During a later phone interview, Mayor Leroux said that an outright name change for the municipality could prove expensive in terms of all the legal costs for the muni- cipality, many local businesses, and every resident. Those costs could range from the legal expenses of the municipality to have the change registered with every provincial and federal department for mapping and other document changes, to the postal address, driver’s licence, birth certificates, passport, provincial health cards, bank account records, and all the other personal identification requirements for individual residents. “And what happens to all the local busi- nesses and (service) organizations which, by default, are named after this town?” said Mayor Leroux. “There are all sorts of (legal and financial) implications.” Another solution Mayor Leroux also noted having Peter Russell end up as the municipality’s name- sake was a bureaucratic mistake. The actual name of the township was supposed to be &MNTMFZ XIPXBTBQPMJUJDBMSJWBMPG3VTTFMM at the time. “The (place) names were switched by accident,” said Mayor Leroux, adding that the township itself is not the sole municipal entity that would or might have to make a name change. The Village of Russell and the county of Russell are also both named after Peter Russell. The mayor has an alternative solution
to the situation. He proposes creation of a community-based committee to collect and review submissions from township residents about someone who they think is worthy to be the municipality’s new namesake. The one condition is that the person proposed must have Russell as either a first and last name. “It would be a very community-engaged process,” Mayor Leroux said. “I don’t want to change our name, I want it to highlight our history, and to demonstrate to generations to come what this municipality did to show its true values.” Public views Most of the response through social media to the mayor’s proposal is favourable. Some critics, though, declared that a name change is not necessary and the township should focus on other issues. There is also now another online petition advocating that the municipality leave the name situation as it is and focus on other concerns. Vanessa Leman, a former Russell resident launched the original petition calling for the name change out of concern about how the township’s namesake could tarnish its image as a community. She has noted the mayor’s suggestion about finding a new namesake for the township as an alternative. “I think it would be unnecessary for me to speak on the subject,” Leman stated in an email to the Reflet-News .
In the wake of a recent weekend peace- ful march in Russell Township to support the Black Lives Matter movement, there is another lobby effort in place to free the municipality from its namesake and his link to slavery. Russell Township is named after Peter Russell, a former provincial administrator during the late 1700s in the early days of the newly created Province of Ontario. Russell owned slaves and during his time in govern- ment fought against efforts to outlaw slavery in Ontario. That historic link, along with an online petition calling on the municipality to change its name and reject its connection with Peter Russell, has some members of council thinking that the township needs a new namesake. “In the past few weeks, events around the world have highlighted the issues of racism and discrimination,” stated Mayor Pierre Leroux, on his municipal Facebook page. “It has brought to the forefront, the need for conversations, understanding and reflection now more than ever. “Peter Russell of 200 years ago by no means embodies the Russell of today, or even the Russell of the past. However, we cannot deny the current origin of the name.” Mayor Leroux, with support from Council- lor Mike Tarnowski, planned to introduce a motion at the June 15 council teleconference

St-Viateur Nursing Home in Limoges is now off the COVID-19 outbreak watch list for the Eastern Ontario Health Unit (EOHU). The nursing home was on the list after one of the staff members tested positive for the disease. l’annonce de la réouverture et la réouverture, mais ils suivaient de près depuis un bon moment ce qui se passait dans d’autres églises lors de réouverture, ce qui a facilité la transition. Le lendemain de l’annonce du 8 juin, une rencontre ZOOM eut lieu pour le conseil presbytéral, formé de prêtres nommés pour accompagner l’archevêque, afin de se pré- parer à l’ouverture. Celui-ci devait s’assurer de respecter toutes les lignes directrices (environ une vingtaine) énumérées par les évêques de l’Ontario en conformité avec le #VSFBVEFTBOUÊEF M&TUPOUBSJFO #4&0 dans le but d’assurer une réouverture en toute sécurité. Les mesures qui y sont énoncées concernent notamment la distanciation physique, les équipements de protections, le contrôle des capacités de l’église (une limite maximale de 30% d’occupation est imposée), les stations de désinfection des mains et l’affichage des avis de sécurité face à la covid. Tous les efforts de préparation qui ont été déployés ont, semble-t-il, porté fruit, puisque la réouverture a pu se faire dès dimanche 14 juin. « C’était la joie qui régnait, l’excitation était au rendez-vous chez la majorité des gens. Tandis que chez quelques personnes je ressentais une certaine crainte» , d’expliquer

