MISSIONS
FROM LEADERSHIP
Animal Protection New Mexico’s (APNM) mission—in sum—is systemic change for animals. To achieve systemic change, we dismantle harmful systems and build protective systems. For the foreseeable future, we need you to help us create a wide array of safety net services, programs, training, and laws to make New Mexico’s communities safer, healthier, and more humane for all. Further, New Mexico needs to have a centralized state agency with the authority and expertise to oversee, coordinate, and ensure implementation of essential services that benefit animals and entire communities. The consequences of currently scattered, siloed, and nonexistent animal programs and services don’t disappear—they shift to increased law enforcement and sheltering costs, and public safety and wellness risks. APNM is partnering with the North Central New Mexico Economic Development District to publish a comprehensive animal services assessment report in 2026 that will serve as a crucial baseline and roadmap for community safety and economic wellness, not just in the north central region but for the entire state. New Mexico deserves robust, state-supported systems and infrastructure that lead to economically viable, safe, healthy, and humane communities for everyone who calls the Land of Enchantment “home.” We’re leading on making that happen!

IMPACT
A Major Win for Animal Sheltering
House Bill 113 established the Animal Welfare Program Fund within the New Mexico Department of Finance & Administration (DFA). Thereafter, DFA awards grants from the fund to county and municipal shelters and agencies, Tribal governments, and government-contracted nonprofit organizations that provide animal care and control services. The legislature appropriated a historic $5 million to the Fund to cover a wide variety of animal care and control projects—including supplies and equipment, training, humane education programs, community services (such as microchipping, vaccinations, and spay/neuter), and government-owned facility renovations and repairs. HB 113 represents a significant investment in New Mexico’s dog and cat sheltering and animal care infrastructure. [2026 Update: Through the Fund, the DFA will have distributed all $5 million to shelters and agencies as of July 31, 2026.]

Cracking Down on Dog Fighting and Cockfighting
Senate Bill 70 updated our state’s anti-racketeering law by adding dog fighting and cockfighting (amongst other crimes) to the list of violations that would give rise to tougher penalties and more effective tools for disrupting the organized crime syndicates that orchestrate animal fights for money. The same criminal gangs that fight animals for profit also often engage in other crimes like drug trafficking, human trafficking, money laundering, and more. Adding animal fighting to the anti-racketeering law better protects animals and our communities at large.
SB 70 VICTORY!
Helping Families Escape Violence with Support Services and Co-Sheltering We secured a competitive Children Youth and Families Department (CYFD) contract for fiscal years 2026, 2027, and 2028. This will fund our work providing emergency services for companion animals of domestic violence survivors and our statewide work promoting co-sheltering, a model of sheltering which recognizes that more people affected by domestic violence are able to escape and survive when they can bring their companion animals with them. Thanks to our work, New Mexico now leads the nation in percentage of domestic violence shelters offering co-sheltering to survivors and their animals. VICTORY! $$$
A Modern System of Wildlife Management and Conservation Senate Bill 5 renamed the Department of Game & Fish and the New Mexico Game Commission to the Department of Wildlife and the Wildlife Commission, respectively. It improved Commission membership qualifications, ensuring that science and conservation experts have a seat at the table. It expanded the Department’s scope of authority to better protect vulnerable native species. And it increased certain hunting and fishing fees to support the Department. SB 5 was accompanied by $10.5 million in funding in the state budget, an amount never before appropriated by the Legislature to protect wildlife in New Mexico. SB 5 represents a paradigm shift in managing and conserving New Mexico’s wildlife.

Promoting Plant-Based Eating Reached 6,846 people through direct outreach , including tabling, plant-based education presentations, food distribution, and social media awareness campaigns. Plant-based eating saves animals’ lives, is better for the environment, and leads to better human health outcomes.

Expanding Partnerships with Tribal Nations
Our partnership with Tribal Nations continues to grow, collaborating on animal welfare concerns, animal ordinance development, equine and wildlife topics, our animal sheltering assessment project, animal care and control, and our legislative work. Pueblos, nations, and tribal entities included San Ildefonso Pueblo, Isleta Pueblo, Navajo Nation, Eight Northern Indian Pueblos Council (ENIPC), Jemez Pueblo, Taos Pueblo, Pojoaque Pueblo, and Indian Health Service. First Distribution of Spay/Neuter Funding

After the passage of the affordable spay/neuter funding mechanism bill (SB 57) in 2020, our work shifted to defending the bill and ensuring that the funds collected by the state would reach shelters and other spay/neuter providers. The first state distribution of $1 million in essential spay/neuter funding went out to 28 providers in 2025.
“Dairy’s Not Fair” Report More than 60% of New Mexico’s school children are predisposed to lactose intolerance. Yet the National School Lunch Program only offers heavily subsidized dairy milk at lunchtime. We’re working to make changes that would require all school children to have access to nutritionally equivalent plant-based milks, such as soy milk, without the need for a medical note. Animal Protection Voters’ Early 2026 Wins:
Passed Senate Bill 38, which saves and makes permanent New Mexico’s Affordable Spay/Neuter Law by removing the Law’s repeal date of July 1, 2026. This Law supports access to affordable spay/neuter (for dogs and cats), a vital community service that all New Mexicans want and deserve, especially in rural, Tribal, and low-income areas. Successfully lobbied for The New Mexico Children, Youth & Families Department to earmark over $350,000 to fund CARE services for fiscal years 2026, 2027, and 2028. Along with key allies, helped pass Senate Bill 104, giving the New Mexico Wildlife Commission a fair, efficient process for removing commissioners for “incompetence, neglect of duty or malfeasance.”

The Equine Shelter Rescue Fund—secure recurring funding and improve grant administration for organizations caring for homeless and abused horses and other equines The Animal Welfare Program Fund—replenish funding for animal shelters, animal control agencies, and humane programs Improve the state’s free-roaming horse law to ensure humane management and protection from slaughter Galvanize support for Tribal equine services programs, including fertility control Strengthen state animal cruelty laws and related infrastructure Protect animals (and their humans) facing domestic violence through court protection orders Ensure healthy plant-based milk options are readily available in school cafeterias Stop all anti-animal legislation
