Dear AMA members, friends and mining family: As summer begins to give way to fall, Alaska's mining industry continues to build on remark- able momentum. Across our state, exploration programs remain active, operating mines continue to deliver strong results and important policy developments are creating new opportunities for responsible resource development. It is an exciting time for Alaska mining, and this month's Journal reflects the progress our industry is making on multiple fronts. One of the most significant accomplishments featured in this issue is EPA's authorization allowing Alaska to administer its own hazardous waste management program under the Resource Conservation and Recovery Act. This historic milestone represents years of hard work and collaboration among state and federal agencies, industry partners and many dedicated professionals. More importantly, it demonstrates the value of allowing decisions to be made closer to the people and communities they affect while maintaining the strong environmental standards Alaskans expect. Thank you to everyone who played a role in making this a reality! We also had the opportunity to represent Alaska's mining industry during a Department of Energy roundtable focused on the future of energy in our state. Discussions like these reinforce something our members have long understood: Alaska's abundant mineral resources and our energy future are closely connected. Whether it's providing the critical minerals needed for advanced technologies or ensuring reliable energy infrastructure that supports responsible development, our industry has an essential role to play in strengthening both Alaska's economy and our nation's security. The stories throughout this issue also highlight the continued confidence companies have in Alaska. International Tower Hill Mines is strengthening its leadership team as it advances the Livengood Gold Project. Innovative work at Greens Creek is exploring new opportunities to recover addition- al critical minerals from existing tailings. Across the state, companies continue investing in exploration, technology and long-term development that will create jobs and economic opportunity for generations to come. We're also seeing encouraging progress on issues that have long mat- tered to our members. Recent legal decisions involving the Ambler region and continued discussions surrounding responsible infrastruc- ture development underscore the importance of maintaining access to Alaska's world-class mineral resources. While challenges remain, these developments remind us that persistence, sound science and thoughtful advocacy continue to move our industry forward. As we look ahead, preparations are well underway for the 2026 AMA Annual Convention and Trade Show this November. Our convention is more than just an industry gathering — it's an opportunity for our mining family to come together, share ideas, recognize achievements and help shape the future of mining in Alaska. In historic move, EPA authorizes Alaska to administer federal hazardous waste program BY WILL LESCHPER
T he U.S. Environmental Protection Agency in late July granted Alaska final authorization to admin- ister the Resource Conservation and Recovery Act Subtitle C hazardous waste management program. The milestone follows a four-year effort under Gov. Mike Dunleavy's administration and collaboration among the Alaska Department of Environmental Conservation (DEC), EPA Region 10, the Alaska Department of Law, Tribal part- ners, industry and dedicated state and federal staff. Alaska is the 49th state to administer its own hazardous waste program and the first in more than 25 years to receive ini- tial RCRA Subtitle C authorization. The program establish- es requirements governing the generation, transportation, treatment, storage and disposal of hazardous waste. EPA Region 10 Administrator Emma Pokon said the authorization empowers the state to incorporate local expertise into environmental protection. “Alaska DEC has a number of programs that they've already implemented, including the solid waste program that it has been handling for a number of years. It has had great success, especially in building relationships with smaller communities around the state and improving practices. Assuming the hazardous waste program was a landmark milestone and the next step in passing the baton in bringing more programs under state control,” Pokon said. “The hazardous waste program is one of those regu- latory programs that really touches a lot of places and industries, and it provides cradle to grave regulation and management of waste that may pose a particular risk or hazard. It also means that the current state network of connections with industries throughout the state and with communities is going to bring value to the program as a whole and really streamline the implementation.” DEC has worked toward the milestone transfer of the hazardous waste program, creating a team to coordinate
the program along with state regulations. In addition, the state Legislature has made regular appropriations in budgets for the program, which is part of DEC’s Division of Environmental Health. Pokon said the new authoriza- tion also brings the likelihood of further federal funding for the program. “It has been gratifying to see the collaboration between each of the partners in this endeavor. The state has continued to show its capability in carrying out a host of other programs and permitting issues. State primacy has had sustained success in other areas and keeping the feedback loop on primacy close to home is invaluable. Having the ability for communities, especially those in remote areas, to connect with officials in the state provides more accessibility and accountability across the board,” Pokon said. Jon Jones, Environmental Protection Specialist and Senior RCRA Enforcement Inspector, said the state has demonstrated firsthand that the program is in good hands from the start. “I’ve shadowed state inspectors in the field and that morphed into me working with them directly," Jones said. "The DEC has definitely shown its ability to assume the responsibility of carrying out the environmental waste program and it’s been uplifting to see that collab- oration continuing forward.” Pokon and other federal officials recently toured a number of energy Alaska projects. She said the future is bright for the state’s role in providing a safe and secure domestic energy supply. “In touring different energy projects and boroughs, it’s clear there are a number of dynamics playing out for the betterment of Alaska. It’s good to see the optimism for prosperity within these projects and communities being counterbalanced with the continuation of effective environmental programs," Pokon said.

