He would have to pay $48,000. At the January 17 Committee of the Whole meeting, he said increased costs would result in the complete loss of some existing businesses and the majority of owners believe future developers should absorb the lion’s share of these projects. He also said perceived benefits are questionable, such as increased property values which raise property taxes and are only valuable when land is sold. The water line would be from the former Embrunmunicipalwell andfiltrationsystem, which has run at the lowest level possible to keep it operational and to maintain the

VARS | Nearly 25 business owners out of 32 in theVars Industrial Park have signed a petition stating their opposition to a new water line and its costing scheme, which they say would burden them with infra- structure costs for little perceived benefit. Business owners first heard of the water installation proposal when notified last October by the Township of Russell of an information session on financial impacts. The costing formula is based on acreage owned. The Township would pay 45 percent of costs, the current landowners would pay 28 percent of costs, and the landowner east of St-Guillaume, Richard Menard, would pay 27 percent. Construction costs are estimated at $12,000 per acre, meaning a landowner with five acres would pay $60,000. They would then pay hookup fees, followed by water consumption user fees. Township Economic Development Officer Daniel Gatien said benefits to landowners include a reliable water system, fire hydrants, decreased insurance costs due to hydrants, and increased property values. The township is also considering installing sewers later at about $38,000 per acre. The township owns about 130 acres in the park, land that Gatien said is difficult to sell because the lots are not

Opponents also say the process through Council was not properly followed, as it was introduced as part of the 2013 budget. Gatien said the Township notified

landowners by mail in October and held an information session in November. Mayor St. Pierre said the council and staff would look at alternatives and that further negotiations would include industrial park owners. “This proposed project is still in the preliminary stages. There are a lot of details to be worked out before proceeding.”
