Now, he noted, the city has a draft 50-year plan to help guide future decisions and also the computer analysis software needed to crunch the numbers for financing and other imperatives. “I do have other ideas I want to work on,” Guibord said, citing creation of a proper in- dustrial park for the city.“This was one of my goals during the first election (campaign).” Clarence-Rockland has a commercial/ light industrial park along County Road 17 on the east end of Rockland. But Guibord said it is not adequate for the city’s future economic development needs. He wants
the highway connection had begun to de- termine whether it should be expanded to four-lane status or if a bypass is needed to deal with commuter traffic needs between the two municipalities. L’ORIGNAL | Marcel Guibord wants at least one more term as mayor of Clarence- Rockland so he can clear some outstand- ing matters off of his political desk. “There are new issues (to address) defi- nitely,” Guibord said, during a lull at the United Counties of Prescott-Russell council session Sept. 24. “But mostly things to final- ize which we started.” Guibord listed two priority issues he wants to resolve as part of a second term as mayor. One is securing senior-level gov- ernment funding for needed infrastructure improvements. The other is reviewing and updating the city’s asset management plan, which is now necessary for any applications for provincial support grant programs. The incumbent mayor also noted that the next council also needs more detailed information on the condition of Clarence- Rockland’s existing infrastructure, includ- ing roads, water and sewer service systems, municipal buildings and other facilities. During his past term, he indicated there was not enough up-to-date information on the state of the city’s infrastructure to help council make decisions. “We were hoping to have more infor- mation,” he said. “It took us quite a while to gather this and help us make decisions based on our priorities.”

No council cops says Guy Desjardins
noted, residents may not realize are county roads because they have names like St-Pas- cal Road and Du Golfe Road. He stressed a need to “bring accord back to the council table” after the October elec- tion. Desjardins indicated there may be a review about whether or not to continue using the Clarence Creek municipal office as the site for the regular session of coun- cil and its various committee meetings. He said the room there is too small to hold the number of residents who want to sit in on council along with the council members themselves and the city staff who attend. Desjardins does like the idea of continu- ing to hold committee of the whole ses- sions in Bourget at the local community centre. “I’m open to that,” he said.

ROCKLAND | Council meetings in the City of Clarence-Rockland would have one thing missing if Guy Desjardins wins the mayoral vote in the October municipal election. “No cops,”’ Desjardins said during an in- terview Sept. 24 during the opening of his electoral campaign office. “We don’t need police officers at (council) meetings. Or the bylaw officers either. It’s a waste of time and money.” The councillor for the Saint-Pascal-Baylon ward is challenging incumbent Mayor Mar- cel Guibord for the head seat at the table. Getting rid of the police presence that has presided over some council meetings in the past is part of Desjardins’ plan to clean up the public image of Clarence-Rockland and its feuding election officials, both at home and elsewhere in Ontario and the rest of the country. “Right now the city’s going around with a black eye,”Desjardins said,“and we’ve got to get rid of that.” After dealing with the “council chaper- one” situation, Desjardins wants to have a good hard look at the city’s planning and budgeting situation. “There are places where we have got to cut,” he said, but that will need to wait for a proper assessment first. Desjardins noted that the city has spent lots of money during the past few years on various studies concerning road conditions and other issues. What he wonders is what has been the result of all the studies and what benefits were there? “All that money we spent on studies,” he said. “Why did we need all these studies?” Desjardins plans to continue what has be- come a longstanding occupation for Clar- ence-Rockland’s mayors since the time of Richard Lalonde. He is going to go after the United Counties of Prescott-Russell (UCPR) for a “more fair return” on the amount of property tax money collected in Clarence- Rockland for the counties. That includes getting the counties to allocate more of its own capital works budget towards improv- ing county roads within Clarence-Rockland, with emphasis on those county roads in the rural areas. Organisé par le Réseau de dévelop- pement économique et d’employabilité de l’Ontario (RDÉE Ontario), le Gala des PME de l’Ontario s’adresse aux petites et moyennes entreprises (PME) franco- phones de l’Ontario et il présente six caté- gories distinctes cette année: Entreprise de transformation, Commerce de détail, Entreprise de service, Micro-entreprise et Jeune entrepreneur, ainsi que le Coup de cœur du jury. «Lors du jour des Franco-Ontariens, nous avons célébré, avec la province en entier, les accomplissements des entrepreneurs francophones! Aujourd’hui, l’Ontario a à son actif, près de 30 000 entrepreneurs francophones qui alimentent plus de 10% de la main d’œuvre de la province. Il s’agit d’une raison essentielle de célébrer cet acquis qui joue un rôle si important dans le développement des affaires en Ontario», a affirmé Denis Laframboise, président du RDÉE Ontario.