Donlin Gold mine could turn a growing demand for gas into a statewide benefit BY TIM BRADNER
The owners are Calista Corp., the Alaska Native regional corporation for Southwest Alaska that owns the mineral rights, and The Kuskokwim Corp., a consortium of local village corporations that owns surface lands at the mine. Local ownership guarantees that the benefits of this big project will be spread widely, particularly in the Yukon-Kus- kokwim region, now one of the more undeveloped parts of the state. Calista will receive royalties from mining and share those with other Native corporations under the terms of the 1971 Alaska Native Claims Settlement Act, the federal law that returned lands to Native ownership. The employment aspect of Donlin Gold is important to Southwest Alaska. The mining company estimates 750 people will be needed in operations, with a $120 million annual payroll. This is a surface mine, with ore and rock being moved by heavy trucks and other equipment. The skills needed — drivers, mechanics and equipment operators — are largely already held by local people in the region who have worked in construction. Donlin Gold has a 40-plus-year history. Geologists working for Calista Corp. in the 1970s made the discovery of gold at Donlin Creek. They were helping the corporation make its land selections under the Native claims act. But discovering the gold wasn’t enough. Calista had to market it to mining companies willing to spend money on further exploration.
It took several years and a lot of perseverance, but in the mid-1990s, Calista finally wound up with Placer Dome, a medium-sized company that agreed to do further work. Several years of seasonal drilling followed. Even this became an economic stimulus to the region because local people were hired to run the drill rigs. Exploration continued. The size of the gold resource expanded, but the economics were uncertain because of the remote location and constantly changing gold prices. There were changes in mining company partners, too. Placer had to pull back but allowed a small “junior” mining company, NOVAGOLD, to invest in more drilling in return for a share of the project. NOVAGOLD did invest, found more gold and earned its share. Meanwhile, Placer was purchased by Barrick Gold, a major gold mining company. Barrick and NOVAGOLD, now partners, continued with exploration and confirmed 39 million ounces of gold, one of the largest known undeveloped gold deposits in the world. Ownership then flipped again. Citing changed corporate priorities, Barrick sold its share to NOVAGOLD, its partner, and Paulson Advisers, a major shareholder of NOVA- GOLD and an experienced mineral investment company. NOVAGOLD, now the project operator, continued work and is now in final engineering that could lead, after four decades, to a final decision to build the mine.
