Pilot Program Looks At Recycling Trends A five-month pilot program in multifam- ily locations in Boston,Massachusetts, has demonstrated an increase in recycling, specifically for old corrugated containers (OCC).The pilot program was sponsored by the Rolling Meadows, Illinois-based Fi- bre Box Association and was conducted by Ann Arbor, Michigan-based Resource Recycling Systems (RRS) and with sup- port from the city of Boston. Communication At Work The pilot was conducted to test the abil- ity of more frequent, direct and specific communication practices as well as con- sistent interactions with building manage- ment to increase the recovery of OCC in multifamily residences.The pilot program delivered printed handouts to each res- ident and provided signage at specific drop-off locations throughout the multi- family buildings. “With e-commerce growing to $600 bil- lion in 2019 and brick-and-mortar retail on the decline, residential recovery of OCC is critical to securing feedstock to manufacture containerboard and corru- gated cardboard boxes,” said Dennis Col- ley, President and CEO of the Fibre Box Association.“Residential recovery of OCC is currently below 50 percent and con-

ISRI Names Lexmark As 2020 Design For Recycling Winner The Institute of Scrap Recycling Industries (ISRI) has named Lexmark its 2020 Design for Recycling (DFR) Award winner. The DFR Award is given annually to the most in- novative contribution to products designed with recycling in mind. Lexmark received the award specifically for the design of its toner cartridges, and 95 percent of those toner cartridges contain at least some postconsumer resin (PCR). In addition to the Lexmark toner cartridges containing nearly 100 percent PCR, Lexmark reuses and recycles car- tridge parts through planned cartridge design, selection of materials that work well with its recycling process and by enabling the return of end-of-life cartridges for reuse and recycling.The company has its own Responsible Recycling- (R2-) certified recycling center, where it aims to receive ev- ery cartridge back for recycling. Mark Reiter Receives ISRI Lifetime Achievement Award The Institute of Scrap Recycling Industries (ISRI),Washing- ton, has honored Mark Reiter as its 2020 Lifetime Achieve- ment Award honoree.Reiter,who died earlier this year,post- humously received the award for his efforts to advance the scrap recycling industry, the association states in a news release on the award. Reiter served as ISRI’s Vice President of Government Relations until his death in January.

On October 30, following the receipt of required regu- latory approvals., the acquisition was approved. This ac- quisition grows Waste Management’s footprint and allows the company to deliver access to differentiated, sustainable waste management and recycling services to approximate- ly 3 million new commercial, industrial and residential cus- tomers primarily located in 16 states in the eastern half of the United States. Immediately following the completion of the Advanced Disposal acquisition,Waste Management and Advanced Dis- posal completed the sale to GFL Environmental of all of the assets required by the U.S.Department of Justice to be divest- ed in connection with the Advanced Disposal acquisition. Waste Management funded the transaction using a combi- nation of credit facilities and commercial paper. Recycle Track Systems Acquires Ambrosia Recycle Track Systems Inc. (RTS), New York City, an- nounced on Oct. 22 that it has acquired Newark, New Jer- sey-based Industrial Organic PBC (doing business asAmbro- sia).Ambrosia is a closed-loop manufacturing company that turns food waste into circular products and commodities. As a waste and environmental, social and corporate gover- nance (ESG) consulting partner for corporations, RTS said it plans to strengthen its focus on advancing sustainability initiatives in materials management at scale. With organic waste being the top contributor to landfills at nearly 80 bil- lion pounds disposed of in the United States annually, the deal with Ambrosia will allow the company to bring circu- lar services to its client-base more broadly, it said. Ocala, Florida, Turns To Electric Refuse Trucks Ocala, Florida, is poised to be one of the first cities in the state to clean up its garbage pickup, replacing diesel-pow- ered sanitation trucks with zero-emission electric-powered vehicles. The Ocala City Council voted unanimously to move forward with the project and purchase three of the new vehicles in 2021 and two more in 2022. The city will buy the trucks using a $777,000 grant from the U.S. Environmental Protection Agency, supplemented with nearly $2 million from sanitation reserve funds. The five new trucks will replace side-hauling garbage trucks powered by heavy-duty diesel engines. BYD, a China-based company with headquarters in Los Angeles, California, will make the vehicles.