ROCKLAND | La brûlerie artisanale de Rockland, le Café de Joël, a remporté le prix Jeune Entrepreneur du Gala des PME du RDÉE de l’Ontario, qui avait lieu le 25 septembre dernier. «Je suis vraiment ravi, a confié un des propriétaires, Joël Béland. Je trouve qu’on a fait pas mal de chemin depuis nos petits débuts à torréfier du café dans un garage jusqu’à gagner des prix à Toronto». Le Café de Joël figurait parmi une liste de quatre finalistes, soit: Cassel Bre- wery de Casselman, Namaste Studio de Kapuskasing,et NEO Laser Tag de Tim- mins. «La compétition était forte. Il y avait de bons finalistes, vraiment excellents. Je vois ça vraiment d’un bon œil», a ajouté M. Béland. Le Café de Joël, situé sur la rue Cham- berland, a ouvert ses portes le 4 juin 2011. Aujourd’hui, ils sont nombreux à faire le détour pour se procurer la boisson chaude fraîchement torréfiée. Le café est savouré non seulement par les résidents de Cla- rence-Rockland, mais régulièrement par les automobilistes qui empruntent la route 17 et qui ne ratent pas le petit détour. Chaque année, plus de 15 000 tasses de
VINETTE / LACASSE Fernand, fils d’Alexandre Vinette et de Rose-Alba Lafleur, voit le jour le 26 juin 1925. Il rencontre Cécile Lacasse, née le 30 juin 1925 à Clarence Creek. Elle est la fille de Napoléon Lacasse et d’Èva Forget (décédée à l’âge de 27 ans). Napoléon épouse Évelina Pilon en secondes noces. Fernand et Cécile se marient le 27 août 1949 en l’église Ste-Félicité de Clarence Creek. De leur union naissent trois enfants : Gaëtan , né le 28 juin 1950, épouse Danièle Vary (fille de Charles et d’Agathe Rouleau) le 20 octobre 1984 en l’église Notre-Dame-de-LourdesàVanier.Ilsontdeuxfils : Patrick(1990) et Jean-Philippe (1992), Claudette , née le 26 septembre 1951, épouse Paul-André Lemery (fils de Léopold et d’Yvette Saumure) le 2 octobre 1971 en l’église de la Très-Sainte- Trinité de Rockland. Ils ont deux enfants : Mathieu (1977) et Nadine (1974). Nadine épouse Luc Rocheleau en 2003, parents de Maxime (2004) et Katie (2007) et Francine , née le 1 er décembre 1954, épouse Alain Franche, fils de Gérard et de Simone Lemay, le 13 août 1977 en l’église de la Très- Sainte-Trinité de Rockland. Ils ont deux filles : Mélanie (1982) et Alexandra (1984). En 1956, Fernand et Cécile achètent unemaison rueHudon à Rockland. Fernand travaille pendant plus de trente ans au Conseil national de recherches du Canada à Ottawa. Il est préposé à l’entretien et devient superviseur. Quant à Cécile, elle estmère au foyer et une très bonne couturière. Pendant de nombreuses années, Fernand et Cécile jouent aux quilles et font du bénévolat au comptoir St- Vincent-de-Paul de Rockland. Fernand est membre des Chevaliers de Colomb. Il décède à l’âge de 54 ans, le 13 novembre 1979.
Comme Cécile aime beaucoup les enfants, elle travaille comme gardienne durant l’heure du dîner à l’école Sainte-Trinité pendant plus de 20 ans. Depuis 54 ans, Cécile est active au sein de l’Artisanat Sainte-Trinité et membre des Filles d’Isabelle depuis 40 ans. Elle joue régulièrement aux cartes au Club Fil d’Argent. Félicitations et merci pour votre généreuse implication dans la communauté! Messe à l’ancienne (le dimanche 9 novembre, 10h) Le comité directeur du 125 e est en train de préparer une messe à l’ancienne où certaines prières seraient récitées en latin et certains chants seraient chantés en latin. Rencontre entre candidats Les résidents de la Cité de Clarence-Rockland sont conviés à une rencontre entre les candidats aux prochaines élections municipales et scolaires. Celle-ci aura lieu le 14 octobre, à compter de 19h, à la salle communautaire de l’aréna de Clarence Creek. La rencontre est organisée par Carmelle Gareau en prévision des élections municipales et scolaires du 27 octobre prochain. Lors de la rencontre, chaque candidat aura droit à une présentation, au podium, de son programme électoral. Ces présentations seront auchoixducandidat: en français, enanglaisoubilingue. Dixminutespour les candidats à la mairie et cinq minutes pour les candidats comme conseiller seront allouées. Une période de question de 30 minutes sera accordée au public. Un participant aura droit à une minute pour se présenter et poser sa question. Le candidat aura deux minutes pour répondre. Sylvie Riopel candidate pour le quartier 6 SAINT-PASCAL-BAYLON | La lutte pour le siège de conseiller du quartier 6 se livrera à quatre candidats. Sylvie Riopel a récemment déposé sa candidature pour le poste. «Je suis prête à travailler d’arrache-pied pour régler les litiges dans l’arène munici- pale», a-t-elle affirmé dans un communi- qué. Résidente de Clarence-Rockland depuis environ une vingtaine d’années, la candi- date pour Saint-Pascal-Baylon a suivi de près le développement à la municipalité. Sylvie Riopel est éditrice du journal Focus dans lequel elle a maintes fois pointé du doigt les agissements de certains citoyens qu’elle qualifie «d’intimidation et de tac- tiques qui minent la réputation de tous dans la cité».

