The United Counties of Prescott-Russell (UCPR) council gave unanimous approval May 27 to a recommendation from its ad- visory planning committee to not identify part of the Jessup’s Falls Escarpment as an aggregateminerals resources site when the final version of the revised Official Plan for Prescott-Russell comes up for approval in August. “Good job, mayors, good job,” said Ian Walker, one of dozens of residents in Alfred- Plantagenet Township who live in or near the escarpment area and who opposed the minerals aggregate designation all during the Official Plan review period. During his own mayoral election cam- paign, Alfred-Plantagenet TownshipMayor FernandDicaire expressed opposition to de- velopments that had potential environmen- tal repercussions for the area. Asked for com- ment during a later interview following the meeting, Mayor Dicaire said that counties council was just acting on the recommen- dations of one of its advisory committees. “It’s not a question of (my) being pleased or not being pleased,” Mayor Dicaire said. “It’s not a win. It’s not a victory.” Counties council’s decision affects plans for local developer Pierre Bernard for devel- opment of an asphalt plant in the escarp- ment area. Loud applause from the public gallery greeted a decision of the United Coun- ties council to ignore the advice of its own planning director and instead go with the recommendations of its advisory plan- ning council that may end up landing the counties in a legal bind with the Ontario Municipal Board (OMB).

asphalt plant could affect the aquifer which supplies local wells. Bernard has stated during past meetings of counties council and during the Official Plan review that he will take the matter to the OMB if theminerals aggregate designa- tion is removed from the escarpment site.

While council waits to see if Bernard makes good on that promise, UCPR admin- istration will organize a public information meeting for June 24 to present details on the changes to the Official Plan before it goes to council for final review and approval in August.
