Role profile The role Develop and establish maintenance programmes for the University’s specialist systems, providing detailed reports to the Head of Building Services & Engineering and other senior colleagues that indicate the immediate and long- term planned replacement of complex equipment and services. Procure and manage external consultants and service providers as required in accordance with the University’s financial regulations, managing such external resources appropriately to ensure delivery of value for money and full compliance with conditions of appointment. Build and maintain a comprehensive contact list of approved specialist equipment contractors and suppliers. Implement an effective maintenance policy and procedure schedule including Safety Plans that incorporates a fully detailed operating and maintenance documentation system and the introduction of logbooks and ensure that as above records are up to date and accurate. They will maintain adequate records in a format which can be easily audited and ensure adequate operating and maintenance documentation exist and that records are up to date and accurate. Responsible for the effective management of relevant devolved budgets and production of expenditure forecasts, assisting the Head of Building Services in developing annual budgets. Be responsible for ensuring that all team members actively participate in, and contribute to, energy efficiency at Manchester Metropolitan, and that opportunities to improve efficiency are brought to your attention, so that their viability can be accessed and communicated to the Environmental Sustainability Team. Contribute to the production of long and short term expenditure forecasts and investment plans including staff, training and development costs.

Support the policy making process of key departments.

Conduct regular reviews of the functions, services and working practices within your area of responsibility, and to provide recommendations to senior management on methods to optimise performance. Work closely with existing and future service providers in identifying synergies, technologies and processes, which will eliminate duplication, reduce administration and increase efficiency and service levels to customers. Assist in the development, improvement and integration of compliance systems across other business functions and ensure quality and excellent level of service delivered. Represent Estates as and when required, contributing to University-wide reviews, change initiatives, projects and groups/committees, working closely with Heads of Service and Deans to ensure that provisions meet their needs, but at the same time are achievable. Keep up to date with developments within the UK and overseas, building relationships with HE and private sector institutions and attending trade-shows and conferences to maximise opportunities to facilitate the sharing of best practice. Ensure that the briefing and training on, a wide range of policy, procedural and regulatory material is disseminated and achieved. Ensure that all safe systems of work including risk assessments are carried out and all relevant documentation is completed, filed and that Health & Safety procedures are complied with. Ensure that all systems, designs, procedures, works and services delivered comply at all times with statutory Health & Safety legislation and adhere to University policies, maximising the safety and protection of building occupants and users, both now and in the future. Operate the permit to work system and access control procedures, liaising with the relevant Estates Business Administration functions to ensure safe system working practices are maintained at all times.