Des protocoles inhabituels Si les gens étaient heureux de se retrouver sur place, tous avaient besoin de s’ajuster. « Après chacune des messes , une équipe s’est affairée à désinfecter les lieux afin de s’assurer que le groupe suivant pouvait se sentir en sécurité. Les gens pouvaient s’assoir que dans certains bancs vu la distanciation physique. Les gens entraient par une certaine porte et procédaient, ils étaient invités à se désinfecter les mains. Procédait par la suite dans la grande allée, en suivant les flèches, et se rendait à leur banc, toujours en gardant une distance. » Le prêtre et les ministres extraordinaires devaient obligatoirement porter un masque, mais plusieurs personnes qui ont assisté à la cérémonie ont également décidé de le faire. Plans for the Burton Road rounda- bout project will become part of the 2021 capital works project list for UCPR council’s budget discussion this autumn. The postponement frees up $1.1 million in the public works budget for 2020. Part of the money will be reassi- gned to other capital works projects confirmed for this year. The rest may be reallocated to other departments as part of the revision of the 2020 budget due to unforeseen impacts of the COVID-19 pandemic situation on UCPR financial priorities.— Gregg Chamberlain

C’est ce lourd héritage, couplé à une pétition en ligne demandant que la munici- palité change de nom, qui fait dire à certains membres du conseil qu’il faudrait considérer un nouveau nom. «Les évènements récents ont mis à l’avant-plan les problèmes de racisme et de discrimination, et il est temps plus que jamais pour en parler et pour réfléchir», a déclaré le maire, en réaction à cette pétition. Le maire et le conseiller Mike Tarnowski comptaient déposer une motion au conseil lundi soir, statuant que le canton et ses résidents ne veulent plus être associés
avec Peter Russell. M. Leroux propose comme solution de créer un comité dans la communauté qui recueillerait les propositions de noms de résidents du canton. La seule condition, a déclaré M. Leroux, c’est que la personne en hommage de qui sera nommée la municipa- lité doit avoir Russell dans son nom. Ainsi, il ne serait pas nécessaire de changer le nom de la municipalité. Des opposants au projet croient que d’autres enjeux méritent une attention immé- diate, et une pétition contre le changement de nom a été aussi créée.
Les échos du mouvement Black Lives Matter se font retentir dans la région de Russell. En parallèle à la manifestation pacifique organisée récemment, des pressions sont faites pour remplacer le nom de la municipalité et de l’héritage esclavagiste qu’il traine avec lui. Le comté de Russell, le canton et le village du même nom ont été nommés en hommage à Peter Russell, un administrateur provincial de la province naissante de l’Ontario, au 18 e siècle. Or, Peter Russell possédait des esclaves et son gouvernement a lutté contre l’abolition de l’esclavage en Ontario.

The COVID-19 pandemic has had an im- pact on budget planning for the United Counties of Prescott-Russell. 'JOBODF%JSFDUPS 7BMÊSJF 1BSJTJFO QSF - sented the mayors on the United Counties of Prescott-Russell council (UCPR) during their June 10 committee of the whole ses- sion with some revised figures for the 2020 UCPR budget. “All the adjustments do not affect the tax levy,” Parisien told council, noting that all of the budget revisions totalled $19,938,300 spread across several departments. The 2020 UCPR budget still remains at about $126 million as approved by council earlier in the year. The budget revisions involved reallocating some funds from pro- grams and projects that are suspended or postponed to next year because of the pandemic. Other revisions require the UCPR draw on its working fund reserve to make up

Le fait d’échanger avec un agriculteur sur nos enjeux communs valorise le rapport humain qui fait partie intégrante de ce qui motive ma pratique artistique. À travers un savoir-faire et un travail d’équipe naitra une nouvelle œuvre technique et haute en couleur.» Les Lalande sont bien heureux que leur ferme ait été sélectionnée pour ce projet.
«Nous voulions toujours faire partie du circuit Popsilos parce que les œuvres sont belles et elles ajoutent de la couleur à la ferme. Nous sommes fiers de présenter le circuit à tous les voyageurs sur l’autoroute 17. Nous invitons les gens à s’arrêter!» Les travaux, qui ont commencé le 9 juin, devraient être terminés autour du 30 juin. Les chantiers sont présentement fermés au public en raison des contraintes sanitaires reliées à la COVID-19. Ce projet a pu être mis en œuvre notam- ment grâce à l’octroi de 100 000$ par le Gouvernement du Canada à travers le Fonds pour les expériences canadiennes (FEC). Le Fonds est administré par l’Agence fédérale de développement économique pour le Sud de l’Ontario. «Nous sommes fiers d’appuyer Popsilos dans l’addition de deux nouvelles œuvres d’art urbain sur silos de fermes par
l’entremise du Fonds pour les expériences canadiennes, a déclaré Francis Drouin, député fédéral de Glengarry-Prescott-Russell. Ce projet contribuera à la vitalité de la belle région champêtre de Prescott-Russell et attirera une panoplie de visiteurs en mettant en vedette l’esprit créatif et le talent des artistes. » Popsilos agit de concert avec l’agence internationale d’art urbain ASHO productions pour la production de ces deux nouvelles œuvres, comme ce fut le cas des cinq précédentes. Ces œuvres ont pu voir le jour notamment grâce aux partenaires locaux de Popsilos, soit Beau’s All Natural Brewing Co., la Fro- magerie St-Albert, Lou-Tec Hawkesbury, Tou- risme Prescott-Russell, le Conseil des arts Prescott-Russell et l’Union des cultivateurs franco-ontariens.
Les silos de la Ferme Drouin, de Casselman, et de la Ferme de Robert et Louise Lalande, d’Alfred, seront pro- chainement ornés d’œuvres artistiques. Ces deux fermes ont été choisies parmi les 34 soumissions reçues par Popsilos pour le projet. Le circuit touristique Popsilos, qui comptait déjà cinq œuvres dans les fermes de la région de Prescott-Russell, en ajoute maintenant deux. «La Ferme Drouin est fière de s’associer au circuit Popsilos, ont déclaré les frères Yves et Denis Drouin, propriétaires de la ferme, dans un communiqué. Nous vivons pleinement l’expérience d’échange avec l’artiste Dodo Ose et nous sommes excités de témoigner de la transformation de notre silo en œuvre monumentale et de la partager avec la communauté et les visiteurs.» L’artiste Dodo Ose produira une œuvre portant sur la thématique de La semence sur un silo de la ferme Drouin à Casselman. «La proximité avec la famille Drouin et le partage culturel sont pour moi grandioses tout comme se trouver à créer face aux

