Caron Street project on time and on budget

“unless there are big surprises, the project will come in under budget.” Once completed, the Caron Street exten- sion will include a new traffic light-control- led intersection connection with County Road 17 to its original beginning at Laurier Street.That intersection has an amber traffic light and stop sign for limited traffic control. The final upgrade of that intersection will also include a new fully-automatic traffic- control light setup. The work on the rest of Caron Street, from the intersection at David Street down to Lau- rier, is almost finished, including newmiddle turning lanes for several of the intersections. During theWednesday evening information session, several residents noted that the turning lane setup is still too tight for school buses to use with real safety at some of the intersection points betweenDavid Street and Laurier Street. Campeau said city staff and designers will look at those points again and see what can be done to make them better.

He added that it would include all of the paving and installation of street lights along the length of new extended Caron Street. The counties council directed administra- tion to prepare a resolution of support for the EOWC proposal for council to approve at its next regular session. There was a brief discussion beforehand with a few mayors questioning the necessity of hiring a regio- nal ombudsman when the provincial om- budsman’s office already exists, if citizens have complaints about the actions of local councils and politicians. «Why bother having an ombudsman at our level?,» saidMayor Pierre Leroux of Rus- sell Township, with Hawkesbury’s Mayor Jeanne Charlebois agreeing. Leroux noted that anyone who didn’t like a local ombudsman’s ruling could go to the provincial office to have it overturned. UCPR Chief Administrator Stéphane Parisien

An ombudsman for Prescott-Russell? It could happen. The Eastern Ontario Wardens’ Caucus (EOWC) is looking into the feasibility of hiring a regional ombudsman to act as the go-between for residents with complaints about how local and county councils and municipal government agencies are han- dling business. Il est assez rare de voir des ours s’approcher si près des habi- tations dans la région, même si cela arrive parfois. C’est d’ailleurs le piano de Simon qui trône aumilieu de la scène. Mais, pour l’instant, Simon et Chris hument avec bonheur les effluves qui s’échappent de leur tasse. Martin n’est pas là, boulot oblige, mais les deux autres ont la langue bien déliée. Après Millemorceaux en 2012, un EP qui a servi de phase exploratoire à la formation d’origine, Mastik, dans sa nouvellemouture, conserve cette même impulsion rock aux saveurs alternatives et ce même plaisir à jouer avec les contrastes. Le style cependant s’est affiné, le trio amûri. « Avant, on n’avait pas fait preuve d’autant de rigueur. On n’avait pas encore notre style. C’est plus cohérent qu’au début », a expliqué Simon. Pour De Sol et d’éther, Mastik s’est adjoint les services du poète de Hawkesbury, Éric Charlebois, bien implanté dans l’univers et l’industrie des mots, pour peaufiner ses textes. Dans la même veine, la formation s’est entourée du producteur et ingénieur de son Laurence Currie, une sommité dans le domaine. « En travaillant avec Éric et Laurence, on a poussé les idées un peu plus loin », a confir-

Dans quelques jours à peine, le 27 juin, les membres de Mastik vivront un autre très grand moment, alors qu’ils feront la première partie de Julien Sagot, membre du défunt groupe Karkwa, sur la scène de l’établissement Le petit Chicago dans le Vieux-Hull. Des rêves, ils en ont d’autres, des tournées européennes et africaines, notamment. Si l’avenir appartient à ceux qui ne mâchent pas leurs mots, Mastik a un fort bel avenir devant lui.

Gambling den shut down
Almost a dozen people face charges re- sulting from a joint raid by the OPP and the Ottawa Police on a house in Ottawa’s Snowden Street area.The building was the site for an illegal gambling den. The raid occurred June 12, 10 a.m., as part of Project Rideau River, an investigation into illegal organized gambling operations in the Ottawa region. During the raid, under a search-and-seizure warrant, police confis-
cated unspecified quantities of marijuana, cocaine, oxycodone, hashish, andmorphine along with an amount of cash. Police filed charges against 11 people, including anOPP officer, as a result of the raid. Darrin Cooper, 49, andDerek Cooper, 38, both of Ottawa, are charged with keeping a common gaming house and possession of marijuana for the purpose of trafficking. Gavin Currie, 43, Deborah Bourque, 59,
Metkel Kubrom, 36, David Hill, 49, Aaron Guertin, 38, all from Ottawa, Pierre Had- dad, 39, of Gloucester, Donnie Mason, 38, of Orléans, are all charged with being found in a common gaming house. Massie is also charged with cocaine possession, Currie, Haddad, Hill, and Mason with marijuana possession and Guertin with possession of cocaine and marijuana. Const. Dennis Hill, 38, of Ottawa, a 14-
year member of the OPP, who is on leave at present, was also arrested and charged as a result of the Project Rideau River investi- gation. He is charged with being found in a common gaming house and with cocaine possession. All 11 were released on promises to appear in provincial court in Ottawa next month.

