ABOUT US

Founded in 1963, the University of East Anglia (UEA) is an internationally renowned University based on a campus that provides top quality academic, social and cultural facilities to over 16,872 students. Located in rolling parkland, and just two miles from the centre of the beautiful cathedral city of Norwich, the University is part of the Norwich Research Park which is home to over 1,000 scientists working in several world ranked institutions. The city’s motto is “A fine city” and its strong cultural heritage has seen Norwich maintain the best of its historical character whilst developing to become one of the most vibrant and attractive cities in Europe. The city is surrounded by beautiful countryside and within easy reach of the stunning Norfolk coast. A wide variety of visitors come to the region every year to enjoy boating on the Broads, the protected nature and wildlife habitats, as well as seaside towns and beaches. The city’s medieval centre of cobbled streets remains largely intact, but there is still space for modern buildings such as the city’s newest centrepiece, the Forum, which is a striking piece of contemporary architecture. The glass front overlooks the colourful open-air market (one of the largest in the country) and reflects the city in all its diversity. The city is consistently rated as one of the top ten shopping venues in the UK.

The University offers a choice of more than 300 courses through four faculties. The University employs around 3,520 staff – two thirds of which are full time and one third part time. More than 1,500 members of staff are academic including around 350 researchers. Administration, support, technical and general staff make up just over 2,000 in total. The University has over 16,872 students, including some 3,800 postgraduates and over 3,360 from outside the European Union from more than 75 countries worldwide.

THE ESTATE

UEA is a Campus University and the Estates and Facilities Division is proud to be able to make a positive contribution to the University’s vision by managing, developing and creating a Campus that makes a positive impact on the living and learning experience for students and staff. The Campus is one of the most architecturally striking campuses in the Higher Education sector. The central Campus is set on a beautiful 360 acre estate in Norwich. The central Campus has a coherent built environment renowned for low energy sustainable buildings, iconic 1960s Lasdun-designed teaching and residential buildings, lord Foster’s Sainsbury Centre, innovative contemporary buildings for learning and enterprise and sensitively restored 16th century listed buildings. The western Campus, which includes the Norfolk and Norwich University Hospital Trust and the Norwich Research Park, has award-winning research and teaching buildings which are the vanguard of collaborative research and development planned for the area. Our innovative works continue to win awards and we strive to make all our developments visually enhance the Campus and promote the principles of sustainable design, smart technology and ease of operation.

Our listed 1960s buildings are being reassessed to determine how we can create world class technology and research within an existing envelope. This reassessment will provide a unique opportunity for Estates and Facilities to reimagine the original ethos and design of the University. The breadth and depth of this remodelling will be the most important development in the life of the University since it was first conceived.

The Estates and Facilities Division

Reporting to the Chief Operating Officer, the Director is responsible to the University’s Executive Team for the alignment of the Estate Strategy with the University Plan and the delivery of the work of the Estates and Facilities Division. The Division is responsible for the operation and development of the University. The Division oversees the smooth running of the Campus, from maintaining the University’s buildings and grounds, managing the car parks and security to space management and post and portering services. The Division is also responsible for the continual development of the Campus to provide the right built estate for the University’s business.

Job Purpose Working as part of the Sustainability, Utilities and Engineering team, you will lead on energy reduction issues using BMS technology, with a focus on reducing the University’s carbon commitment whilst meeting the needed of the customers. In addition, you will manage statutory compliance and energy reduction initiatives.

Main Duties

• Overall management of the Building Management System (BMS) Team, Environmental Officer and Energy Officer, providing leadership, motivation, direction and guidance where needed; performance management and undertaking appraisals; and providing support, training and development. • Under the direction of the Head of Operational Assets, Utilities and Engineering, develop and implement strategic plans, policies and procedures, including the Carbon Reduction Plan, Energy Efficiency Reduction Programme and energy networks. • Manage day-to-day operation of the University’s district systems to gain high-value cost and carbon benefits, whilst meeting the campus needs.

• Work closely with the Finance Division to produce tenders for the selection/negotiation of utility supplies, with a total value of more than £4 million. • Authorise purchase of energy on a day-to-day basis, based on forecast future demands. • Manage statutory compliance with CHPQA, CRC, EU-ETS, for example, to minimise risk and protect the University against fines and liabilities.

Manage CPS and CCL compliance.

• Assist with energy performance assessment and alterations.

• Manage funding of energy reduction projects and project manage energy reduction initiatives. • Work effectively in collaboration with all other Estates departments to optimise our delivery model; demonstrating a joined-up, customer- focused, value for money service aligned to UEA business needs. • Provide the link between key customers and the team on aspects of energy, MS and the environment. • Provide technical input into engineering, building and building services designs.

• Lead the team on BMS development and advancement.

• Lead the team on building re-commissioning projects.

• Provide monthly progress reports to the BMS team.

• Provide monthly data relating to energy and KPIs.

• Provide input to the environmental management system reports.

• Represent the Energy and Utilities team on CDMG.

• Lead on the Carbon Reduction Team meetings.

PERSON SPECIFICATION

Applicants will be expected to demonstrate how they meet the essential criteria for the role and provide evidence to support this.

Education, Experience and Achievements

• Degree (or equivalent qualification or experience) in an Energy or Engineering discipline. • Experience in utility purchasing and invoice processes for a major organisation. • Experienced and knowledgeable in identifying energy saving opportunities. • Experienced and knowledgeable in legislative compliance requirements. • Experienced and knowledgeable (Carbon Reduction, CHP, district heating and cooling systems) • Management experience – including planning for short, medium and long term; managing a small team, managing utilities budget of around £5million. • Project management experience. • Good demonstrable communication skills in English language. • Good presentation skills. • Good influencing skills to effect change. • Excellent IT skills especially with use of Excel, Access etc. • Knowledge of BMS, monitoring and targeting packages for energy distribution. • Knowledge of analysing BMS data. • Knowledge of facilities issues. • To assist with the University’s legal carbon compliance, this role will require the successful candidate to obtain a Basic Disclosure Scotland Certificate. • Occasional out of hours working will be required. – flexible working.

Understanding of at least one of the following schemes: EU ETS, CRC EES or CHPQA. Good understanding of the DEC process and its requirements. Experience of carbon reporting. Good Health and safety awareness including CDM, safe systems of work. With a recognised H&S qualification Knowledge of monitoring and targeting packages for energy analysis. Knowledge of facilities issues in relation to energy saving. Engineering knowledge of energy systems.
