This procurement solicited comprehensive services for preliminary engineering and final design phases, including support during construction. The services span the domains of architecture, planning, engineering, asset management, construction management, project management and program support. The services are for roads, roadsides, tunnels, bridges, structures, rest areas, inspection areas, weigh stations, toll plazas, travel plazas, surface lots, utilities, ancillary appurtenances, and facilities (buildings, domes, barns, water towers, etc.). The services are driven by system preservation (i.e., maintenance, repair, remediation, rehabilitation, reconstruction, retrofit, upgrades, etc.), system expansion (i.e., new construction), demolition, commissioning, asset management, regulatory compliance, reporting, staff augmentation, etc. MDTA relies primarily on the contracts resulting from this procurement for delivery of large and small projects. Mr. Kulkarni presented this request to seek recommended contingent approval from the Capital Committee to present MDTA 2024-01A, Comprehensive Preliminary Engineering and Final Design Services to the full Board for award at its next scheduled meeting. Services provided under this contract are for environmental compliance and engineering and will include, but are not limited to, support on environmental asset management: inventory, inspection, assessment, and remediation design; environmental permitting and compliance: projects review, permitting, and compliance, and MS4 and Industrial General Permit coverage and compliance; environmental projects management, study and planning, engineering design, and Phase V services; Geospatial Information System (GIS) database and tools development and management; climate change adaptation and resiliency; environmental studies and research. Specific assignments are expected to vary depending on MDTA’s needs throughout the duration of the contract. Upon motion by Member Cordova and seconded by Member Snead, the Members unanimously recommended contingent approval of MDTA 2025-01A, Comprehensive Environmental Compliance and Engineering Services to AECOM/KCI JV, RK&K/ Century JV and WSP and present a contingent approval recommendation for award to the full MDTA Board at its next scheduled meeting.