Under the Large Renewable Procurement
Pendleton Energy Centre Limited Partnership is proposing to submit a proposal to the Inde- pendent Electricity System Operator (IESO) to design, build, and operate the Pendleton Solar Energy Centre for the generation of electricity under the IESO’s Large Renewable Procure- ment (LRP). The LRP is a competitive process for procuring large renewable energy projects generally larger than 500 kilowatts. At the conclusion of the LRP, the IESO may award contracts for successful projects up to the specified procurement targets for each renewable fuel: 300 megawatts (MW) for wind, 140 MW for solar, 75 MW for waterpower, and 50 MW for bioenergy. This notice is being distributed to notify members of the public of a public community meeting that has been scheduled to discuss the LRP proposal. Information regarding EDF EN Canada Development Inc., the Pendleton Solar Energy Centre, and the meeting details are described below. This public community meeting is being held as part of the early community engagement requirements of the LRP. The public commu- nity meeting will present details about the Pendleton Solar Energy Centre and its pro- posed connection line. Representatives of EDF EN Canada Development Inc. will be available to discuss the Project and the overall LRP process. Should Pendleton Solar Energy Centre be awarded a contract, the Project would need to obtain all required permits and approvals and conduct any further required community engagement activities. Au terme de cette première phase d’appel d’offres, l’IESO pourrait accorder des contrats pour les projets retenus, jusqu’à concurrence des objectifs d’approvisionnement fixés pour chacune des sources d’énergie renouvelable : 300 mégawatts (MW) d’énergie éolienne, 140 MW d’énergie solaire, 75 MW d’hydroélectricité et 50 MW de bioénergie. Le présent avis est distribué pour informer les membres du public de la tenue d’une rencon- tre communautaire, planifiée pour présenter et échanger sur la proposition de projet à soumettre dans le cadre du LRP I RFP. Des renseignements sur EDF EN Canada Development Inc., le projet solaire de Pendleton et la rencontre communautaire sont présentés ci-dessous. Cette rencontre publique aura lieu dans le cadre des exigences du LRP I RFP relatives à la consulta- tion de la communauté dans le projet. Le comité organisateur, composé d’Elaine Quinn, Marie Gaumond, Daniel Quinn, Monique Cheff, François Vinette, Anne Simard, Mike Bélanger et Lionel Cheff, a donné le coup d’envoi du Tournoi. End of ecoLarose project The official end of the ecoLarose project will take place at the end of the month when the United Counties of Prescott-Russell council (UCPR) receives a resolution from adminis- tration to cancel the project and take the $4 million dedicated from the UCPR working fund for the project and divide the money instead among the eight member municipalities for their own infrastructure needs. UCPR adminis- tration had gotten a brief reprieve last month on the project cancellation to try one last time to get either provincial or federal confirmation of interest and willingness to a one-third sha- ring partnership on the estimated $12 million cost for the project or find a private sector out- fit willing to take on the counties’ share. The ecoLarose project involved building a confe- rence centre and natural history interpretation and research centre in the Larose Forest bordering The Nation and the City of Clarence- Rockland. UCPR Chief Administrator Stéphane Parisien reported «conflicting messages» in response to local interest inquiries, prompting counties staff to abandon further efforts to salvage the project. – Gregg Chamberlain

La construction avance à bon train And’améliorerl’accèsàdessoinsdequalitédanslarégiondePrescott-Russell,l’HGH entamait, en août 2014, son projet majeur de réaménagement : un investissement de 160 millions de dollars en infrastructures et équipements de pointe. Le nouvel HGH orira plus de services spécialisés et régionaux pour répondre aux besoins actuels et futurs de nos communautés. Le Service d’urgence sera agrandi avec une nouvelle unité de traumatologie et le nouveau bloc opératoire, dont la capacité aura doublé, permettra de réduire les temps d’attente pour les chirurgies et les endoscopies. L’imagerie par résonance magnétique (IRM) sera disponible à partir de 2018 de même que 30 nouveaux lits de soins aigus. Avec ce projet, l’HGH est en voie de devenir un hôpital régional à service complet. Construction is progressing well In August 2014, HGH launched its major redevelopment project, a $160 million investment in state-of-the-art equipment and infrastructure to improve access to quality healthcare in the Prescott-Russell region. The new HGH will oer more specialty and regional services to meet the current and future needs of our communities. The Emergency Department will be expanded and include a new trauma unit. The new surgical unit, which will double in size, will help reduce wait time for surgeries and endoscopies. Starting in 2018, magnetic resonance imaging (MRI) and 30 new beds in acute care will be available. With this project, HGH is becoming a full-service regional hospital.

