About the role

The University has bold ambitions over the next decade that will see QMUL grow and advance significantly as a leading research and teaching institution globally. This includes growth of student numbers in London by circa 10,000 (headcount) with c. 70,000m2 of the estate to be developed by 2030 through the delivery of several interdependent major capital projects. To support this growth the University will need to apply innovative asset management techniques to maximise the potential of the existing estate portfolio whilst facilitating ambitious future development and investment in world-class facilities. To support this commitment, we are seeking to appoint a Head of Health and Safety to lead the direction, strategy and objectives for health and safety across the Estates and Facilities Directorate.

The Head of Health and Safety will work with colleagues at the highest levels within QMUL and also liaise with internal and external specialists, trade unions and other employee representatives and the Health & Safety Executive (HSE) to develop estates policies and procedures that meet the requirements of the law and best practice. We are seeking an individual with significant experience in a health and safety role across a large, complex organisation with a broad range of core activities. Job Context

The Estates and Facilities Directorate (EAF) is responsible for planning, developing and operating Queen Mary University of London’s (QMUL) Estate. The Estate currently provides some 230,000m² of accommodation on three main campuses at Mile End, Whitechapel and Charterhouse Square, with further property holdings at West Smithfield and Lincoln’s Inn Field. The Estate reflects the university’s operation as a research intensive, Russell Group institution with a wide range of teaching and research facilities, residences and recreational space. EAF is large and diverse Directorate covering numerous functions and support services including; Estates Operations (Hard and Soft FM), Environmental Sustainability, Security and Business Continuity, Commercial Services (Residences, Events, Retail, Hospitality & Nursery), Property & Space Management and Strategic & Capital developments.

Job Purpose

This post holder will operate across all QMUL campuses in all academic and residential properties. The post-holder will work with colleagues at the highest levels within QMUL and also liaise with internal and external specialists, trade unions and other employee representatives and the Health & Safety Executive (HSE) to develop estates policies and procedures that meet the requirements of the law and best practice. The Head of Health and Safety EAF will act as lead competent person to assist the Directorate in undertaking the measures necessary to comply with health and safety legislation and QMUL’s health and safety policies. The role holder will report to the Director of Estates, Facilities and Capital Development and will be a permanent member of the Directorates Senior Management Team (SMT). The role holder will work very closely with the QMUL Health and Safety Directorate in order to maintain effective communications, engagement and compliance assurance. The Health & Safety Manager will ensure all Directorate staff are appropriately trained and competent to carry out their Health & Safety duties. The Head of Health and Safety must display a high level of operational acumen to gain the confidence of staff and contracted suppliers. The EAF Directorate is moving towards Occupational Health and Safety Assessment Series (OHSAS 45001) accreditation.

Main Duties & Responsibilities

Interpret the relevant statutory provisions of the Health and Safety at Work Act 1974 and associated regulations including monitoring of new developments.

Advise the EAF Senior Management Team (SMT) on the measures necessary to comply with the statutory legislation.

Work closely with the specialists of the QMUL’s Health and Safety Directorate to ensure EAF’s full compliance with the Institution’s Health and Safety (H&S) policies and procedures.

Coordinate the drafting, consultation and approval of EAF’s H&S policy for ensuring compliance with the relevant statutory provisions.

Monitor the effectiveness of the EAF’s H&S policy and arrangements ensuring compliance with the relevant statutory provisions and QMUL’s H&S policy and recommend improvements where necessary or desirable.

Represent and promote EAF inside QMUL by liaising with stakeholders and building users to establish their needs and requirements. Attend Faculty H&S committees and ensure that expectations are managed and met.

Arrange for regular H&S audits within defined areas of the estate ensuring that systems are in place to deal with and rectify identified problems and record notable instances.

Chair the bi-monthly EAF Directorate Health & Safety meetings (light and full versions) and ensure key issues/ actions arising feed into the University Health and Safety Advisory Group (HSAG).

Support SMT colleagues in producing H&S status reports for monthly EAF SMT performance boards.

Line manage the University Asbestos Manager and provide support to continuously improve the control and management of asbestos.

Provide functional line management to the Projects H&S Manager

Support the EAF Operations and Projects teams to provide assurance that adequate management arrangements are in place to ensure the University complies with the L8 approved code of practice (L8) – The control of legionella bacteria.

Review and maintain a robust EAF Health and Safety Management System and ensure the required named role holders are in place and adequately trained and competent to undertake their duties.

Maintain Directorate overview of Fire Risk Assessment works ensuring adequate and effective communication with the University’s Fire Safety Advisors.

EAF is engaged in achieving 45001 accreditation and continuous improvement, which the post holder would be expected to lead.
