see its relative position in Europe penalised by 5 positions, moving to position 205.

cators in the Balearic Islands’ RIS index were to be penalised according to the value shown by the degree of openness of the SMEs, it would see its relative position in Europe penalised by 9 positions, moving to position 185.

The Balearic Islands are the fourteenth Span- ish region in relation to the RIS index offered by the European Commission. According to this index, it would rank 176th out of 240 European regions. The robust ranking proposal set out in this document allows the Balearic Islands to im- prove its relative position by 28 places, rising to 148th in the European ranking. However, the Balearic Islands is undoubtedly one of the Spanish regions that will benefit most from the document’s proposed efficiency ranking, since, from this perspective, it would lead the ranking as an efficient region, thanks mainly to it being one of the European regions with the highest number of trademark applications. In terms of bottlenecks, the variable that most constrains the performance of the regional innovation system in the Balearic Islands is business R&D expenditure. This bottleneck penalises its performance by 16.2%. However, If it were not for this bottleneck, the Balearic Islands would maintain practically the same relative position, moving to 177th in the Euro- pean ranking, since it has other bottlenecks of practically the same magnitude, meaning it therefore requires interventions in several deficiencies at the same time. The Balearic Islands is one of the Spanish regions in which open innovation (i.e. the need to improve the system’s articulation capacity) represents a significant bottleneck. If the indi -

The Canary Islands are the seventeenth Span- ish region in relation to the RIS index offered by the European Commission. According to this index, it would rank 200th out of 240 European regions. The robust ranking proposal set out in this doc- ument allows the Canary Islands to improve its relative position by 21 places, rising to 179th in the European ranking. However, from the perspective of efficiency promulgated in the document, the Canary Islands remains around the same position, managing only to move up 3 places to 197th in the European context. In terms of bottlenecks, the variable that most constrains the performance of the regional innovation system in the Canary Islands is the number of PCT patent applications. This bottleneck penalises its performance by 16.8 %. However, If it were not for this bottleneck, it would maintain practically the same relative position, moving to 208th in the European rank- ing, since it has other bottlenecks of practically the same magnitude, meaning it therefore requires interventions in several deficiencies at the same time. The Canary Islands are one of the Spanish regions in which open innovation (i.e. the need to improve the system’s articulation capacity) represents a significant bottleneck.
