Excellent oral and written communication skills in order to exchange complex technical concepts in a manner appropriate to the service users. Ability to manage and motivate staff working in different teams and specialist areas and to create a positive team ethos and culture of continuous improvement. Ability to engage with, understand and interpret the requirements of a variety of customers and service areas. Excellent interpersonal and negotiation skills, including the ability to establish positive and effective working relationships with staff at all levels and across a broad range of areas. Ability to produce technical specifications, reports, proposals and other documents, making appropriate use of both qualitative and quantitative material. Excellent planning and organisation skills with the ability to manage contracts, projects and resource requirements to meet the needs of users. Ability to analyse complex situations and problems, identifying, exploring, evaluating and developing innovative potential solutions. Ability to grasp mechanical and technical concepts in order to effectively manage specialist contractors/consultants. Proficiency in working with standard office IT applications and in house software, for example Microsoft Word, Access and Excel as well as Maintenance Management Systems e.g. PLANON. Ability to use specialist software e.g. AutoCAD to produce and update technical specifications and NES for specification writing. Extensive knowledge and understanding of building services systems, specifically relating to HVAC, Pressure Systems, Gas Engineering, etc including the Building Regulations and legislation governing safe operation and maintenance. Knowledge and understanding of issues relating to Health & Safety in relevant areas. Knowledge and understanding of carbon management and renewable energy technologies, including potential benefits and impacts. An understanding of procurement techniques and processes in relation to contracts and services. Broad knowledge and understanding of Electrical and Mechanical commercial engineering services, systems and equipment. Degree, or equivalent, in an Mechanical Engineering related discipline and/or substantial vocational experience and hold Associate or Chartered Engineer status and full membership of a professional Institution, e.g. CIBSE. Level of education equivalent to a first degree/ NVQ Level 5. or substantial experience, Alternatively, substantial experience that shows a high level of experience in building services/ engineering related discipline. A relevant Health and Safety qualification e.g. IOSH/NEBOSH General Certificate/ NEBOSH Construction Certificate Hold Authorised Persons qualifications (AP) in Gas & Energy, Water & Environmental, Health, Safety & Confined space working, Mechanical Pressure Systems, Ventilation & Air Conditioning Hold Relevant City and Guilds recognized Gas and Refrigerant Gas Qualifications.
