The main focus of the job is to be the built environment capital portfolio leader and provide high quality project management for the implementation and delivery of flagship projects across the University in line with the University’s current ten year Estate Strategy. The post holder will be responsible for delivery of all aspects of the project portfolio including the programmes, assembly of the brief, procurement and management of all consultants and contractors within public procurement regulations, design development and sign off, statutory compliance, construction and handover of the projects. The role holder will be responsible and accountable for all Capital Programmes and a budget of c.£240m of Capital Build spend until 2026. As a senior member of the Estate Services team, the post holder will be expected to report and present regularly on the project portfolio at all levels of the institution and to external stakeholders.

The role holder will be expected to champion the values and ambitions of the University and be an exemplar of health and safety for all CIOSS staff.

Purpose of the role:

Lead and effectively manage the Capital Development across the University Estate, with emphasis on the following;

Main duties and accountabilities: Professional Role and Supporting Clients, liaison with statutory authorities and local community stakeholders • Custodian role for the built estate, ensuring standards and compliance are met. • Strategic planning and advice, across the portfolio • Professional, technical and cost advice for all built environment capital projects/ programmes, including preparation of feasibilities and cost estimates; benchmarking new build, refurbishment and major maintenance projects, life cycle costing. • Support clients through internal and external processes, capital procedures, production of business cases, bid applications, capital grant management.