ROCKLAND | Charles Berlinguette is a trained architect looking to help build a solid fiscal foundation for the City of Clar- ence-Rockland as one of the new faces on city council. “We have a lot of ambitions in this City of Clarence-Rockland,” Berlinguette said, during his official election campaign an- nouncement Sept. 26 at Joel’s Café. “But we have to do it within the limits of our budget. Basic municipal services and infrastructure must be provided for, but beyond that we must think long and hard before spending our taxpayer’s money.” Berlinghette seeks the Ward Four seat on council, challenging incumbent Coun. Jacques Archambault. During a later interview, he explained how he would face the twin challenges of balancing the budget with demands for improvements of roads and other infras- tructure along with other services and pro- grams. “We all realize the roads have to be main- tained along with water and sewer,” he said. “That money has to be spent, but it has to be spent wisely. I intend to be the restrai- ning hands on the (budget) reins.” Berlinghette noted that council some- times needs reminding that it has to deal with outstanding infrastructure needs

Writing skills are at 75 per cent compared to the previous rating of 64 per cent. The Grade 3 student evaluations also show improvements in reading from 61 per cent 66 per cent, and writing from 66 per cent to 75 per cent. BOURGET | La nouvelle réglementation concernant l’affichage en bordure des routes de comtés ne fait pas que des heu- reux. Le propriétaire d’une entreprise de Bour- get a été avisé des nouveaux règlements tardivement. Depuis 19 ans maintenant, Paul Doran exploite un verger, Vergers des Pins/Pine Hill Orchards, à Bourget. Comme d’habitude, vers la fin du mois d’août, l’entreprise lance une invitation de venir cueillir des pommes. Comme le verger est situé dans un endroit éloigné de la route, les propriétaires devaient installer des affiches montrant les directions. «J’en met- tais environ six aux intersections critiques telles que les chemins Russell, Bouvier, St- Félix et Montcalm. C’était pour que les gens puissent nous trouver. Auparavant, chaque année, on retirait nos enseignes à la fin de

