Notice of Public Open House Environmental Assessment for an Expansion of the Eastern Ontario Waste Handling Facility
GFL Environmental Inc., est propriétaire et opère le Complexe Environnemental de l’est de l’Ontario (CEEO) situé à Moose Creek, Ontario. GFL Environmental a commencé une évaluation environnementale (EE) afin d’obtenir l’approbation pour sa demande d’augmentation de volume du site d’enfouissement déjà existant. L’expansion proposée inclut le développement des cellules 3B et 4 du site d’enfouissement existant. Ces cellules d’enfouissement ont été identifiées lors de l’approbation initiale du Complexe Environnemental. Le Complexe Environnemental de l’est de l’Ontario (CEEO) est situé dans la municipalité de North Stormont, à peu près 5 kilomètres au nord-ouest du village de Moose Creek, Ontario et à 5 kilomètres du village de Casselman, Ontario. L’emplacement du complexe est illustré sur le plan repère et le but de l’évaluation environnementale est d’évaluer les risques potentiels sur l’environnement suite à l’approbation de demande d’expansion du site d’enfouissement.
GFL Environmental Inc. (formerly Lafleche Environmental Inc.), the owner and operator of the existing Eastern Ontario Waste Handling Facility (EOWHF) in Moose Creek, Ontario, is undertaking an Environmental Assessment (EA) in accordance with the requirements of the Environmental Assessment Act (EAA) seeking approval to expand the disposal capacity of the existing landfill at the EOWHF. The proposed expansion will involve the development of Stage 3B and Stage 4 inside the boundaries of the existing landfill. These landfill stages were identified for development in the original approval for the EOWHF. The EOWHF is located within the Township of North Stormont, approximately 5 kilometres north-northwest of the village of Moose Creek, Ontario, and 5 kilometres east of the village of Casselman, Ontario. The location of the Facility is shown on the Key Plan below. The purpose of the EA is to assess the potential effects of the proposed landfill expansion on the environment.

L’EE a deux alternatives en considération afin de pouvoir augmenter le volume de son site dans les frontières de propriété existantes du CEEO. Le développement de la cellule 3B est le même pour les deux alternatives. La première alternative implique le développement de la cellule 4 en une cellule rectangulaire semblable aux plans originaux du site d’enfouissement. La deuxième alternative implique le développement de la cellule 4 en une cellule en forme de « L » aboutissant à une zone plus petite. Les informations du projet et de l’évaluation environnementale sont disponibles sur le site web : www.leic.com/about/projects. GFL Environnemental tiendra une journée portes ouvertes au public pour fournir une mise à jour sur le projet, l’évaluation d’alternatives et présenter les résultats de l’évaluation comparative qui a été réalisée pour identifier l’alternative favorable pour le projet. Les membres du public, des agences, des communautés autochtones et toute autre personne intéressée sont encouragés à assister aux portes ouvertes prévues pour le mercredi 22 novembre au Bureau administratif du CEEO; 17125, Route Lafleche, Moose Creek, Ontario de 16h à 20h. Vous êtes encouragé à être présent et à participer en posant des questions et nous fournissant vos commentaires sur l’évaluation des alternatives. En plus de votre présence aux portes ouvertes au public, nous vous invitons à nous soumettre vos commentaires par la poste, par courrier électronique ou par fax à la personne contacte du projet mentionné ci-dessous. The EA is considering two alternatives for providing the additional disposal capacity within the existing property boundaries for the EOWHF. The development of Stage 3B is the same for both alternatives. One alternative involves developing Stage 4 as a rectangular cell similar to the original plans for the landfill. The second alternative involves developing Stage 4 in an L-shaped cell resulting in a smaller overall area. GFL Environmental Inc. is hosting a Public Open House to provide an update on the project and the assessment of alternatives, and present the results of the comparative evaluation that was conducted to identify the preferred alternative for the project. Members of the public, agencies, Indigenous communities and other interested persons are encouraged to attend the Open House scheduled for Wednesday November 22, 2017 at the EOWHF Administrative Office, 17125 Lafleche Road, Moose Creek, Ontario from 4 p.m. to 8 p.m. You are encouraged to attend and participate by asking questions and providing comments on the evaluation of the alternatives.
