• Ensuring construction projects are carried out safely, in accordance with CDM Regulations and without impacting on the health, safety and wellbeing of users of the estate (in close liaison with the Health & Safety Office). Impact Mitigation Management • Liaise with Impact Mitigation Manager, ensuring construction projects and other building works are coordinated across the campuses, there is coordination and liaison with all key stakeholders on and around the estate and that any impact from such works is mitigated to minimise any disruption to all users of the estate. • The post-holder is responsible and accountable for the delivery of the entire built environment capital portfolio of £468m and is expected to make all necessary decisions commensurate with their management and successful delivery. • Decisions concerning the supervision and management of the post-holder’s team (and any other temporary staff reporting to the post-holder) and their workload. • Other technical and professional decisions relating to the Capital Programmes portfolio, including those relating to health and safety. Decision making • Work with 3rd party partnerships – liaison and coordination – e.g. Exeter City Council, UPP, INTO, Student Guild, Exeter College, South Devon College, Local Enterprise Partnerships, and Exeter Science Park. • Represent University on various Framework Boards/Panels, e.g. SUPC, South West Consultancy Framework. Support Framework Managers in tendering and award of Frameworks. Proactively work with Procurement Office to secure best value for money and efficiencies in estate related procurement. • Networking and liaison – in the HE sector and other organisations, to keep abreast of developments and best practice.
