Strengths

Extremadura is the sixteenth Spanish region in relation to the RIS index offered by the Euro- pean Commission. According to this index, it would rank 186nd out of 240 European regions. The robust ranking proposal set out in this document allows Extremadura to improve its relative position by 23 places, rising to 163rd in the European ranking. In turn, Extremadura benefits from the document’s proposed effi - ciency ranking, since, from this perspective, it would improve by 25 positions in the ranking, taking 161st place in the European context. In terms of bottlenecks, the variable that most constrains the performance of the regional innovation system in Extremadura is business R&D expenditure. This bottleneck penalises its performance by 14.8%. However, If it were not for this bottleneck, it would maintain practically the same relative position, moving to 188th in the European ranking, since it has other bot- tlenecks of practically the same magnitude, meaning it therefore requires interventions in several deficiencies at the same time. It is not observed that open innovation (i.e. the need to improve the system’s articulation capacity) represents a significant bottleneck for Extremadura.

The robust ranking proposal set out in this document allows Galicia to improve its relative position by 29 places, rising to 124th in the European ranking. However, the document’s proposed efficiency ranking penalises Galicia, worsening its relative position by 29 places, dropping to 182nd in the European ranking. In terms of bottlenecks, the variable that most constrains the performance of the regional innovation system in Galicia is business R&D expenditure. This bottleneck penalises its performance by 9.3%. In the absence of such a bottleneck, it could move up to 147th position in the European ranking, improving 6 positions. It is not observed that open innovation (i.e. the need to improve the system’s articulation capacity) represents a significant bottleneck for Galicia.
