Environmental & Sustainability Action

Sustainability is at the heart of the University’s capital investment plans. This is evidenced by one of the University’s newest buildings, the South West Institute of Technology, which opened in October 2021 on the Streatham Campus.

Moving forwards, the Estate Services team will be delivering capital projects to its new Sustainable Design Framework which promotes both low carbon construction and the Passivhaus methodology for design and operation. Project managers, design teams and contractors will develop zero carbon capital projects and deliver wider sustainability benefits. This framework has been developed in response to The Environment and Climate Emergency (E&CE) Policy Statement that declared all campus activities and operations shall have a carbon net zero impact and/or result in environmental gain by 2030 and aims to be carbon net zero by 2050.

Journey to environmental net gain and net zero

The challenge to reach net zero before 2050 is a complex one. Achieving this ambition will require everyone at the University to work together, to become industry leaders in carbon reduction and environmental net gain.

Building the Foundations

The roots are well and truly bedded now, and the first defined step of the journey to Net Zero. Since the recommendations were laid out in the Working Group White Paper in 2019, the Environment and Climate Emergency (E&CE) team have been working hard to set the scene on achieving the targets outlined in the report, and consolidate them as absolute targets i.e. 30% emissions reduction by 2025, a 60% reduction by 2030 and a net gain status by 2050 at the latest. There’s been huge progress on this, and the fruits of this labour are now very apparent. The timeline for delivery has been established, a dedicated operational carbon management team is in place and mobilisation of E&CE action is being driven by University wide projects and a Low Carbon Commitment (LCC) fund, through Thematic Forums and Climate Action Plans engaging all Colleges and teams as well as individual action through our Green rewards Programme. To drive action into all areas of the University cascades quarterly Carbon Scorecards to monitor progress and report achievements.

From September 2021, we will be moving into step 2, 3 and 4. As the programme is not linear we expect to work on these agendas holistically with an integrated approach

Purpose of therole:

The main focus of the job is to provide high quality project management for the implementation and delivery of a range of key complex and/or major capital projects within the University’s Infrastructure programme. These will include the construction, refurbishment and major planned maintenance of academic buildings and student facilities, generally valued in the range £2m - £25m. The post holder will also support the Assistant Director, Capital Development in a range of other professional duties including: the production of feasibility studies, cost estimates and investment appraisals; professional and strategic advice; delivery of smaller value projects and the planning & management of programmes of work.

Main duties and accountabilities:

Project Management and other Technical Duties

To take responsibility for the planning, implementation and management of key projects within the University’s Infrastructure programme, including co-ordination of activities; managing and monitoring University staff, consultants and contractors to deliver projects within scope, on time and within budget. In particular to: • Work with stakeholders to define and produce the project brief for both consultancy services and works. • Engage with College and Professional Services colleagues to support them in developing ‘Master Plans’ for the buildings and estate they occupy. • Establish meetings structure for Project Working Groups, Project Monitoring Groups, and design team meetings, etc. Lay down procedure for convening, chairing, attendance, function, frequency and responsibility for recording of meetings and circulation of information. Monitor communications and distribution of information. Set up and chair these meetings • With the Project Working group and other users and stakeholders, develop the initial and detailed briefs, including the production of room data sheets. Research, identify, provide information and arrange visits as appropriate to innovative and new exemplar buildings and facilities to inform the briefing process. • Ensure there is full coordination with the University business and that full impact mitigation measures are incorporated. • Provide technical advice on all aspects of construction and project management as required. • Liaise with the University’s Legal Office and appointed solicitors on any legal property matters which might arise as part of the project and incorporate within the overall project management of the project. • Working closely with Estate Services senior management, provide input into the compilation of the University’s Capital Strategy programmes and College and Services business plans, including advising and guiding customers and other stakeholders, inputting into costing exercises and producing outline proposals and feasibility options. • Be available should the project programme require an occasional on-site presence during weekends/evenings.
