فكرة أساســــــية مفادها أن الحكومات لم تعد 2026 وقد أكّدت نســــــخة مجــــــرّد جهــــــات تدير واقع الحاضر، بل أصبحــــــت معنيّة بتصميم ملامح التجربة الإنسانية المتغيرة. وسواء عبر خدمات عامة مدعومة بالذكاء الاصطناعــــــي، أو أبحاث إطالة العمــــــر الصحي، أو تخطيط مدن صديقة للأسرة، أو إطلاق إصلاحات في كفاءة الطاقة، يبقى التحدّي الأساسي في جعل الأنظمة المؤسســــــية قادرة على مواكبة التحوّلات المتســــــارعة في طبيعة الإنسان ذاته. ، 2027 فبراير 3 إلى 1 وعندمــــــا يجتمع قادة العالم مجددًا فــــــي دبي من ســــــيجدون أنفســــــهم، على الأرجح، في عالم تغيّر مرة أخرى تحت تأثير التحوّلات التكنولوجية والاجتماعية. وســــــيظل السؤال الذي تردّد مرارًا مطروحًا بإلحاح: هل تســــــتطيع الحكومات أن تتكيّف 2026 خلال قمة . بالسرعة الكافية لخدمة إنسان الغد، لا مواطن الأمس؟
GOVERNING THE FUTURE As artificial intelligence increasingly influences our world, climate risks intensify and demographic realities shift, the WGS continues to position itself as a laboratory for policy experimentation. The 2026 edition reinforced a central thesis: governments are no longer merely administrators of present realities. They are architects of evolv- ing human experience. Whether through AI-enabled public services, longevity science, family-focused urban design or energy efficiency re- forms, the challenge is to align institutional systems with the changing nature of humanity. When global leaders reconvene in Dubai from 1 to 3 February 2027, they will do so in a world likely transformed yet again by technological and social change. The question posed repeatedly throughout WGS 2026 will remain urgent: can governments adapt quickly enough to serve not the citizens of yesterday, but the human beings of tomorrow? .

تحتيــــــة قائمة على تقنية البلوك تشــــــين ومدعومة بالذكاء الاصطناعي، تهــــــدف إلى إحــــــداث تحول نوعي في التعاون العلمــــــي العالمي وتبادل البيانات. كما دشّــــــنت الرابطة مركزها الإقليمي في دبي لتعزيز التعاون الدولي وتنمية المواهب. وفــــــي مجــــــال النقل، واصلــــــت دبي دفــــــع جهودها نحو حلــــــول التنقّل المســــــتقبلية. إذ أعلنت هيئة الطرق والمواصلات عن شــــــراكة مع شركة “ذا بورينغ كومباني” التابعة لرجل الأعمال إيلون ماســــــك، بهدف تطوير مشــــــروع “دبي لوب”. ويهدف هذا النظام الكهربائي عالي الســــــرعة إلى تقليص زمن التنقّل بين محطات رئيسية مثل وسط مدينة دبي ونخلة دقيقة إلى خمس دقائق فقط. كما استعرضت الهيئة نظام 24 جميرا من “غلايدوايز”، وهو شبكة نقل ذاتي مكوّنة من مركبات كهربائية صغيرة تهــــــدف إلى توفير حلول الربط فــــــي مرحلة “الميل الأخير” من عمليات . 2026 التوصيل بحلول نهاية عام وفي المجال التقني، تم الكشــــــف عن أكبر شــــــريحة ذكاء اصطناعي في العالــــــم تضم أربعة تريليونات ترانزســــــتور. وقد طُوّرت هذه الشــــــريحة في أبوظبي وشــــــركة “سيريبراس سيستمز” G42 بالتعاون بين شــــــركة الأميركيــــــة، وستُســــــتخدم لتشــــــغيل عمليــــــات تدريب نمــــــاذج الذكاء الاصطناعي على نطاق واســــــع ضمن مركــــــز تقني ضخم مخطّط له في العاصمة الإماراتية. كما شــــــكّلت القمّة منصّة لتوسّــــــع الأعمال الدولية. فقد وقّعت غرفة دبي للاقتصــــــاد الرقمي اتفاقية مع شــــــركة البرمجيات الأســــــترالية “كانفا” ألف شركة 250 لتأســــــيس مقرها الإقليمي في دبي، مع خطة لدعم نحو صغيرة ومتوســــــطة. وفي الوقت نفسه، أعلنت الإكوادور افتتاح مكتب تجاري جديد لها في دبي، ووقّعت اتفاقيات اســــــتراتيجية مع مجموعة “أدنوك” لتعزيز فرص الاستثمار. حَوْكمة المستقبل مــــــع التنامي المتســــــارع لتأثير الذكاء الاصطناعــــــي، وتصاعد المخاطر المناخيــــــة، وتحــــــوّلات الواقــــــع الديموغرافــــــي، تواصل القمّــــــة العالميّة للحكومات ترســــــيخ موقعها بوصفها فضاء عالميًا لتجريب السياســــــات وصياغة رؤى المستقبل.
Interestingly, while AI was a recurring theme, some experts reminded the summit that nature often holds the most efficient blueprints. Dr Avinash Manjula-Basavanna of Northeastern University argued that in the era of AI, we must embrace “nature’s intelligence” to build a circular economy. “In the nature, you can find complex molecules, materials and architec- tures. These can either get regenerated or biodegraded to give rise to what are known as circular material economy,” Manjula-Basavanna said dur- ing the World Laureates Summit. STRATEGIC MILESTONES AND THE FUTURE OF TRANSPORT The WGS 2026 served as a platform for several high-impact announce- ments that will likely define the coming decade. The Shanghai-based World Laureates Association [WLA] launched OPENSCI, a block chain- based, AI-powered infrastructure designed to revolutionise global scientif- ic collaboration and data sharing. The WLA also inaugurated its Dubai re- gional hub to advance international cooperation and talent development. In the realm of mobility, Dubai continued its push toward futuris- tic transport. The Roads and Transport Authority [RTA] announced a partnership with Elon Musk’s The Boring Company to advance the Dubai Loop project. This high-speed electric system is designed to slash travel times from 24 minutes to just five across key hubs like Downtown Dubai and Palm Jumeirah. Additionally, the RTA show- cased Glydways, an autonomous-transit network of electric pods in- tended to provide last-mile connectivity by the end of 2026. On the technological front, the world’s largest AI chip, boasting four tril- lion transistors, was unveiled. Co-developed by Abu Dhabi’s G42 and US- based Cerebras Systems, the new engine will power large-scale AI training across a massive, planned campus in the UAE capital. The summit also facilitated significant international business expan- sion. The Dubai Chamber of Digital Economy signed an agreement with Australian software company Canva to establish its regional headquarters in the city, with a plan to support 250,000 SMEs. Meanwhile, Ecuador announced the opening of a new trade office in Dubai and signed strategic agreements with ADNOC Group to strengthen investment.
