasibility options. • Be available should the project programme require an occasional on-site presence during weekends/evenings. Planning and Management • Responsible for the planned implementation of his/her own workload and that of his/her team, liaising with the Assistant Director, Capital Development on a regular basis. • Manage, advise and support junior and assistant staff and/or clerk of works staff, including allocating and checking work. Manage their performance and review staff annually as part of the University’s performance development review, identifying training and development needs and ensuring these are met. • Act as project manager for multi-project multi-disciplinary programmes, responsible for delivering to programme, scope and budget and co-ordination and liaison with University customers, and/or external consultants, external funders. • Assist in maintaining a master capital programme and the development/updating of the Estate Strategy. • Take part in a rota to deputise for the Assistant Director, Capital Development in her absence. Financial Management • Maintain budget control of individual building projects and multi-project programmes. Take any necessary steps to ensure that costs do not exceed budgets. Provide monthly master cost plan reports (including cash flow statements) as appropriate. • Authorise, issue and validate payments, orders and variations, compile and agree final accounts for projects. • Establish and follow procedures for the operation of any VAT management schemes. • Provide cashflow and other information for government returns and internal monitoring purposes. • Submit claims against external body funds identified for particular projects.