T he Donlin Gold mine west of Anchorage, in the mid-Kuskokwim River region north of Bethel, has big implications for our state. Among other things, it will make a major contribution to energy security for Anchorage and Southcentral Alaska. The project is nearing completion of its feasibility study and final engineering. A decision to build the mine could come early next year. The construction cost is being updated and is expected to be in the range of $10 billion. Here’s how the energy security part works: The plan for Donlin Gold is to power the mine with natural gas delivered through a 316-mile pipeline from Enstar Natural Gas Co.’s Beluga Pipeline near Beluga, north of Anchorage, to the mine site near Crooked Creek, on the Kuskokwim River. The mine developers say about 11 billion cubic feet of gas will be needed yearly. One could worry about how this will further strain gas supplies from Cook Inlet, where existing gas fields are being depleted, but here’s a different take on this:
Southcentral Alaska’s natural gas needs will be met one way or another, either by gas through a pipeline from the North Slope or by imported liquefied natural gas, or LNG. If the proposed Alaska LNG project, which includes the pipeline, moves ahead, Donlin Gold’s steady, year-round demand for gas will strengthen in-state demand and help the economics of Alaska LNG’s plan for phase one, which is only the North Slope pipeline. Utilities in Interi- or and Southcentral Alaska would initially be customers for the pipeline, but their demand is highly seasonal. Donlin Gold will be a steady, year-round customer. But if the North Slope pipeline is not built and South- central Alaska has to import LNG, Donlin Gold is equally important. That’s because its year-round demand will help pay for the LNG import facilities that are needed. This would reduce the cost burden on utilities and gas and electric ratepayers in the region. There’s a lot to like about Donlin Gold, starting with the fact that it is a privately held, Alaskan-owned project.

Mike Dunleavy welcomed the decision, saying the state has "fought hard to secure access to the lands that were promised to us at statehood" and calling the ruling another step toward returning those lands to state control. Environmental organizations have vowed to continue challenging the remaining land transfer and future development associated with the Ambler Road. Peterson, however, concluded that concerns over potential future industrial development were too speculative to justify immediate court intervention while the litigation proceeds. The decision marks another milestone in the admin- istration's effort to expand domestic critical mineral production. Federal officials have consistently iden- tified the Ambler Mining District as a strategically important source of minerals needed for electric vehicles, renewable energy technologies, military systems and advanced manufacturing. The ruling removes a significant obstacle to Alaska's acquisition of the land and provides added momen- tum for infrastructure projects intended to unlock one of the nation's most significant undeveloped critical mineral regions.
important to reducing U.S. reliance on foreign mineral supplies. By transferring ownership of the Dalton Highway corridor lands to the state, Alaska will have greater authority over land management decisions affecting future infrastructure and permitting associated with resource development projects, including the Ambler Road. Peterson's ruling centered largely on Alaska's long- standing entitlement under the Alaska Statehood Act. When Alaska became a state in 1959, Congress committed to transferring approximately 103 million acres of federal land to state ownership. Because portions of the Dalton Highway corridor had been withdrawn from selection under federal public land orders issued in the early 1970s, Alaska was unable to receive those lands until Interior Secretary Doug Burgum revoked the withdrawals earlier this year. Once the Interior Department tentatively approved the conveyance of much of the acreage, Peterson concluded that title had effectively vested with the state, limiting the ability of private organizations to challenge the transfer under principles of state sovereign immunity.
A federal judge dealt a significant legal victory to the State of Alaska in late July, allowing the transfer of more than 2 million acres of federal land to state ownership to move forward — a deci- sion that could accelerate permitting and infrastruc- ture development for one of North America's most closely watched critical minerals districts. U.S. District Judge Aaron Peterson rejected an effort by a coalition of environmental organizations to block the transfer of approximately 1.38 million acres that the U.S. Department of the Interior has already tenta- tively conveyed to Alaska. The judge also denied a request for a preliminary injunction covering roughly 700,000 additional acres, although litigation over that portion of the transfer will continue.
