Provide specialist advice and guidance on Heating, Ventilation, Air Conditioning, Mechanical Pressure Systems, Gas plant, etc investments, assisting in reviewing and developing the University’s Maintenance Investment Plan. Assist the Head of section in the strategic and operational maintenance of the estate through the provision of surveys, project management and procurement/management of contractors and consultants. Be an approved authoriser (Authorised Person) on the Permit to Work/Reset/Site Access Permit system/Access system. Member of University Capital and Minor works projects meetings, providing technical expert knowledge with regards to design and installation of engineering and specialist faculty installations. Responsible for updating University Mechanical systems design guides and standard requirements documents. Advise on potential areas of risk and ensure systems and assets comply with all relevant legislation, ensuring changes in legislation and regulations are adhered to. Responsible and accountable for the acceptance of any Mechanical Engineering project work and Insurance inspection compliance remediation work undertaken by the Mechanical Projects Engineer. Managing any non- conformances on behalf of the Head of section. As Responsible Authorised Person for the University mechanical Systems, they will be required to appoint a Deputy Responsible Person, as well as Competent Persons, in writing. They will manage an in-house team of specialist mechanical technicians, and be responsible for overseeing both planned and reactive maintenance works across campus. Be responsible for ensuring that safe systems of work for all mechanical services on the university estate (whether Estates or Faculty owned) are adequate and fully adhered to by staff and contractors. Accountable for ensuring that mechanical installations are properly installed, by competent persons, and commissioned adequately, with relevant certification and Significantly contribute to the development of a customer focused service.

Responsible for all Mechanical and Gas records, reports, design and installation specifications, ensuring that they are reviewed, maintained and updated and are compliant with current legislation and industry standards. Design and develop new specialist systems, including the production of detailed designs, drawings and specifications on specialist software, including AutoCAD and Building Information Modelling (BIM). Comment on and advise on various design, develop new specialist systems, including the production of detailed specifications. Undertake and provide condition surveys of equipment and installations within your area of responsibility, liaising with the Asset Manager to establish life cycle costs to inform future renewal programmes. Assist the Head of Building Services & Engineering in developing and setting Key Performance Indicators (KPIs) for Building Services and to input into the development of Service Level Agreements (SLAs). Work collaboratively as a senior member of the Building Services Team, contributing to the development and delivery of the Estates vision and strategy, and the aims and objectives of the Estates Directorate. Hold specific responsibility for all aspects of Mechanical installations, inspection and testing, ensuring that the University meets all its statutory obligations. This includes, Pressure Systems, Natural Gas, Specialist compressed Gas Systems, Compressed Air and Vacuum Systems, Local Exhaust ventilation systems, RHVAC, Process water systems (Chilled & Heating), Chemical drainage discharge systems. Working in a matrix style management and simultaneous Engineering environment, manage periodically other Engineering disciplines for the Head of Section. Ensure the operational management, development and delivery of responsive Statutory/Mandatory (Legal compliance and Sector regulation compliance) and Business critical PPM (To ensure sector and University compliance) for Mechanical Engineering maintenance provision.
