• Complies with the University’s Health and Safety Policies and associated safe working procedures and guidelines and monitor similar compliance by the appointed Contractors and Consultants. • Undertakes witness testing and commissioning of the Mechanical installations on behalf of the University Project Manager / Contract Administrator. • Liaises and provides advice to the University of Liverpool’s direct labour on maintenance issues relating to mechanical installations and to ensure proper familiarisation to staff on new installations of plant and equipment, adhering to the BSRIA Soft Landing principles. • To develop standard mechanical specifications and to maintain/update standard mechanical specifications and design guidelines for use by FRCS staff and external consultants. • Maintains all necessary records and archives as required by legislation, University Project Management procedures and good practice. • Acts as interface on services issues between the Measured Term Contractor and the Maintenance Section, working closely with the Maintenance Supervisors/Facilities Engineers to ensure that the design of new works procured by them is consistent with the existing services infrastructure and with future maintenance requirements. • Manage meetings necessary for project delivery, act as Chair or Deputy Chair and ensure appropriate governance, secretarial administration and actions addressed. • Liaises with the FRCS Maintenance Team and the Maintenance Managers in relation to maintenance issues and ensures that the University’s M&E handover procedure is followed. • Assists in completing a full review the contents of the Health and Safety File, the O&M Manual and the “As Built” drawings and information and ensures maintenance manuals, tests certificates and guarantees are adequate and that they are archived/passed to the appropriate parties. • Assists in the BSRIA “Soft Landings” process on completion of a project to ensure the building is performing to its agreed design tolerances and manages this process with the Framework Consultants and Contractors to completion. • Keeps up to date with relevant technical and regulatory technical developments relating to building engineering services and to disseminate such information to others within the department and the University as appropriate. Health & Safety Management • Promotes safe working methods, observes statutory regulations, codes of practice, CDM compliance and all matters relating to HASAW Act. Liaises with the Facilities Management Health, Safety & Risk Manager on all safety related issues. • Liaises with Asbestos Manager and ensuring correct asbestos safety management procedures are followed. • Ensure that contractors working at the University receive induction to enable them to comply with rules and procedures and to work safely within the University environment. • Thorough knowledge of statutory regulations relating to pressure vessels, British Standards, Legionella, COSHH, CDM Regulations, Statutory Regulations and HASAW Act and should be familiar with Permit to Work systems.