The ruling is widely viewed as another step forward for the proposed 211-mile Ambler Road, the industrial access route designed to connect Alaska's Dalton Highway with the mineral-rich Ambler Mining District in the Brooks Range. For the mining sector, the decision reinforces the Trump administration's broader strategy of expanding domestic access to critical mineral resources con- sidered essential for energy technologies, defense manufacturing and industrial supply chains. The Ambler Mining District in Alaska is regarded as one of the world's largest undeveloped polymetal- lic mineral belts, containing significant deposits of copper, zinc, cobalt, silver, gold and other strategic minerals. Industry supporters have long argued that the district's lack of road access has prevented development of resources considered increasingly

Donlin supports scholarship opportunities
I nternational Tower Hill Mines is reshaping its executive leadership as it prepares to move Alaska's Livengood Gold Project into its next stage of development, naming mining finance veteran David Wiens as chief executive officer and industry operations leader Shane Parrow as president and chief operating officer. The appointments are designed to strengthen the company's ability to complete a feasibility study, advance permit- ting, secure financing and ultimately develop one of the largest undeveloped gold deposits in the United States. The leadership transition comes as the Vancouver-based company positions Livengood for a more development-fo- cused phase. Located approximately 70 miles north of Fairbanks along the Elliott Highway, the project hosts an estimated 13.6 million ounces of gold resources and bene- fits from nearby transportation and utility infrastructure. Wiens will assume the roles of CEO and director effective Aug. 17, while Parrow joined the company as president, COO and director July 27. Current CEO Karl Hanneman will
transition into the role of strategic advisor while remaining on the company's board of directors to support the lead- ership handoff and continued advancement of Livengood. Wiens brings more than 20 years of experience in mining finance, capital markets and corporate leadership. Most recently, he served as chief financial officer of Asante Gold, where he led approximately $1 billion in financing transac- tions that supported the company's growth into a mid-tier gold producer. Earlier in his career, he held executive posi- tions with SSR Mining and Bunker Hill Mining and worked as a mining investment banker with Deutsche Bank. Parrow brings nearly three decades of engineering, oper- ations and mine development experience. Most recently, he served as vice president and general manager of Kinross Alaska, overseeing both the Fort Knox Mine and the Manh Choh operation. He played a key leadership role in bringing the Manh Choh project into production on schedule and within budget while exceeding feasibil- ity expectations.

Greens Creek tailings eyed for NVRO hub BY SHANE LASLEY
H ecla Mining Company has signed a memoran- dum of understanding to advance its initiative to recover precious and critical metals from tail- ings at its Greens Creek Mine in Southeast Alaska and help validate NVRO Metals Ltd.'s emerging processing hub in Australia. The MOU, signed by Hecla's Alaska subsidiary, Hecla Greens Creek Mining Company, establishes the techni- cal and commercial framework for a proposed indus- trial-scale campaign to process roughly 35,000 metric tons of Greens Creek tailings at the NVRO Metals Hub being established in Australia's Northern Territory. "While the MOU is non-binding, it lays out a framework for an industrial-scale trial to test the NVRO Process using our tailings," said Mike Satre, Hecla's Director of Government Affairs. The MOU is the latest step in an expanding tailings processing collaboration between Hecla and NVRO, formerly EnviroGold Global. As the United States and its allies push to shift crit- ical mineral supply chains away from China, Hecla
began to investigate the potential of extracting value from metals that are not currently being recovered at Greens Creek. As part of this investigation, Hecla estimated that roughly $6.8 billion of metals have accumulated in the tailings from 36 years of mining at Greens Creek. This includes approximately 50 million ounces of silver, 567,000 ounces of gold, 309 million pounds of zinc, 203 million pounds of lead, 27 million pounds of copper and 1.3 million pounds of nickel. In addition to the primary metals, the dry-stacked tailings also host an array of minor metals considered critical to the United States, including arsenic, barium, bismuth, chromium, gallium, germanium, manganese and vanadium. "There is no question that the tailings at Greens Creek contain a significant amount of in-situ metal, and we are actively evaluating opportunities to reprocess our tailings and maximize the extraction of silver and other critical minerals from the material," Satre said earlier this year.
