j. A list of any permits or decisions applicable to the development proposal that have been obtained prior to filing the application or that are pending before the City or any other governmental entity; k. Approved certificate of concurrency from the director or designee, if required by SDC 21.08.020, however this is not required if applying for a stand-alone type 2 drainage adjustment under SMC Chapter 13.20; l. Certificate of future connection from the appropriate purveyor for lots located within the City that are proposed to be served by on-site or community sewage system and/or group B water systems or private well, however this is not required if applying for a stand-alone type 2 drainage adjustment under SMC Chapter 13.20; m. A determination if drainage review applies to the project pursuant to SDC 21.03.050, and, if applicable, all drainage plans and documentation required by the Surface Water Design Manual adopted by reference in SDC 21.03.050; n. Current assessor’s maps and a list of tax parcels to which public notice must be given as provided in this chapter, for land use permits requiring a Type 2, 3 or 4 decision;

the applicant has a right to develop the site and that the application has been submitted with the consent of all owners of the affected property; provided, that compliance with subsection 2.d. of this section shall satisfy the requirements of this subsection 1.(q); r. For commercial site development permits only, a phasing plan and a time schedule, if the site is intended to be developed in phases or if all building permits will not be submitted within three years; and s. For any applicant organized as a single-member or multiple-member limited liability company, the designation required by subsection 1.b. of this section must include the names and addresses of all the applicant’s members, including all individuals who hold transferable interests in the applicant or its members. t. For Type 2, Type 3 and Type 4 applications a narrative from the applicant about how the project furthers specific goals and policies of the City’s Comprehensive

Plan. The statement should reference specific statements from the Comprehensive Plan.

A permit application is complete for purposes of this section when it meets the procedural submission requirements of the department and is sufficient for continued processing even though additional information may be required or project modifications may be undertaken subsequently. The determination of completeness shall not preclude the department from requesting additional information or studies either at the time of notice of completeness or subsequently if new or additional information is required

o. Legal description of the site;

p. Variances obtained or required under this Title to the extent known at the date of application; q. Verification that the property affected by the application is in the exclusive ownership of the applicant, or that
