Lacasse Road problem bigger than expected
Remaniement des règlements sur les incendies retardé Les plans pour un nouveau règlement portant sur les feux à ciel ouvert et le contrôle des incendies devront attendre que le conseil de Clarence-Rockland revienne de ses vacances d’été. Il s’agit de permettre au service des incendies de Clarence- Rockland et aux résidents ruraux de Saint- Pascal-Baylon d’éliminer les désaccords suite aux modifications proposées au règlement municipal, qui empêchent certains propriétaires agricoles de procéder à l’essartage pour agrandir leurs pâturages ou leurs terres cultivées. Le maire Guy Desjardins a demandé à Raymond Lalande de Saint- Pascal-Baylon, qui a présenté une pétition sur la situation au cours de la séance du conseil ordinaire du 19 juin, d’organiser un groupe consultatif de citoyens pour rencontrer le chef des pompiers Brian Wilson et d’autres membres du personnel de la ville ainsi que les membres du conseil, pour trouver des solutions pour la révision du règlement avant la session du conseil du 9 août. Pendant ce temps, le conseil a autorisé le chef Wilson à accorder des permis de feu spéciaux aux agriculteurs qui doivent faire face aux piles de broussailles laissées par les travaux de défrichement. Cela s’applique uniquement à la pause de juillet en attendant que les fonctionnaires de la Ville et le comité consultatif élaborent une solution aux révisions du contrôle des incendies. – Gregg Chamberlain

The plan for fixing Lacasse Road in the City of Clarence-Rockland has gotten more complicated and expensive than expected. Infrastructure and Planning Director Dave Darch presented city council with a prelimi- nary update report during its June 19 com- mittee of the whole session, on the plan for dealing with a landslip and sinkage situation affecting part of the road’s northbound lane. He then told council that the original cost estimates for repairs are already out-of-date. “The cost has somewhat escalated,” Darch said, citing a report received earlier in the day from the engineering consultant firm, Stantec. Earlier this spring, a routine inspection re- sulted in partial closure of the road to all save local traffic, because of sinkage and slope instability along part of the road’s north lane. Council also heard from a neighbourhood delegation during its June 5 session, about concerns over possible delayed response for emergency vehicles answering fire and ambulance calls. The planning department’s update re- port to council included a recommendation for $75,000 from the Road Repairs Reserve fund to fix the road. But Darch explained that recommendation was before the full analysis report from Stantec arrived, prior to Monday’s council session.

“It’s going to be amore expensive under- taking,” he said. “I think the repair workmay require acquisition of property.” Darch has asked Stantec to provide amore detailed report on the whole situation as soon as possible. Right now, he told council, a complete repair of Lacasse Road may need to be part of the 2018municipal capital budget. He then cited a rough estimate of between $600,000 to $800,000 for repairs and slope stabilization.
“People will need to be kept up to date,” said Coun. André J. Lalonde of Ward 5, ad- ding that neighbourhood homeowners need to know how the city will ensure both, emer- gency services and also garbage collection and winter snow removal for the road until repairs are made. “We’ll make sure emergency services are continuously updated,” said Darch, adding that his department will also look at other municipal service needs for the area.
