Executive Summary

The University of Liverpool is seeking to appoint an industry leading Mechanical Engineering professional to take up the key role of Senior Mechanical Engineer. The University of Liverpool has a diverse and complex property portfolio, incorporated within the main Liverpool City Centre Campus and associated satellite sites. Many of the buildings and assets within the portfolio are listed or are of historic importance so any construction, refurbishment or modernisation works must be carefully considered and delivered to an exemplar standard. You will report to the Head of Engineering Services Group within the Engineering Services Group which forms part of the Capital Projects Team led by the Director of Capital Projects and Estate Strategy. You will provide mechanical engineering support to colleagues of Facilities, Residential and Commercial Services (FRCS) on all construction and maintenance related projects overseeing the procurement of projects being managed by the University’s approved consultants and contractors, within the value band of circa £25k to £120m. You will work closely with Facilities Residential and Commercial Services, Capital and Minor Works Project Managers and Mechanical/Electrical Consultants and Maintenance Surveyors to ensure projects are delivered to acceptable standards, within the agreed programme and within the approved budget allocation in a safe way following the Health and Safety policies of the University. You will work to support the Head of Engineering Services Group in facilitating improved levels of integration between the relevant sections of FRCS by establishing agreed performance standards, project procedures, processes and methodologies related to the building engineering services and infrastructure. This role offers a fantastic opportunity for a Mechanical Engineering professional to take up a leadership role across a diverse, complex, and large-scale estate portfolio in a vibrant city.

Facilities, Residential and Commercial Services Facilities, Residential and Commercial Services (FRCS) contains 5 reporting areas, Business Development (including Ness Botanic Gardens), Capital Projects & Estates Strategy, Estates Management, Residential & Commercial Services and Sport. Overall FRCS employs over 15% of the University workforce, accounts for about 10% of the total turnover (excluding capital expenditure) and delivers a wide range of key support services. Role Purpose and Respons Job Role : Senior Mechanical Engineer Salary: £43,415 to £60,027 Excellent Benefits Package including exceptional Pension and Annual Leave Entitlement The role holder will report to the Head of Engineering Services within the Engineering Service Group which forms part of the Capital Projects Team led by the Director of Capital Projects and Estate Strategy. The role holder will provide support to colleagues of Facilities, Residential and Commercial Services on all construction and maintenance related projects overseeing the process of projects being managed by the University’s approved consultants and contractors, within the value band of circa £25K to £120m. The role holder will work closely with Facilities Residential and Commercial Services, Capital and Minor Works Project Managers and Mechanical/Electrical Consultants and Maintenance Surveyors to ensure projects are delivered to acceptable standards, within the agreed programme and within the approved budget allocation in a safe way following the Health and Safety policies of the University. The role holder will also oversee or on an audit basis the maintenance works undertaken by the University’s Measured Term Contractor to ensure that agreed quality and technical standards are met. Assist Project Managers, Building and Quantity Surveyors with the commissioning and handover process to ensure that building facilities are fit for purpose when handed over to University departments and Facilities Residential and Commercial Services (FRCS). University Context: The FRCS, team has a key role to play in maintaining the buildings and engineering infrastructure of the University to support the academic and research departments, based in 300 buildings (500,000 m2) across the 255 ha site. The diverse Estate includes many listed buildings from Georgian and Victorian periods as well as contemporary buildings and conservation areas coupled with the complex research laboratories this provides many challenges in maintaining and servicing the estate. The post holder will be employed within the Engineering Services Team of FRCS Capital Projects providing professional Mechanical Engineering support to other building professionals both in Minor Projects and on Major Capital Projects.

CORE ACCOUNTABILITIES Strategic Planning

• The post holder’s responsibility is to assist in ensuring that FRCS provides a high level of service to the University of Liverpool in terms of quality, programming and cost effectiveness on all of the University of Liverpool’s construction and maintenance projects. The post holder will primarily assist other members of the team from the Design Group, Capital Projects Group, Property and Space Group, as well as the University Subsidiary Companies, act as the Senior Mechanical Engineer on electrical schemes or assist on schemes for the Capital Project Team under the direction of the Head of the Engineering Services and Senior Team. • The duties of the post will involve responsibility for managing a small team of multi discipline consultants delivery of individual projects and assisting the Head of Engineering Services Group with the delivery of a portfolio of projects from the approved Capital Programme. • The post holder will be required manage building services elements of schemes ranging from circa £25k to £120M which requires co-ordination of internal FRCS staff and Framework Consultants. • Embrace and actively promote the Facilities Residential and Commercial Services (FRCS) objectives, values and vision, to ensure the guiding principles are put into practice in the day to day work relationships with clients and colleagues. • Support the development of the Estate Strategy and Masterplan, ensuring it is delivered as well as updated to meet operational and strategic requirements. Service Delivery • Must have experience of working within a further education environment, within a laboratory environment would be an advantage, on mechanical installations which includes new build projects and refurbishment schemes in a variety of building types together with relevant Project Manager experience to lead on projects with a mechanical emphasis. • To take a leading role in setting and agreeing standards for Mechanical services installations and to advise internal and external professionals. • To take a leading role in planning and implementing the University’s long term mechanical strategies. • To have a good understanding of the differing forms of mechanical services installations and to stay abreast of developments in the industry particularly with regards sustainability. • Liaise with departments to establish design briefs for schemes to be designed and procured within the University or through the use of external services Consultants and Contractors. • Manages external consultants and contractors providing them with detailed briefing instructions, ensuring design information comply with the University’s objectives and to monitor their performance together with the quality of their design, throughout the life of the project through to financial completion. • Ensures external consultants are employed in accordance with the University’s Procurement Policy and through the Frameworks Agreement procedures.

