Upon motion by Member Cordova and seconded by Member Snead, the Members unanimously recommended contingent approval of MDTA 2024-01A, Comprehensive Preliminary Engineering and Final Design Services to AECOM Design Services/Wallace Montgomery JV, WSP USA/KCI Technologies JV and RK&K LLP and present a contingent approval recommendation for award to the full MDTA Board at its next scheduled meeting. APPROVAL – KH-3053-0000-PHEASANT RUN MITIGIATION SITE Mr. Alqasem presented this request to seek recommended contingent approval from the Capital Committee to present KH-3053-0000-Pheasant Run Mitigation Site to the full Board for award at its next scheduled meeting This project is to purchase Stream Mitigation credits from an existing environmental bank constructed by Ecotone LLC to offset unavoidable stream impacts associated with the I-95 Express Toll Lanes Program. The ETL program does not have the ability to provide all mitigation on-site and needs to provide off-site mitigation to meet permitting requirements. The Pheasant Run Mitigation site is located in Harford County, Maryland in the watershed where MDTA needs to provide stream mitigation and construction has been completed. Upon motion by Member Cordova and seconded by Member Waesche, the Members unanimously recommended contingent approval of KH-3053-0000 Pheasant Run Mitigation Site to Ecotone and present a contingent approval recommendation for award to the full MDTA Board at its next scheduled meeting. There being no further business, the meeting of the MDTA Capital Committee was adjourned by consensus at 9:55 a.m. following a motion by Member Cordova and seconded by Member Snead. The next meeting of the MDTA Capital Committee is scheduled for Thursday, September 3, 2026, at 9:00 am. This meeting will be virtually conducted via livestream.
