Counties administration reported to council that granting retroactive property tax-exemption status to both facilities for 2014 would have a “minor impact” on the current counties budget. It would add up to less than $10,000 in total. The terms of the resolution state that if the provincial government’s Municipal Pro- perty Assessment Corp. is unable to update its own assessment records for both facili- ties before the end of the year to allow for the new exemption status, then the UCPR will provide the Legion branches with grants equal to the amount of the property taxes levied on their facilities in Hawkesbu- ry and Russell.

Farmers in Prescott and Russell counties will soon have a way to get rid of their used and unwanted plastic baling wrap. The United Counties of Prescott-Russell (UCPR) and Groupe Convex’s Recycle Action program will join forces on a pilot project for recycling farm plastic. The UCPR council has authorized its economic development department to sign an agreement with Recycle Action for the project, with a projected annual cost of $35,000. The pilot project will run for either a two- or three-year period with Recycle Action responsible for setting up and operating the collection service for farm plastic used for hay baling and other agricultural purposes. An unvaccinated horse in the United Counties of Stormont, Dundas and Glengarry has tested positive for the Eastern equine encephalitis virus (EEEV). The virus is normally found in wild birds but can occasionally spread to horses and humans through the bite of infected mosquitoes. While a vaccine exists for horses, there is none for humans. Therefore, the Eastern Ontario Health Unit (EOHU) is issuing a reminder to everyone to take precautions against mosquito bites. “Although there’s never been a reported human case of Eastern equine encephali- tis in Ontario, it’s a very serious disease at all ages and can even cause death. For this reason, we urge all residents to protect themselves against mosquito bites,” said Dr. Paul Roumeliotis, medical o!cer of health for EOHU. “The Health Unit monitors mosquito pools for West Nile virus and EEEV, and surveillance is being increased as a precaution.”There have been no positive pools yet in 2014, however Dr. Roumeliotis points out that most cases occur in late summer and early fall, and reminds residents that mosquitoes remain active until the "rst frost. +./!ŏ0!/0/ŏ,+/%0%2!ŏ"+.ŏ
