Vehicle owners will be charged and fined if their vehicle illegally passes a stopped school bus, even if they weren’t driving. The penalty ranges from $400 to $2,000 and six demerit points for a first offence, increasing to $1000 and $4000, six demerit points, and up to six months in jail for repeat offences. Parents are also encouraged to speak with children who walk or bike to school about safety guidelines.

One member of East Hawkesbury council is taking a stand against AirBnB or any other type of short-term vacation rental operation in the township. “I am against that project and I will vote against it all the way,” said Councillor Simon Rozon at the end of a presentation from AirBnB operators to council during its August 8 session. Rozon’s declaration drew loud applause from the visitors gallery. Most of the people BUUFOEJOHDPVODJMUIBUFWFOJOHXFSF&BTU Hawkesbury residents, including several homeowners from the Front Street neigh- bourhood, where an AirBnB vacation house, also known as a short-term rental (STR) or a short-term accommodation (STA), is located. The property has become the subject of controversary after council heard complaints from a delegation of neighbouring residents during its June sesssion. Most of the com- plaints concerned excessive noise during the early-morning hours. But some concerns also focused on the impact of large groups of people staying there and using a home sanitary system more suitable for a small family. Delegation members expressed concern about the impact on the local aquifer that supplies drinking water to the neighbourhood. Carole Zbacnik was part of the original delegation of homeowners that met with council in June. She told council during its
August session that there were eight groups occupying Lee’s STA on Front Street during July. «On average they stayed three days each,» Zbacnik said. «They were not all loud and obnoxious and rowdy. Two of them (renter parties) were, without a doubt, very loud. There was music on until late in the morning. I was told by other neighbours that, until about four o’clock in the morning, the music was non-stop.» Zbacnik also reported seeing a beer table set up outside and four dogs on site and not all them on leashes. Since the first delegation complained to council about the situation in June, the township has hired a consultant to report on possible options for dealing with short- term vacation rentals. The consultant report listed options that range from banning such operations altogether in the municipality, to classifying them as commercial operations under the zoning bylaw and creating a spe- cific category for STAs, along with operation guidelines for the property owners and penalties for infractions. «There are still a lot of questions we need answers for,» said Mayor Kirby. He also noted that Councillors Karina Sauve and Stephanie Sabourin were not present for the August 8 session. Paquette a exprimé sa satisfaction de voir le mur de soutènement réparé au cours de son deuxième mandat au conseil. «C’était l’un de mes projets», a-t-il souligné. Objectifs actuels Les objectifs de M. Paquette pour son troisième mandat sont de maintenir les taxes foncières à un niveau bas et de trouver des moyens de rajeunir l’infrastructure de la ville. «Nous nous en sortons très bien, a-t- il déclaré, mais il y a toujours place à l’amélioration.» Il a cité le garage municipal comme un exemple d’infrastructure municipale à moderniser. Il a fait remarquer qu’il faut plus d’espace pour abriter l’équipement d’entretien des routes et autres équipe- ments de la ville. Des améliorations seraient aussi nécessaires pour répondre aux normes actuelles de santé et de sécurité pour le personnel qui travaille dans le garage. M. Paquette a indiqué que le prochain conseil devra décider entre l’agrandissement du bâtiment existant ou la construction d’un
nouveau garage municipal comme meilleure solution. «Il y a toujours des options, a-t-il spécifié, pour obtenir quelque chose de bien avec le moins de dépenses possible. Je vais essayer de faire de mon mieux pour les citoyens de Hawkesbury.» M. Paquette a souligné que les membres du prochain conseil, formé après les élec- tions d’octobre, doivent travailler ensemble pour le bien de la communauté. Il a noté que la rancœur et les chamailleries entre certains membres du conseil au cours du dernier mandat ont parfois interféré avec les affaires municipales. «Je dis tout le temps que nous devons travailler en équipe», a confié M. Paquette, ajoutant que le conseil doit également être plus ouvert sur ses affaires et tenir moins de séances à huis clos. «Le conseil doit cesser de se cacher derrière des portes closes, a-t-il affirmé. Certaines de ces réunions à huis clos n’avaient pas à avoir lieu.» Il a fait remarquer que la loi sur les municipalités établit des lignes directrices spécifiques sur les sujets qui conviennent aux réunions à huis clos et ceux qui ne conviennent pas. «Ces règles doivent être respectées», a-t-il précisé.