L’HGH tiendra son assemblée générale annuelle le mercredi 24 juin prochain. La séance sera fermée au grand public en raison des restrictions imposées par le gouvernement de l’Ontario quant aux rassemblements de groupe. Le rapport annuel sera publié et disponible sur notre site web. Le 3 juin dernier, l’HGH a obtenu l’autorisation de reprendre lentement le cours de ses activités et de planifier les chirurgies et les procédures. La région de Champlain, de laquelle l’HGH fait partie, prépare l’expansion des soins de façon aussi sécuritaire et rapide que possible, et au plus grand nombre de personnes possible. Les décisions en matière de soins seront prises au cas par cas, en soupesant les risques qu’entraînerait tout nouveau report de traitement. Nous savons que cette période d’attente est difficile pour nos patients et leurs familles. Nous apprécions votre patience et votre coopération. L’HGH suit les exigences opérationnelles de la province. Nous appliquons un cadre éthique reposant sur des principes d’impartialité, d’équité et de transparence. The annual report will be published on our website. On June 3rd, HGH was authorized to slowly resume its activities and begin to schedule surgeries and procedures again. The Champlain Health Region, which HGH is part of, is preparing to expand care as safely and as quickly as possible, to as many as possible. Care decisions will be made on a case-by-case basis, weighing the risk of further delay of treatment. We recognize how difficult this waiting period can be for patients and their families. In recent months, HGH continued with the major redevelopment project and installed the magnetic resonance imaging machine. Furthermore, the new operating room that will open later this fall at the completion of the project will allow us to expand the orthopedics program. With these new services, we can provide more specialty care, closer to home.

Learning how to recognize elder abuse
Did you know that about eight per cent of Canadians aged 55 and older experience some form of elder abuse, most often at the hands of their spouse, children or adult grandchildren? World Elder Abuse Awareness Day, which takes place on June 15, is an ideal opportunity to increase awareness about this prevalent and widely under-reported public health issue. EXAMPLES OF ABUSE Whether it’s intentional or involuntary, the abuse of elderly people can take different forms. Some common types include physical, sexual, emotional, financial and systemic abuse. Neglect and discrimination based on age also constitute elder abuse. Here are a few specific examples: • Dragging the person by the arm to make them walk faster • Force-feeding or spoon-feeding the person because they eat “too slowly” • Administering medication to the person to
make themmore submissive • Withholding information that concerns the person because you assume they won’t understand or you don’t want to take the time to explain • Taking away the person’s car keys and thereby limiting their independence • Speaking to the person with condescension or like they’re a child • Placing the person in a seniors’ residence against their will • Mocking the person because they don’t understand something • Preventing the person from spending money on things they enjoy because you don’t want them to spend your inheritance For more information on how to prevent, identify and report elder abuse, visit the Canadian Network for the Prevention of Elder Abuse website at cnpea.ca.