difficilement visible à première vue. Il arrive parfois que les gens s’égarent. «Ce n’est pas tout le monde qui a un GPS», a ajouté M. Doran. Celui-ci a, dès lors, proposé des affiches temporaires qui seraient retirées quotidien- nement chaque soir. Il n’y avait cependant aucun compromis à faire. «Le point avec lequel j’ai de la difficulté c’est qu’ils nous exhortent de promouvoir l’agrotourisme et là on reçoit un coup dans le dos. Il y avait un temps où il y avait de la promotion avec des activités comme Agri-Tour. Malheureu- sement, ça n’existe plus aujourd’hui».
Dès lors on a proposé à M. Doran l’ins- tallation des affiches bleues permanentes que l’on voit sur le bord des routes. Il ne s’agit toutefois pas d’une solution pour le verger local. «Notre entreprise est saison- nière. La saison des pommes ne dure que six semaines maximum. Les affiches bleues ne sont pas une solution pour nous. C’est bon pour les entreprises qui fonctionnent à l’année. Ce n’est pas notre cas». Quoi qu’il en retourne, Paul Doran aime- rait voir le règlement modifié, notamment pour mieux encadrer les entreprises agro- touristiques saisonnières.

Young artists enjoy mashup exercise

ROCKLAND | It looks like the start of a beautiful partnership between two young artists. Nerys Foss and Hazar Karagül have al- ready made their mark as budding artists. The two Grade 10 students at Rockland Dis- trict High School (RDHS) enjoyed their first successful collaboration, pooling their ideas and talents to create the winning design for the Trustee Innovation Award, an annual presentation of the Upper Canada District School Board (UCDSB). “We each had a different design (inmind),” said Foss, “and then we mashed it up.” The artistic pair conceived their design from start to finish within a single day ear- ly in the year before sending it off for the UCDSB judging committee. “We thought it was going to take lon- ger—” said Karagül, grinning,“—but it ended up being easy,” finished Foss, with a smile. “We each had a job on this,” said Karagül. “She had the roses, I did the leaves, and the stem part we both worked on. We each drew a picture and compared. Then we put them (design pieces) all together.” Their final design incorporates a flow- ering rose resting on an open book. The blooming red rose itself symbolizes the
hoods and major buildings. Foss remem- bers her mother being very involved in the art scene as she grew up. “Apparently, I got the genes to draw from my mom.”The way each has chosen to inter- pret their artistic heritage differs. “I like doing digital art,” said Foss, “and I also like to paint dolls.” “Any kind of paint- ing (style) and sculptures, clay or wood”said Karagül. “I want to be an architect.” The two received special recognition for their artistic achievement and design dur- ing the Sept. 24 UCDSB meeting prior to presentation of the Trustee Innovation Award. RDHS Principal Jeffrey Campbell, who also attended the event, described the duo as an example for other students to emulate in exploring their own creativity. “I’m really proud of these two,” he said. “Their passion for the arts really does in- spire other kids.” Will there ever be another Foss/ Karagül artistic mashup? “Maybe one day,” she said, smiling. “Yeah!” he said, with a grin.

beauty and passion of teaching itself while the stem represents the growth of learning from the open pages of the Book of Knowl- edge. Their individual backgrounds, both family and personal, helped prepare for their suc- cessful artistic partnership. “My parents were teaching me art when I was one year old,” recalled Karagül. “I was a calm person (as a baby) and I listened to
my mother. She taught me how to draw and how to cut with (safety) scissors.” “I started when I was five,” Foss said, smil- ing, regarding her beginnings in art. “I said ‘I want to be an artist!’ when I drew my dad.” Both come from family backgrounds in art. Karagül’s father worked as a hairstylist when the family lived in Turkey, but he went around the city of Istanbul doing landscape interpretations of the various neighbour-
