The counties council directed administra- tion to prepare a resolution of support for the EOWC proposal for council to approve at its next regular session. There was a brief discussion beforehand with a few mayors questioning the necessity of hiring a regio- nal ombudsman when the provincial om- budsman’s office already exists, if citizens have complaints about the actions of local councils and politicians. «Why bother having an ombudsman at our level?,» saidMayor Pierre Leroux of Rus- sell Township, with Hawkesbury’s Mayor Jeanne Charlebois agreeing. Leroux noted that anyone who didn’t like a local ombudsman’s ruling could go to the provincial office to have it overturned. UCPR Chief Administrator Stéphane Parisien
told counties council that might be a pos- sibility but added that other municipalities, like Toronto, which have their own local ombudsman’s office, have found that in the majority of cases, the local ombudsman’s ruling is accepted. During the past couple of years, the pro- vincial ombudsman’s attention has focused on the Prescott-Russell region several times, most of the complaints coming from resi- dents and some council members in the City of Clarence-Rockland regarding the proto- col for open and closed meetings during the administration of former-mayor Marcel Guibord.

An ombudsman for Prescott-Russell? It could happen. The Eastern Ontario Wardens’ Caucus (EOWC) is looking into the feasibility of hiring a regional ombudsman to act as the go-between for residents with complaints about how local and county councils and municipal government agencies are han- dling business. Les ours peuvent être agressifs lorsqu’ils ont leurs oursons non loin. Il est donc décon- seillé de s’en approcher. Il est assez rare de voir des ours s’approcher si près des habi- tations dans la région, même si cela arrive parfois. Le PPO demande toutefois à quiconque qui aperçoit les bêtes de les contacter en composant le 911 ou le 1-888-310-1122.
