&/#3&'r#3*&'4 AUDIT SURPLUS The pandemic has resulted in a large potential budget surplus for the Upper Canada District School Board (UCDSB). Trustees reviewed and approved the 2019-2020 draft audited financial statements during their November 11 session. The report noted lower-than- planned expenses for the 2019-2020 school year due to school closures because of the pandemic. This resulted in a potential $6.9 million surplus that will help the UCDSB deal with any financial issues during the 2020-2021 year. – Gregg Chamberlain FLOODPLAIN STUDY The United Counties of Prescott-Russell will look at allocating $50,000 in its 2021 budget to purchase technical information to help with a funding application, in partnership with Eastern Ontario Conservation, to the National Disaster Mitigation Program. Eastern Ontario has returned to yel- low “protect” status on the province’s COVID-19 chart, after just one week in the more severe orange “restrict” category. The change, which was announced on Friday and came into effect just after mid- night on Monday, did not alter recommended safety precautions for individuals, but eased some business restrictions. Last calls at bars and restaurants moved from 9 p.m. to 11 p.m., and six people were allowed to be seated instead of four. Capacity limits for some businesses and fitness centres were relaxed, while personal care services that required the removal of masks would be allowed to return if contact information was kept and a safety plan was prepared. been the private graveyard for a local family before it fell into disuse and that there may be several bodies interred there. The township is going through the process for official declaration of the property as “an abandoned cemetery” as part of the first step in protecting it as a local heritage site. Administration has contacted the current property owners who have indicated they are willing to sell the portion of land where the cemetery is located to the municipality. A survey of the area is necessary to determine the exact size of the cemetery. The township also has to follow provincial and federal regulations concerning grave sites and research the history of the Pitch Off Cemetery to determine whether any person of provincial or national significance or a veteran are buried on the site. 8IFO BMM UIF MFHBM SFRVJSFNFOUT BSF met then the township can go ahead with negotiating purchase of the land, have the site declared an abandoned cemetery, and then budget funds for clearing the grounds and erecting a protective fence. The organization will soon open its doors on the Route du Canton. Its mandate will be to meet the needs of the entire Argenteuil Regional County Municipalities (RCM). Certain municipalities in Argenteuil are currently bound by contracts with private animal control service providers. The Argen- teuil SPCA plans to work for the RCM’s nine municipalities. It will offer a full range of services, including community services and public awareness. The new SPCA will be located at 207 Route du Canton in Brownsburg-Chatham. The Argenteuil SPCA will therefore be the entity that officially deals with stray pets as well as any other situation involving pets that

The little cemetery is located on a piece of farmland property on Pitch Off Road in Plantagenet and is in an almost-abandoned state with no recent interments for a number of years. A gravestone on the site indicates that someone named “Marchand from Montréal” is buried there. Councillor René Beaulne noted that the tiny cemetery may have once Alfred-Plantagenet Township council has given approval for plans aimed at preserving the old Pitch Off Cemetery property as a local heritage site.

Next year’s budget plan for the counties gets one last revision but it won’t change the proposed tax increase. “It remains at one per cent,” said Valérie Parisien, finance director for the United Counties of Prescott-Russell (UCPR). Parisien presented the eight mayors on UCPR council with the final revisions of the 2021 budget during UIFJS/PWFNCFSDPNNJUUFFPG UIF whole session. The main revision is a change to the amount of money transferred from the working reserve fund from $50,000 to $140,000. The extra $90,000 goes towards professional fees dealing with implementation of new software for UCPR planning and administration departments. The CESPR announced a new online workshop project to assist local businesses to better adapt themselves to the increa- sing preference of many people now for online shopping during the pandemic. The provincial government provided $49,202 in support funding for the project and CESPR has confirmed Professor Martin Savard, an internationally renowned expert in business affairs related to customer service and e- commerce, to lead the workshop. The project involves offering four works- hop sessions on e-commerce, each session being 12 hours long and spread over a