Des activités pour tous les goûts la journée. L’événement vise à amasser des fonds, qui seront remis aux organismes Course à la vie CIBC et Bâtir le cœur de votre communauté .
Alexandra Montminy Le samedi 4 juillet, la population est invi- tée le long des communautés riveraines de Prescott-Russell afin de profiter d’une multitude d’activités, dont le célèbre Poker Run de bateaux et le Rockland Ford Classics Poker Run. Bien que les activités se dérouleront essentiellement le 4 juillet, plusieurs autres sont également prévues durant tout le week- end à Hawkesbury et à Rockland. Le départ du Poker Run pour les bateaux de performance se fera à 10 h 40, de la marina de Hawkesbury, située au 975, rue Main. Il suivra le parcours d’est en ouest, en commençant par Chute-à-Blondeau. Les bateaux longeront ensuite la rive jusqu’à Lefaivre, puis Rockland où il s’arrêtera le temps du dîner. Les participants se dirigeront vers l’ouest en direction des îles Pétrie, (Oziles’ Marina) pour récupérer une carte pour ensuite se diriger vers Wendover pour revenir à Hawkesbury vers 15 h 30. Un Poker Run est également organisé pour les embarcations de plaisance. Le départ se fera à la marina de Hawkesbury également. Il est prévu vers 10 h 45 et les bateaux suivront un trajet vers L’Orignal, avec un arrêt pour un barbecue à Lefaivre, continueront ensuite vers Treadwell pour revenir à Hawkesbury.. Quant au Rockland Ford Classics Poker Run, les participants devront conduire uniquement des Mustang ou des voitures classiques de marque Ford. Le trajet partira de Rockland, où il se dirigera vers l’ouest. Les participants prendront ensuite le traversier à Cumberland, pour poursuivre le long de la rive québécoise. Ils reprendront le pont pour se rendre à Hawkesbury, et repartiront pour visiter Chute-à-Blondeau et seront de passage à L’Orignal, Lefaivre et Wendover avant de revenir à Rockland, vers la fin de

Pour les lèves-tôt à Chute-à-Blondeau À Chute-à-Blondeau, la journée commencera par un déjeuner servi à l’extérieur, au Centre communautaire. L’événement débutera à 8 h 30 et se poursuivra jusqu’à 11 h 30. Les pompiers volontaires de la municipalité prêteront main-forte afin d’assurer le service du déjeuner. Des jeux gonflables seront installés pour le plaisir des enfants et ils pourront également se faire maquiller par les bénévoles . Wendover accueillera plusieurs activités Dès 10 h, les citoyens sont attendus à la descente de bateaux. Jusqu’à 16 h, une ambiance festive sera au rendez-vous ainsi que de nombreuses activités pour enfants, comme des jeux gonflables, des bricolages et de la musique . Les plus grands ne seront pas en reste puisqu’un barbecue, gracieuseté du conseil d’école, débutera à 11 h. La descente de bateaux sera fermée de 6 h 30 à 16 h, afin de permettre la tenue des activités à cet endroit. Activités nautiques à Lefaivre À Lefaivre, les activités commenceront à 9 h 30 à la marina du village. Un barbecue sera organisé par les pompiers volontaires de Lefaivre. Pour les enfants, un jeu gonflable en forme de bateau de pirate sera installé sur place. Beach party à L’Orignal Ce sont les Chevaliers de Colomb qui organiseront la fête à la plage municipale de L’Orignal. Dès 10 h, de l’animation, de la musique et des jeux attendront les petits et les grands. Des prix de participation seront