Dans l’optique de développer des gardiens de but prometteurs, Hockey Canada tenait un camp de développe- ment virtuel du 9 au 12 juin dernier dans le cadre de son programme d’excel- lence. Jackson Parsons d’Embrun faisait parti du club sélect ayant pu participer à ce camp. Celui qui a été sélectionné en troisième ronde du dernier encan de la ligue junior de l’Ontario (OHL) par les Rangers de Kitchener faisait partie des vingt-trois gardiens de but invités par Hockey Canada pour participer à ce camp. Onze autres gardiens de moins de 17 ans participaient à la même division du camp que Parsons. Malgré le format inhabituel du camp en raison de la covid-19, le camp virtuel représentait pour les gardiens participants une bonne occasion de s’outiller encore davantage pour la poursuite de leur carrière. Parmi les ateliers offerts aux athlètes, il y avait notamment des cliniques sur le déve- loppement physique et psychologique des gardiens dans un contexte de performance. De plus, le camp visait à outiller les gar- diens à se préparer pour des compétitions de courtes durées, à décrire ce qu’est un environnement qui favorise le succès et à montrer comment bien assumer le rôle de gardien auxiliaire.

Des statistiques impressionnantes Les performances de Parsons au cours de la dernière saison sont fort probablement ce qui a convaincu Hockey Canada de le cibler parmi les athlètes à développer. Celui
qui faisait osciller la balance à 185 livres à 15 ans à peine a présenté un pourcentage d’arrêt de 0,929, en plus d’effectuer trois blanchissages en 23 départs dans la divi- sion Midget AAA. Du haut de ses 6 pieds, le
natif d’Embrun a encaissé en moyenne 2,28 buts par match lorsqu’il portait les couleurs des Colts de Cornwall la saison dernière, un élément qui a probablement contribué à sa sélection par les Rangers.

INTRODUCTION Les Comtés unis de Prescott et Russell ont retenu les services de “Ainley Group” pour terminer la conception détaillée et une étude d’évaluation environnementale (EE) pour les améliorations à l’intersection au chemin de comté 3 (rue Notre-Dame/ Route 500 ouest) et le chemin de comté 5 (chemin Limoges / chemin St- Albert). L’intersection est située à 2.7 km au sud de l’autoroute 417. PROCESSUS Le projet est lancé en tant qu’ Annexe B conformément au exigences du processus d’EE s’appliquant aux projets d’infrastructure municipal, y compris les projets de routes, de ponts, d’eau et d’eaux usées. L’étude comprendra un examen des alternatives de conception pour l’intersection et les impacts potentiels associés sur l’environnement de la zone d’étude. La consultation du public et des organismes est un élément important du processus d’évaluation environnementale. Le public et les organismes sont invités à participer à la planification et à la conception du projet. Un centre d’information publique en ligne (CIP) est organisé pour présenter les alternatives de conception et définir l’alternative recommandée à l’intersection. Le CIP comprendra également des informations relatives aux conditions existantes dans la zone d’étude et au processus d’EE. Introduction The United Counties of Prescott and Russell has retained Ainley Group to complete the detail design and a Municipal Class Environmental Assessment (MCEA) for the intersection improvements at the intersection of County Road 3 (Notre Dame St / Route 500 W) and County Road 5 (Limoges Rd / St Albert Rd). The intersection is located 2.7 km south of The project is being initiated as a Schedule ‘B’ undertaking in accordance with the MCEA, which applies to municipal infrastructure projects including roads, bridges, water, and wastewater projects. The study will include a review of design alternatives for the intersection and associated potential impacts on the study area environment. Highway 417. The Process Public and agency consultation is an important component of the Environmental Assessment process. Public and agency input are invited for incorporation into the planning and design of the project. An On-line Public Information Centre (PIC) is being held to present the design alternatives and outline the recommended preferred alternative at the intersection. The PIC will also include information pertaining to existing conditions within the study area and the MCEA process. The PIC will follow an ‘on-line’ format with material posted and available for viewing and comment from June 18, 2020 until July 9, 2020 on the UCPR website at www.en.prescott-russell.on.ca. Upon completion of the MCEA process, a Project File will be compiled to document the study process including any potential impacts on the study areas and

Elle laisse dans le deuil son fils, Paul (Diane Gagné) et sa fille, Colette David; ses petits-enfants : Pascal (Debbie), Éric (Sylviane), Serena (Anthony), Angela (Luke) et Patrick (Mathilde); et ses arrière-petits-enfants : Tyler, Connor, Émilie, Sarah et Octavia. Elle laisse également dans le deuil, sa sœur Aurélienne (feu Aimé Perras). Elle est prédécédée par ses frères : Lucien (feu Lucienne), Josephat (feu Jacqueline), Alcide (feu Aurore), Simon Fabien, Alfonse (feu Lucille), Fernand (feu Floriante), Paul-Émile (Edna) et Jean-Noël (Ida); et ses sœurs : Sr. Lilianne Cayer, Hortance (feu Florian Patenaude), Germaine (feu Ernest Viau) et Rose-Emonne (feu Léopold Brisson).
