Barry Carscadden (present in the photo) and his family were honoured when Russell Mayor Pierre Leroux unveiled a plaque on commemorating their pioneer family history. The plaque is located just beside the Russell Village Bridge, which is now renamed Carscadden Bridge. In the 1840s, the Carscadden family settled in the village and operated a small wool factory right next to the river. «My grandson is a member of the seventh generation and still lives in Russell. Selon un résident de Casselman doté d’un séparateur de molécules, l’eau de la municipalité contiendrait des matières insalubres. Cette personne, qui a préféré conserver l’anonymat, a communiqué avec notre jour- nal pour partager ses craintes. Équipé d’un séparateur de molécules (testeur d’eau) qui appartenait à un ancien opérateur du plan d’eau de Casselman, il a fait couler de l’eau du robinet dans un bocal. À première vue, rien à dire. L’eau était cristalline. Mais, après avoir inséré le testeur dans le bocal rempli d’eau, il n’aura fallu que 10 minutes pour qu’apparaissent différentes couches de couleurs, autre que le manganèse que l’on retrouve normalement dans l’eau et qui se dépose dans le fond. Le liquide dans le bocal flottait et bouil- lait, et le récipient est devenu extrêmement chaud. « Si l’eau bout, c’est qu’il y a des déchets, voire du métal », a expliqué la source anonyme. Les projections tiennent compte de la taille de Prescott-Russell, du nombre d’unités et de l’emplacement des stations, ainsi que de la possibi- lité que des unités locales soient en déplacement à Ottawa ou Cornwall dans le cadre du programme provincial de répartition partagée des ambulances. The emergency services advisory committee will recommend that council consider approving such a review, after it received a report from the emergency services department on the number of county roads that cross municipal boundaries. In almost all cases the num- bering system for residential addresses then changed, which sometimes causes confusion for dispatch when sending fire, police, or paramedics to some calls. – Gregg Chamberlain SUSTANE TECHNOLOGIES The United Counties of Prescott-Russell (UCPR) plan to keep in touch with Sustane Technologies, a Nova Scotia- based outfit developing a pilot project for its cutting-edge waste disposal and recycling technology. UCPR officials think the company’s technology could solve growing concern about garbage disposal for Prescott-Russell municipalities. The UCPR has asked member municipalities to provide statistics on their total waste and recyclable materials tonnage and landfill tipping fees. At the Russell Heritage Festival over the September 21 weekend the Township of Russell unveiled the first four plaques as part of the new Historical Plaque Program. The program will commemorate his- torically significant buildings, properties, or people within the Township of Russell. Sites recognized this year include the Great Russell Fire of 1915 with a plaque set up near the Old Registry Office, the historic 4U"OESFXTBOE4U1BVMT6OJUFE$IVSDI Cemetery, the newly renamed County bridge in honour of the early milling industry started by the Carscadden family, and the Church .VTFVN#VJMEJOHBUUIF,FJUI.#PZE.V - seum as being the oldest public building in the township. The project was able to begin with the assistance of and through a partnership with the Russell and District Historical Society, which is why the first four locations are within the Village of Russell. Society members dedicated many hours to researching the events and retrieving historical photos for the

plaques, in addition to financially contributing to these plaques. A new plaque in the program for the Vil- lage of Embrun is already in the planning stages, thanks to a partnership with a local French club. How and why you should regularly check your smoke detectors

Each floor of your home, including the basement, should be equipped with a smoke detector. It’s also a good idea to put a smoke detector in every room. However, the most important thing of all is regularly checking that they work properly. HOW TO INSPECT SMOKE DETECTORS Once a month, press the “test” button on each of your smoke detectors. If you don’t hear anything, replace the battery immediately. In addition, you should confirm whether your detectors can actually detect the presence of smoke. Once a year, blow out a candle under them. If they don’t go off, then they need to be replaced as soon as possible.
