Good news and bad news for schools in provincial budget vision@eap.on.ca Brockville

The provincial government gets half marks for the education of its new budget from one of Eastern Ontario’s school districts. The chairman for the Upper Canada District School Board (UCDSB) welcomes the provincial government’s promise to carry on with the full-time kindergarten project. But Greg Pietersma expressed less enthusiasm at the suggestion in the 2012 budget of a cap on the secondary credits option for students. “We’re very pleased to see the government retaining the full-day kindergarten initiative,” Pietersma stated in a news release following Tuesday’s provincial budget announcement. “There is sound research that proves early childhood education has tremendous benefits.” Pietersma also expressed satisfaction with the cap continuing on class sizes for schools and acceptance of the budget recommendation for a two-year wage freezeintheeducationsectortohelpreduce both the provincial deficit and debt. “The budget is all about austerity,” he stated. “The province simply cannot con- tinue to spend at the levels of the past number of years and now it’s time for all of us to do our part to eliminate the provincial deficit.” He was less enthusiastic about a plan for a cap on secondary school credits. “There is one element of the budget that is negative andwewould have preferred to have been consulted on it,” Pietersma stated. “The government plans to cap successful secondary credits at 34, but that will create new challenges in our rural schools because of smaller student enrolments. It will limit the number of course offerings for our university-bound students.” One other matter included in the pro- vincial budget for all school districts to factorintotheirownfuturebudgetingplans is a guarantee to continue with the planned all-day kindergarten project. The McGuinty government expects to have all schools in Ontario that receive public funding expand their kindergarten programs to full-time status by September 2014. Already dozens of schools in the districts serving Eastern Ontario begun phasing in full-time kindergarten programs in their curriculums.
