Police seek help on sex offender file
The Ottawa Police Service needs help from residents in the City of Ottawa and sur- rounding municipalities to fill in some possible gaps in the case of aman charged with sexual assault against a child. Police need to know if theremight be other cases involving this suspect that have never been reported. The department’s Sexual Assault and Child Abuse Section (SACA) has charged Nicholas Boudreault, 28, of Sherbrooke, QC, following investigation of a report of a man assaulting a 10-year-old child in the Ottawa area earlier this year. All other details of this
case are withheld which might identify the victim. Boudreault is charged with sexual assault, sexual interference, and invitation to sexual touching. He was scheduled for his first court appearance on the charges on April 23. The police incident report states that Boudreault is known to have frequented the Ottawa-Gatineau, Embrun, and Lon- don areas over the past several years. SACA investigators expressed concern that there may be other possible assaults that were not reported. At present the case remains under investigation.

Tax scammers still at work Some people may still be rushing to get their income tax forms filed. Police warn residents that con artists are also rushing to make good on the “phony tax agent” scam. OPP in Eastern Ontario report complaints about telephone calls, letters, text messages and emails from people claiming to be Canada Revenue Agency (CRA) agents. In all cases the victim is asked to provide personal identity information, including social insurance number, passport number, and/or bank or credit card numbers, to help clear the matter. The con artist may also provide a website to go to for filing the information. The CRA does not ask for identity information which it already has in its database from past income tax files. NOTICE OF STUDY COMPLETION MUNICIPAL CLASS ENVIRONMENTAL ASSESSMENT STUDY FOR THE EXTENSION OF ST-JOSEPH STREET TO STERLING AVENUE CITY OF CLARENCE-ROCKLAND The City of Clarence-Rockland has completed a Schedule ‘B’Class Environmental Assessment for the extension of St-Joseph Street to Sterling Avenue. The approximate limits of the project study area are illustrated on the map below.
St-Joseph Street is currently a two-lane road that extends just under a kilometer in length from Laurier Street in the north to Silver Lane in the south. It serves a collector function, providing access to local residential streets, collector roads Patricia Street and Laurier Street, schools, and the west end of Du Parc Avenue, which serves the community arena and associated facilities. The study reviewed: 1. Traffic safety and connectivity;
La rue St-Joseph est actuellement une route à deux voies qui s’étend d’un peu moins d'un kilomètre de longueur de la rue Laurier, au nord et la ruelle Silver, au sud. Elle agit comme collecteur, donnant accès aux rues résidentielles locales, aux rues collectrices Patricia et Laurier, aux écoles, et à l'extrémité ouest de l'Avenue du Parc, qui dessert l'aréna communautaire et les autres installations. L'étude a examiné : 1. La sécurité et la connectivité de la circulation; 2. La sécurité et le confort des piétons et des cyclistes; 3. L'amélioration de la gestion de la vitesse; et 4. L’installation de l'éclairage de rue. LE PROCESSUS L'étude a été menée en conformité avec les exigences approuvées pour un projet de catégorie “B” telles que décrites dans le document d'évaluation environnementale municipale (EE) de portée générale du Municipal Engineers Association (octobre 2000, tel que modifié en 2007 et 2011). Le processus d'évaluation environnementale a compris une révision publique et des consultations avec les agences, une évaluation des alternatives d'amélioration et la sélection de la solution préférée, en tenant compte des commentaires du public et des agences. Le Plan recommandé comprend les éléments suivants : • Extension de la rue St-Joseph jusqu’à l'avenue Sterling; • Fournir des voies cyclables le long des deux côtés de la rue St-Joseph et de l'avenue Sterling; • Fournir des trottoirs le long des deux côtés de la rue St-Joseph; • L'extension des trottoirs le long des deux côtés de l'avenue Sterling jusqu’au boulevard Docteur Corbeil; • Ajout d'une voie de virage à gauche en direction nord sur rue St-Joseph à la rue Patricia, la mise en œuvre à surveiller; • Réalignement des entrées / allées avec les intersections ou possible; et • Ajout des mesures pour encourager la réduction de la vitesse. CONSULTATION PUBLIQUE Un fichier de projet a été produit et sera disponible pour une période de trente (30) jours aux endroits suivants à partir du 19 mai 2016 jusqu’au 17 juin 2016 pour examen et commentaires. Les personnes intéressées sont invitées à examiner le document et à faire part de leurs commentaires d'ici le 17 juin 2016. Si, après avoir consulté la Cité, vous avez toujours de sérieuses réserves, vous avez le droit de demander que le ministère de l'Environnement et de l'Action en matière de changement climatique (l’honorable Glen R. Murray, Édifice Ferguson, 11e étage, 77, rue Wellesley Ouest, Toronto [Ontario] M7A 2T5) décrète un arrêté de conformité à la partie II (« renvoi au niveau supérieur ») relativement à ce projet. Cet arrêté peut donner lieu à la préparation d'une évaluation environnementale distincte. Un exemplaire de la demande d'arrêté de conformité à la partie II doit être envoyé à la Cité de Clarence-Rockland à l’adresse indiquée ci-dessous. S'il n'y a aucune question en suspens, le ministère considérera le projet comme satisfaisant aux exigences de l'ÉE de portée générale. The study was completed in accordance with the approved requirements for a Schedule“B”project as described in the Municipal Engineers Association’s Municipal Class Environmental Assessment (EA) document (October 2000, as amended in 2007 & 2011). The Class EA process included public review and agency consultation, an evaluation of improvement alternatives and selection of the preferred solution taking into account public and agency input.
The Recommended Plan consists of the following: • Extending St-Joseph Street to Sterling Avenue; • Providing continuous bike lanes along both sides of St-Joseph Street and Sterling Avenue;
• Providing continuous sidewalks along both sides of St-Joseph Street; • Extending sidewalks along both sides of Sterling Avenue to Docteur Corbeil; • Providing a 15m northbound left-turn lane on St-Joseph Street at Patricia Street, implementation to be monitored; • Realigning entrances/driveways with intersections where possible; and • Design measures to encourage speed reduction.
PUBLIC CONSULTATION A Project File has been completed and will be available for a thirty (30) day period at the following locations from May 19, 2016 to June 17, 2016 for public review and comment.

Interested persons are encouraged to review this document and provide comments by June 17, 2016. If, after consulting with the City, you still have concerns, you have the right to make a written request to the Minister of the Environment and Climate Change,The Honourable Glen R. Murray, 77 Wellesley Street West, 11th Floor, Ferguson Block, Toronto ON M7A 2T5 to make a Part II Order (“bump-up”) for this project. A Part II Order may lead to preparation of an individual environmental assessment. A copy of the Part II Order request should be forwarded to the City of Clarence-Rockland at the address below. If there are no outstanding concerns, the project will be considered to have met the requirements of the Environmental Assessment Act .
