Now with winter approaching council members are turning their attention to the case of charity clothing bins set up on private property. During a recent session council members approved a resolution
directing city administration prepare “a de- tailed report” for council and its advisory committees to review about whether there is a need for regulations dealing with cloth- ing donation boxes on private land. The report will consider whether such setups would require a business licence even for a non-profit group, what kind of signage is necessary for a clothing dona- tion bin, including identifying the operator of the dropoff site as either an actual char-
ity group or a for-profit outfit, and contact numbers for complaints about unsightly or overflowing bins. Council also wants the report to deter- mine if a public information campaign is also needed to explain to both residents and property owners the rules about cloth- ing donation boxes on public and private property. The report is due for council review dur- ing the first quarter of next year.