Yves Paquette veut un autre mandat au conseil municipal de Hawkesbury afin de pouvoir travailler à ramener le Festival Western annuel à la Place des Pionniers. «Si je suis réélu, je veux travailler là- dessus, pour que ça recommence, a dit M. Paquette, lors d’une entrevue le 2 sep- tembre. Nous avons eu quatre festivals westerns à cet endroit, et j’aimerais que cela se reproduise. Je veux également que le tournoi de golf pour les jeunes soit relancé.» M. Paquette cherche à obtenir son troisième mandat au conseil municipal de Hawkesbury. Son objectif principal et la raison pour laquelle il s’est présenté à la réélection restent les mêmes que lors de sa première candidature au conseil. «J’ai décidé de me présenter parce que j’étais fatigué de voir ce qui se passait, a-t-il exprimé, en parlant de la raison initiale pour laquelle il s’est impliqué dans la politique locale. J’aime ce que je fais. J’aime aider les gens.» Travail passé M. Paquette se souvient de son pre- mier mandat en tant que conseiller sous la direction de la mairesse de l’époque, Jeanne Charlebois. La ville n’avait pas de directeur administratif (DGA). Le conseil fonctionnait selon un système de comités
qui effectuaient une partie du travail qui faisait partie des responsabilités d’un DGA. M. Paquette faisait alors partie des comités des parcs et loisirs, des travaux publics et du développement économique. Éric Boivin, nouvellement arrivé dans Prescott-Russell, se présente au conseil municipal du canton de Champlain dans le quartier de Longueuil. M Boivin, à seulement 42 ans, a déjà 22 ans d’expérience dans le milieu de l’admi- nistration municipale. Il a commencé sa carrière en tant qu’agent des règlements municipaux pour la municipalité de Clarence- Rockland avant de devenir superviseur des règlements municipaux pour la ville d’Ottawa. Il est récemment revenu dans Prescott- Russell pour travailler pour la municipalité d’Alfred-Plantagenet. « J’ai beaucoup d’expérience dans le zonage, les règlements, les mesures d’urgences et aussi dans la construction, a expliqué M. Boivin. À la ville d’Ottawa, on touchait à beaucoup de différentes matières. » Il dit être tombé en amour avec le can- ton de Champlain immédiatement à son arrivée. Ici je te dirais qu’il y a plus un sens d’appartenance à la communauté, les gens sont plus impliqués dans leur communauté. J’aime vraiment cet aspect-là. C’est un peu plus chaleureux. » Bien qu’entièrement bilingue, il dit être heureux de pouvoir travailler dans un milieu francophone. « J’ai travaillé pendant 18 ans à la ville d’Ottawa et c’était quasiment juste en anglais. Au fil des années tu viens à perdre un peu ton français. C’est le fun de voir que dans la communauté c’est une majorité francophone. » Il dit comprendre les enjeux du projet de
Paul Burroughs, an OPP officer in Hawkesbury for 30 years, is running for Township of Champlain council in Longueuil. Mr. Burroughs retired from the OPP in 2013 before becoming a criminal record examiner in Ottawa for six years. He says he always wanted to run for council but never got the chance. «That’s always been a goal I’ve had,» says Burroughs. My father was on Longueuil council in the 1960s and early 1970s. I had an uncle who served on council and cousins in L’Orignal. In the 1990s, police officers had the oppor- tunity to sit on council as councillors, but that was too much of a conflict of interest, it was not the right time.» Mr. Burroughs has a goal of controlling expenses for the municipality, especially with regard to the L’Orignal yard. Inflation is at 8%, everything has gone up for everyone,» said Burroughs. “If we can try to maintain or reduce by looking at other options, I think that’s something to look at.» He also hopes to promote economic deve- lopment in Champlain while maintaining the rural aspect of the Longueuil neighborhood. For economic development, I am always in favor of an infrastructure that is very strong, but that the economic development is res- pectful of the environment we have.» said Burroughs. “The rural sector should remain as much as possible within the standards to

keep it rural. Let’s keep our green spaces. Burroughs is also concerned about the possibility of the Colacem cement plant being built a few miles from his home. «The only thing we can do is try to control it with the Ministry of the Environment. We need the Ministry of the Environment to do its job. Le canton de Champlain vend 18.54 acres de terrain industriel adjacent au parc industriel de Vankleek Hill. La façade de la propriété se trouve à l’intérieur du parc industriel sur la route Steve Fonyo. Une offre a été reçue de la Société Ges- tion Fortin Inc. et acceptée par le canton. Le conseil municipal du canton de Champlain a autorisé la mise en marché du terrain sur MLS du 4 février 2022 au 1er juin 2022. La municipalité a inclus certains critères dans la vente pour assurer le développe- ment. La demande initiale du canton de Champlain de 832 500$ stipulait que les nouveaux bâtiments devaient couvrir 10% des terrains vendus. Cependant, des négo- ciations qui ont eu lieu depuis, ont altéré les demandes initiales. North Glengarry might be leaving the fede- ral riding of Glengarry-Prescott-Russell. North Glengarry residents currently vote federally and provincially in the Glengarry- Élections Canada révise les limites de la circonscription de Glengarry-Prescott-Russell. Prescott-Russell electoral district, even though the municipality is administered as part the United Counties of Stormont, Dun- das and Glengarry. That may change soon as plans are being made to redistribute North Glengarry to the Stormont-Dundas-South Glengarry riding. The Township of North Glengarry has initiated a public consultation to establish whether its interests might be better served as part of Stormont-Dundas-South Glengarry riding along with its sister municipality to the south. North Glengarry approved a motion to explore their options on July 11, and public hearings will be held to gauge residents’ responses. There are four hearings scheduled to address the topic. There are three virtual hearing scheduled for September 26 at 6:30 p.m., October 26 at 6:30 p.m., and October 29 at noon. There is also an in- person hearing scheduled on October 20 at 6:30 p.m. at the Canadian Museum of Nature in Ottawa.
