INTRODUCTION

The University of Reading is seeking to appoint to the key post of Director, Maintenance Services to lead estates maintenance, infrastructure management and grounds management across the University’s operational estate portfolio. Reporting to the Director of Estates, the Director, Maintenance Services is responsible for strategic and operational leadership of building and infrastructure maintenance, maintenance projects, grounds maintenance and estates business systems. Taking leadership responsibility for a multi-disciplinary in-house team and external delivery partners, you will lead a strategic programme planning forward maintenance investment and ensure the University estate portfolio complies with relevant estate, built environment, safety and environmental legislation and best practice. This is an exciting opportunity for an experienced estates professional to lead maintenance provision across a diverse university campus portfolio on behalf of a renowned education institution.

The post is responsible for the line management of the Head of Maintenance, the Head of Grounds, the Maintenance Programme Manager and the Senior Business Systems & Data Analyst. The post is indirectly (through these colleagues) responsible for the line management of approximately 60 additional colleagues including both professional, technical and manual staff. Contact Internal and external colleagues at all levels including Head of School and University Executive Board level. External consultants and contractors, representatives of professional organisations and visitors to the University. Colleagues in similar roles across the University and public sectors. Representatives of the Reading University Student Union Terms and conditions Full-time and permanent; mainly conducted during normal office hours. However, on occasion the role may require work outside these hours. No overtime is payable. Purpose To develop and deliver robust maintenance programmes that protect the University’s built estate assets and support the University’s strategic estate targets. To ensure effective integration of the maintenance programmes with other key works such as the sustainability programme.

Main duties and responsibilities 1. Leadership Provide leadership (and management) for the University’s building maintenance, maintenance projects, grounds maintenance and estates business systems. 2. Compliance Ensure University academic and support buildings, grounds and related operations are compliant with relevant estate and built-environment legislation. Ensuring University maintenance and grounds activity complies with relevant environmental legislation. Ensure compliance with the Reservoirs Act where it relates to University assets. 3. Strategic Programme Planning Development of rolling 5 year programmes for major maintenance works, infrastructure works, relevant halls infrastructure improvements etc. 4. Service Delivery Delivery of a maintenance service which is customer focussed, cost effective and meets agreed key performance indicators. 5. Estate Targets/Key Performance Indicators Review/ development and delivery of maintenance programmes that contribute towards the University’s strategic targets including those for condition improvement, functional suitability, biodiversity and carbon reduction etc.

6. Annual budgets Prepare, monitor and control the annual department budgets to ensure that expenditure is in line with the department’s budget allocation and the business plan. 7. Commercial Management Management of the maintenance department as a business unit within the University, ensuring the department provides value for money 8. Health & Safety Responsible for development and implementation of robust Health & Safety management systems for the department, including policy, organisational arrangements, risk assessment, audit/inspections etc. 9. Technical knowledge Act as University authority for built estate maintenance and grounds issues. Act as Duty Holder for the Whiteknights Lake under the Reservoirs Act. 10. Incident Management Responsible for leading the Maintenance teams in response to major and business critical incidents.

The post offers a salary level which will ensure that the University is able to attract industry leading professionals at circa £75,000.