Role Purpose and Respons • Produce estimates and feasibility budgets for new works, replacements, adaptation and the extension of existing installations and to appraise feasibility and budget information provided by Consultants. • Manages the production of building services designs and specifications to meet the requirements of the University and agreed programmes of work, ensuring compliance with all applicable statutory regulations and other University Policies. • Prepares detailed tender documentation, CAD drawings and specifications for building services work in accordance with the University Procurement Procedure and to appraise detailed tender documentation from external services consultants ensuring they adhere to the design brief. • To administer all contracts using NEC suite of contracts or on occasions JCT and to manage these projects strictly in accordance set out in those contracts, or other similar forms. • Attends design team project meetings with University and external design consultants and contribute to design quality and build ability standards for the Mechanical installations. • Ensures that a consistently high standard of quality control and supervision is maintained for each contract with compliance to design brief, design information, drawings, specifications and site instructions, via site visits, this includes the ongoing monitoring of works as they proceed and full testing and commissioning on completion. • Assesses contract implementation with due regard to Building, Mechanical, Electrical and Health & Safety Legislation, Codes of Practice and University of Liverpool’s Policies. • Ensures proper control on spending and close adherence to financial targets, in accordance with the requirements of the University of Liverpool’s financial regulations and settling final accounts for projects under his/her control. • Manages multiple projects at differing stages of progress ensuring the provision meets agreed service level agreements. • Ensure senior management in FRCS are regularly informed on the financial status and progress of projects making project information available. • Liaises and acts as point contact with client departments ensuring installation works are progressing satisfactorily, with the approved budget and that all project information is readily available, for the client, ensuring they are up to date. • Communicates with all levels of staff in the faculties of the University, appropriate liaison with Consultants, Contractors and outside agencies such as Building Control Officers, Statutory Bodies etc. • Liaises with the University’s energy management and environmental sustainability officers to establish good practice and improved long term value for money for the University in terms of services design and minimising life cycle costs. • Ensure sustainable, low carbon schemes are implemented and energy use minimised by good design and installation practices. • Carries out initial analytical assessment of proposed services installations to establish suitability for applications for Carbon reducing grants such as SALIX Green Revolving Fund. • Carries out performance appraisal of Framework Agreement Consultants and Contractors through the KPI process. • Co-ordinates and manage the work of the Minor Works Framework services consultants and the M&E Clerk of Works within the project design teams.

• Complies with the University’s Health and Safety Policies and associated safe working procedures and guidelines and monitor similar compliance by the appointed Contractors and Consultants. • Undertakes witness testing and commissioning of the Mechanical installations on behalf of the University Project Manager / Contract Administrator. • Liaises and provides advice to the University of Liverpool’s direct labour on maintenance issues relating to mechanical installations and to ensure proper familiarisation to staff on new installations of plant and equipment, adhering to the BSRIA Soft Landing principles. • To develop standard mechanical specifications and to maintain/update standard mechanical specifications and design guidelines for use by FRCS staff and external consultants. • Maintains all necessary records and archives as required by legislation, University Project Management procedures and good practice. • Acts as interface on services issues between the Measured Term Contractor and the Maintenance Section, working closely with the Maintenance Supervisors/Facilities Engineers to ensure that the design of new works procured by them is consistent with the existing services infrastructure and with future maintenance requirements. • Manage meetings necessary for project delivery, act as Chair or Deputy Chair and ensure appropriate governance, secretarial administration and actions addressed. • Liaises with the FRCS Maintenance Team and the Maintenance Managers in relation to maintenance issues and ensures that the University’s M&E handover procedure is followed. • Assists in completing a full review the contents of the Health and Safety File, the O&M Manual and the “As Built” drawings and information and ensures maintenance manuals, tests certificates and guarantees are adequate and that they are archived/passed to the appropriate parties. • Assists in the BSRIA “Soft Landings” process on completion of a project to ensure the building is performing to its agreed design tolerances and manages this process with the Framework Consultants and Contractors to completion. • Keeps up to date with relevant technical and regulatory technical developments relating to building engineering services and to disseminate such information to others within the department and the University as appropriate. Health & Safety Management • Promotes safe working methods, observes statutory regulations, codes of practice, CDM compliance and all matters relating to HASAW Act. Liaises with the Facilities Management Health, Safety & Risk Manager on all safety related issues. • Liaises with Asbestos Manager and ensuring correct asbestos safety management procedures are followed. • Ensure that contractors working at the University receive induction to enable them to comply with rules and procedures and to work safely within the University environment. • Thorough knowledge of statutory regulations relating to pressure vessels, British Standards, Legionella, COSHH, CDM Regulations, Statutory Regulations and HASAW Act and should be familiar with Permit to Work systems.

Human Resources Management • To manage a small lead of in-house multi-discipline consultants ie M&E Engineers within the Engineering Services Group and across the Capital Plan to deliver various projects as agreed. • To undertake regular review assessments of the team performance and carry out annual Personal Development Reviews. • Assists in the management of the Measured Term Contractor, Minor Works Framework Consultants and Contractors maintaining good industrial relations, and ensuring their compliance with the relevant Health, Safety standards. • Attends regular meetings with the Design Group staff, Project Managers and Contractors/ Consultants, where relevant, to review performance and as an aid to effective communication. • Provides general supervision of works to junior and trainee staff, giving advice and guidance as necessary. • Undertakes continuing professional development and participate in FRCS technical seminars and training initiatives.

Experience as a Senior Project Engineer in a similar role within a construction related organisation. Experience as a Senior Design Mechanical Engineer for project mechanical installation works. Previous experience of managing, coordinating and monitoring performance of external mechanical and electrical consultants Undertaking M&E feasibility studies and producing budgets and costs plans. Experience of leading on mechanical installations including new build and refurbishment schemes.