Meridian Waste Expands Service In Georgia

Meridian Waste Florida LLC, a subsidiary of Charlotte, North Carolina-based Meridian Waste, will begin residential solid waste collection services for all of Charlton County, Georgia, on November 2. SWACO Wins Recycling Award For Food Waste Diversion The National Recycling Coalition, a non-profit organiza- tion focused on promoting and enhancing recycling in the United States, has named the Solid Waste Authority of Cen- tral Ohio (SWACO) as the Outstanding Recycling Organiza- tion for 2020. Nominated by GT Environmental, Stow, Ohio, the award recognizes SWACO for outstanding growth of programs and impacts pertaining to food waste diversion in central Ohio. The Franklin County Sanitary Landfill, owned and oper- ated by SWACO, receives nearly a million pounds of food waste every single day.That material represents 15 percent of Franklin County’s waste stream and is equivalent to wast- ing 41 billion gallons of water and costs central Ohio an estimated $400 million a year. SWACO has built a collaborative of more than 150 partner organizations working together through the Central Ohio FoodWaste Initiative to create opportunities to help central Ohio residents, schools,businesses and communities reduce their reliance on landfills, protect natural resources, save money and help feed those in need. Wisconsin Launches Waste Characterization Study SCS Engineers, Long Beach, California, began collecting and sorting samples of municipal solid waste at landfills across Wisconsin in September as part of a study aimed at better understanding what the state’s citizens are throwing in the trash. According to the Wisconsin Department of Natural Re- sources (DNR), results of the study will provide a planning tool for waste reduction and minimization efforts across the state, and when compared to prior studies conducted in 2003 and 2009,will help officials identify trends in waste and recycling. “Millions of pounds of materials are diverted through recycling, e-cycling or composting every year, which keeps hazardous materials out of the environment, saves valuable landfill space and supports Wisconsin’s econ- omy,” said Kate Strom Hiorns, DNR Recycling and Solid Waste Section Chief. “But more can be done. This study will help determine the communication, infrastructure and resources still needed.” SCS crews will visit 12 landfills across the state to sort 400 municipal solid waste samples and visually characterize 640 construction and demolition waste loads. Crews are trained to identify 85 material types, represent- ing eight waste categories including plastics, organics and hazardous materials. Region, hauler type and the source of the waste will also be recorded. According to DNR, waste characterization data from 2003 and 2009 provided important information for waste man- agement decisions still affecting residents today. The final report will be published in the spring of 2021. Ontario To Update Blue Box Recycling Program Ontario, Canada, plans to update regulations for its Blue Box recycling program. The proposed regulations include expanding the items that can be recycled and making pro- ducers of products and packaging responsible for the waste they create. The new updated program will: • standardize and increase the list of materials accepted in the Blue Box, including paper and plastic cups, wraps, foils, trays and bags as well as other single-use items such as stir sticks, straws, cutlery and plates; • transition the costs of the program away from municipal taxpayers by making the producers of products and pack- aging fully responsible for costs, resulting in an estimated savings of $135 million annually for municipalities; • expand Blue Box services to more communities, such as smaller, rural and remote communities, including those with less than 5,000 people; and • set some of the highest diversion targets for the var- ious categories of waste producers are expected to re- cycle such as paper, glass, beverage containers and rigid flexible plastic.

