Loughborough University London, our postgraduate campus on Queen Elizabeth Olympic Park, the former site of the 2012 London Olympics, offers education, research and enterprise opportunities in London’s newest innovation quarter. The University is seeking to make the appointment of an Electrical Building Services Engineer to lead the maintenance, management and operation of the electrical infrastructure across the University’s diverse estate portfolio. Responsible for an experienced in-house team and the management of a broad range of external contractors, the postholder will develop and lead the delivery of the strategy to ensure that the University’s infrastructure and systems are proactively maintained to the highest quality and regulatory standards. Successful candidates will have gained recent experience in an electrical engineering role with responsibility for managing planned and reactive maintenance and compliance regimes. Strong technical skills are essential given the technical complexity and diversity of the electrical infrastructure across the estate. We are seeking a customer focused individual who has strong interpersonal skills and the leadership skills required to inspire an internal team as well as a number of external delivery partners. The Facilities Mana
Facilities Management Facilities Management is responsible for the effective and sustainable management of the University’s land and buildings and delivers a range of services to support the campus. This includes the University’s capital building and refurbishment programme and estate maintenance. The FM department consists of Facilities Development, Facilities Operations and Facilities Services. Facilities Services The Facilities Services team maintain the day-to-day operations of the campus. The department provide building and engineering maintenance for reactive, planned and long term maintenance, and also are responsible to deliver all utility services across campus. The section is led by David Howell – Director of Facilities Services. The department consists of six senior team managers leading a team of 60 staff. The six managers are responsible for: • Building Services Manager (Electrical) - All electrical elements of the estate including electricity, data, power, lighting, Fire systems • Building Services Manager (Mechanical) - All mechanical elements of the estate including water, gas, heating, cooling • Building Services Manager (Building Fabric) - All building maintenance elements and draining systems including roof, walls, windows • Energy Manager – Procurement, monitoring and saving initiatives for the energy consumed across the estate. Effective energy management is critical to ensure carbon reduction targets and the University is proactive in supporting a sustainable approach to waste, electrical and water consumption. • Contract Management – Responsible for tendering all external maintenance contracts and assisting the wider team in ensuring the contracts deliver best practice at the correct cost. This section also manages the stores and key room functions • Building Management – Currently a small team who work with the maintenance and energy teams to delivery an efficient building heating and cooling environment.

ement Department
There is a rolling programme for major long term maintenance work which aligns with the development of the campus, Health and Safety demands and a ten year projected work plan. Building condition surveys are conducted regularly to ascertain maintenance requirements and to determine priorities. Typical long-term maintenance works include: • Re-roofing • Replacement boilers • Replacing out dated electrical installations • Replacement of artificial sports surfaces • High Voltage and low voltage upgrades • Lighting replacement programmes The department also provides help, advice and assistance into the development team with • Engineering Consultancy • Engineering Infrastructure Planning This is delivered through the development and updating of Engineering Specifications and tender documentation preparation.

The Role The Building Services Engineer (Electrical) is critical to the safe operation and maintenance of the elec- trical plant, equipment and infrastructure across the estate. With four direct reports and leading a team of seventeen, this post manages all planned and reactive maintenance. The role is also a centre of excellence for technical electrical decision making and driving the University forward in electrical design and maintenance standards. In addition, the post inputs into all external contracted services and offers help and support to the capital team in delivering best practice in new and refurbishment capital projects. Job Description Job Grade: Management Grade 7 Job Purpose:To be responsible for Campus wide electrical maintenance, infrastructure and minor pro- jects required to maintain the Electrical assets of the Estate to an agreed standard. To maintain and manage the condition survey of the Electrical assets liaising within Engineering to agree aspects of maintenance that are routinely undertaken by the department. To act as responsible person for selected Electrical compliance elements as deemed appropriate. Job Duties: Technical • To produce Electrical maintenance and project requirements and check external consultants/contractor design of Electrical specifications. • To prepare specifications and tender documents for the Maintenance Programmes, appoint competent Contractors, inspect and control their works, and certify accounts as necessary. • To provide Facilities Services and Capital Projects with technical advice as necessary. • To advise the Director of Facilities Services of changes in legislation that may affect the maintenance and management of the University building services. • To comment and advise upon design proposals for minor and major alterations including Capital Pro- jects, regarding matters affecting future maintenance of the estate. • To act as Responsible Person for selected electrical systems for which you are deemed competent. • To review the Electrical Condition Survey data, ensure timely updates and inclusion into the mainte- nance Programmes. General • To be responsible for the delivery of Electrical related elements of the maintenance Programmes as required in line with LU maintenance and project delivery procedures. • To prepare, progress, coordinate and financially report upon electrically related elements of the mainte- nance Programme as required by University governance. • To coordinate Project maintenance activities within Facilities Services to deliver an effective value for money service. • To manage and execute both revenue and capital expenditure planned maintenance activities. • To raise purchase orders for works and authorise payment within limits set by LU governance. • To inspect the estate to ascertain maintenance requirements in connection with planned and preventa- tive maintenance work. • To ensure all work carried out by contractors under the control of the Engineering Team conforms to current H&S legislation and Technical standards. • To carry out regular quality and Health and Safety audits on your section’s work in conjunction with Safe Systems of Work and agreed working processes. • To understand and implement Health and Safety policies and requirements for yourself and others, commensurate with your level of responsibility within the Department to enable you to discharge your duties and responsibilities safely. Staff • Organise and manage work allocation for direct reports. • To conduct staff appraisals on a twelve monthly and bi-annual basis. • To continually update personal development to extend all management and technical skills in line with the FM Personal Development plan. • Continually improve upon attributed and competences related to the above.
Communication • Communicate with other FM colleagues to coordinate all maintenance work and associated minor/capi- tal projects as required. • To liaise with Project Managers of refurbishment and new build capital projects regarding future main- tenance and revenue requirements. Training • To promote the development of skills and qualifications of direct report staff. Authority • To carry out Line Manager Responsibilities in accordance with the departmental structure. • To authorise expenditure within agreed limits. Functional Contacts • All staff within Facilities Services, Campus Living and other related Professional Services as required within LU. • All Line Managers within FM Department and Corporate Services including Health, Safety and Risk. • Other service departments within the University. • School and Departmental Administrators/Operations Managers. • Represent the Department on such Committees or working groups as required.