Il est à noter que dans le cas des festivités de L’Orignal, le tout sera reporté au lendemain en cas de pluie. Sensations fortes à Hawkesbury À Hawkesbury, les manèges seront ouverts sur l’Île du chenail, durant la soirée du vendredi, ainsi que toute la journée samedi et dimanche. Des prestations de JasonThorne , FMX Metal Mulisha sont prévues au parc de la Confédération, vendredi à partir de 17 h et samedi dès 9 h. De 13 h à 20 h, les amateurs de musique électronique seront comblés par l’ambiance festive prévue par le Centre culturel Le Chenail. Les D.J. invités renommés sur la scène undergroundmontréalaise Cosmic Orgasm, Floz et Mr. Bubbles seront là pour faire danser les participants. Les tables tournantes seront ouvertes pour les amateurs. Ceux qui préfèrent le country à l’électro trouveront leur compte au Parc des Pionniers, rue Main, puisque de nombreux artistes locaux seront sur scène pour les faire bouger.
Les spectacles se termineront vers 23 h. Le cocktail du Poker Run se déroulera au Déjà Vu resto bar, dès 18 h30. De tout pour tous à Rockland Les festivités commenceront au parc Du Moulin, à Rockland dès le jeudi 2 juillet avec la présentation du film Dolphin Tales 2 à 21 h. Le vendredi, la soirée appartient aux amateurs de rock, puisque c’est le groupe iconique des années 80, Honeymoon Suite qui se produira sur la scène dès 20 h. La journée sera chargée le samedi 4 juillet! En effet, à partir de 11 h, il y aura une exposition d’art, des jeux gonflables ainsi que plusieurs activités familiales. Le spectacle de Majinx aura lieu à 12 h 45. À 17 h, les appétits seront comblés puisque le souper sera servi sous la tente par la cuisine Gimy. À partir de 20 h 30, la soirée d’humour sera lancée, avec Jean-Thomas Jobin et François Massicotte comme têtes d’affice. Un service de nourriture et de boisson sera en place toute la journée. Le dimanche 5 juillet, on pourra assister au Fire Combat Challenge de 10 h à 14 h. Les gourmands sauront se rassasier à la Foire gourmande, qui allie ses forces avec le festival cette année. Le chef montréalais invité, Chuck Hughes, saura enmettre plein la vue avec ses démonstrations culinaires.

Hawkesbury goes Electric In Hawkesbury, the fun never stops during River Fest at Isle du Chenail. A mara- thon of electronic music at the centre there along with live performances at Confederation Park by Jason Thorne and FMX Metal Mulisha. For those who favour country over techno, head over the Parc des Pionniers, on Main Street, where a number of local performers will be on hand until 11:00 p.m. for some down-home toe-tapping pickin’-and-grin- nin’ fun. At the Déjà Vu resto bar the Poker Run cocktail hour is at 6:30 p.m. Something for everyone in Rockland The fun begins Thursday, July 2, at Parc Du Moulin with a Movie at the Park evening showing of DolphinTales 2 at 7 p.m. Thursday evening lovers of rock can enjoy the 1980s icon, Honeymoon Suite, who kicks it into gear on state at 8 p.m. Saturday roars ahead into the morning with a regional art show open at 11 a.m., playpark inflatable fun for children near the Parc DuMoulin playground area. The Majinx show takes the stage at 12 :45 p.m., and at five o’clock everyone’s appetite should be ready for supper under the tent courtesy of Cuisine Gimy. The evening finishes with laughter during Comedy Night at the Park with Jean-Thomas Jobin and François Massicotte. Sunday see teams of fire fighters from sta- tions all over Prescott-Russell and even from Ottawa take on the Fire Combat Challenge from 10 a.m. to 2 p.m. at Parc Du Moulin. Lovers of good food will enjoy what’s on the menu at this year’s Food Festival in Rockland, featuring special guest, Montréal’s own Chef Chuck Hughes. Please note that parking on site will not be available at Parc Du Moulin for the weekend of the River Fest. But there will be lots of par- king space available at the Clarence-Rockland Arena and at the Potvin Construction site just up the road along County Road 17 and a special regular shuttle service will be available to bring visitors to and from those parking sites to Parc Du Moulin.

For everyone in Rockland Saturday morning, there is the Rockland Ford Classics Poker Run, which rolls out at 8 a.m. fromRockland Ford on Laurier Street. Drivers get behind the wheels of Mustangs and other Ford classic cars in a regional rally run that includes riverbank tours on both sides of the Ottawa River fromMontebello, via the Cum- berland Ferry, then back across to Hawkes- bury, Chute-à-Blondeau, L’Orignal, Wendover and back down to Rockland, finishing at Parc Du Moulin. Morning in Chute-à-Blondeau At Chute-à-Blondeau, the day begins with an outdoor picnic breakfast at the community centre, from 8 :30 to 11 :30 a.m. The local volunteer firefighters are in the kitchen, ser- ving up a traditional Eastern Ontario breakfast menu. Several playpark inflatables will be on-site for children to enjoy and there will also be face-painting fun. Along the river in Wendover At 10 a.m., spectators will enjoy wat- ching the powerboats race by on their way to Rockland. Later that afternoon at 4 p.m. a mini-festival explodes at the community centre with various children’s games and activities and music. TheWendover Optimist Club also fires up the barbecue grill at 11 a.m. Just in time for a quiet lunch before going back to theWen- dover boat launch to watch the powerboats head back downriver on their return run to Hawkesbury. Yo ho ho! in Lefaivre The village marina in Lefaivre is where it all happens, starting at 9 :30 a.m. with a barbecue courtesy of the volunteer fire de- partment and a wealth of children’s games