tamination is high when compared to distribution centers and retail.” A baseline audit measuring OCC in the trash and recycling collection bins was conducted in early February 2019,followed by the distribution of communication materials in mid-Febru- ary,March and July.A final audit was conducted in July 2019. The multifamily dwellings consisted of an apartment building containing 200 rental units, and two condominium buildings of 160 and 60 units each. Key findings from the pilot include: • apartment building (No. 1 location) increased the OCC recovery rate from 46.3 percent to 89.9 percent; • condominium collection (No. 2 location) was already recovering OCC at the rate of 86.3 percent but was able to increase to 97.6 percent during the pilot program time frame; and • condominium collection (No. 3 location) encountered collection issues. However, some measurements were ob- tained and indicated a significant increase in OCC recycling at this location. Domtar Signs Agreement With Voith For Mill Conversion Domtar Corp. has signed an agreement with Voith to pro- vide equipment and technical services to convert the pa- per machine at its Kingsport, Tennessee, mill to produce recycled containerboard including high-performance light- weight packaging grades,as well as industry standard grades. In August, Domtar also signed an agreement with Voith to provide a complete recycled stock preparation system for the Kingsport Mill including water,sludge and reject handling systems which will maximize both efficiency and quality. The mill’s conversion is expected to be complete in 2022. Once complete, the Kingsport Mill will produce and mar- ket about 600,000 tons of recycled linerboard and corrugat- ed medium annually. That level of capacity will reportedly make Kingsport the second-largest recycled containerboard machine in North America. EPA Releases Solid Waste Management Guide The U.S. Environmental Protection Agency (EPA) released a guide to help those in developing nations better run their solid waste management infrastructure. The report, “Best Practices for Solid Waste Management: A Guide for Deci- sion-Makers in Developing Countries,”was created to share best practices with local decision-makers in developing nations to improve their solid waste collection infrastruc- ture.The guide covers a diverse set of important topics for city-level decision-makers, including stakeholder engage- ment; waste management planning and economics; waste collection and transportation, prevention, minimization and recycling; landfill design and operation; and energy recov- ery.According to the EPA, five countries in Asia account for more than half of the plastic waste input into the ocean: China, Indonesia, the Philippines,Thailand and Vietnam.

Study Examines Economic Impact Of Aluminum Industry The U.S. aluminum industry directly employs more than 166,000 workers, with employment declining slightly be- tween 2018 and 2020, according to research conducted by economic research firm John Dunham & Associates and release by the Aluminum Association, Arlington, Virginia. The study also found that the industry generates more than $70 billion in economic output and indirectly generates an additional $102 billion economic output. In total, the U.S. aluminum industry supports nearly 660,000 direct, indirect and induced jobs and nearly $172 billion in total economic output, according to the study. Overall employment in U.S. aluminum has held largely steady for most of the past decade, though most sectors lost jobs between 2018 and 2020, the study notes.These shifts were offset by an increase in jobs in the primary aluminum segment in the 2020 report, which represent about 3 per- cent of U.S. aluminum jobs overall. The secondary aluminum sector is estimated to employ 8,691 people in 2020,while the primary sector is estimated to employ 4,829, according to the study.These figures rep- resent an increase of 54.2 percent from 2018 to 2020 and a 62.2 percent decline from 2013 to 2020 in the primary sec- tor, while employment in the secondary sector decreased 7.7 percent from 2018 to 2020 and by 7.8 percent from 2013 to 2020. While the initial economic impact report was completed in March of this year, subsequent modeling shows the im- pact of COVID-19 on industry jobs and economic output. The latest modeling through August 2020 suggests that di- rect industry jobs and economic output have likely declined about 11 percent since the study was originally completed, the AluminumAssociation said. The latest available data show a topline domestic alumi- num demand decline of about 19 percent year-over-year through July.Recent net new orders data for aluminum have shown some signs of improvement, though orders remain off about 10 percent year over year through September.The model is derived using a variety of government and industry data sources to estimate changes in employment for each sector of the economy that uses aluminum as a major input. Waste Pro Announces Two Promotions Waste Pro, Longwood, Florida, announced Oct. 19 that it has two new appointments within the company. Tim Dolan, former Regional Vice President of Central Flor- ida, has been appointed Corporate Vice President of Munic- ipal Marketing for Waste Pro. Erik Sankey will now serve as the Regional Vice President for the company’s Central Florida region,which includes divisions in Orlando, Sanford, Cocoa, Daytona Beach, Ocala and Lake County. In his new role, Dolan will oversee the municipal mar- keting process company-wide. Sankey, who has more than two decades of experience in the waste industry,previously held managerial roles with two major national haulers.
