To accomplish these goals, we are active in many roles including economic developer, community planner, tourism hospitality resource, business spokesperson, economic counselor, government relations specialist, human resources adviser, and public relations practitioner. The Texarkana USA Regional Chamber of Commerce is run by its members. Members elect a board of directors who determines policies and sets goals. The 2026 Chairman of the Board, Scott Norton, is the chief elected officer who presides over all board meetings. The Chamber’s day-to-day operations are handled by the President and CEO, Dr. Robin Hickerson, who employs a team of professionals who assist the Board of Directors in accomplishing its goals. Don’t let the state line fool you. Though Texarkana operates as two separately functioning cities, the divide is only geographical. There is a longstanding tradition of cooperation and collaboration that unites the people and continues to build a firm foundation for the future of Texarkana. First settled in 1873, Texarkana made its start as a railroad town. Since that time, the city has grown into a place with as much diversity in business as is represented by more than 149,000 residents across the Texarkana Metropolitan Statistical Area (MSA). Bowie County, Texas, and Miller County, Arkansas, which comprise the MSA, offer a wide variety of attractions, recreational opportunities, parks, entertainment, food, shopping, and fun for everyone!

CITY STAPLES & COMMERCIAL DEVELOPMENT North of Interstate 30, the city features a full mix of familiar retailers and specialty shops that residents rely on wherever they go. Uptown’s restaurant offerings include a broad range of choices, from Walk-On’s Sports Bistreaux, Taziki’s Mediterranean Cafe, and Raising Cane’s Chicken Fingers to locally owned favorites such as Lost Pizza Co., Loca Luna Mexican Grill, and Twisted Fork Grill and Lounge. Each establishment offers its own atmosphere, along with menus designed to suit a wide range of tastes and dining preferences. trampoline park, and golf courses at Northridge Country Club and Texarkana Golf Ranch. You can also enjoy the fishing, walking trails, and playgrounds of Bringle Lake Park. Big Dam Water Park features a lazy river, water slides, a wave pool, and much more. Open throughout the summer season, it remains a go-to destination for cooling off in the heat. This area is home to many beautiful neighborhoods, as well as apartment living and multi-unit communities. This mix provides a range of attainable housing options for Uptown residents. The entertainment and recreational opportunities of Uptown include a 14-screen Cinemark movie theater, a

LOCAL VIBES Locally owned businesses are the cornerstone of Texarkana. The city’s character is shaped by the people who own and operate these businesses every day. As members of the community, they understand their neighbors’ needs and meet them with a level of service that feels personal and familiar. Midtown is home to many of Texarkana’s standout local businesses, helping drive the economy while serving the community. Whether it’s medical spas, Rutland’s, Four States Furniture, or Fat Jack’s Oyster Bar and Grill, Midtown truly offers something for everyone. Midtown is where you will find the historic homes of Texarkana. Defined by craftsmanship and timeless style, these neighborhoods feature spacious lots and mature tree-lined streets. These homes offer a glimpse into Texarkana’s past, while thoughtful restorations have brought many of them back to life. Another highlight of Midtown is Spring Lake Park. Spanning 145 acres, the park centers around a spring-fed lake and includes open green space, playgrounds, walking trails, a disc golf course, and covered picnic areas. It’s the perfect place to spend a Texarkana weekend. The park is also home to Swanger Sports Complex, Dobson Field, and Bramlett Field, supporting local teams and community events year-round. On a hot summer day, the Rotary Splash Pad offers a fun way to cool off, and the Kylee Sullivan PetSafe Dog Park provides a safe, welcoming space for pets to play. Whether it’s fishing in the lake or enjoying Movies in the Park, Spring Lake Park remains one of Midtown’s favorite outdoor destinations.

WHERE IT ALL BEGAN

From Texarkana’s inception, the downtown area has been at its heart. Today, energized by the arts, downtown is filled with murals created by local artists. There are four museums, the Texarkana Regional Arts Center, and historic buildings that reflect the city’s past. Fully restored in 1979 and 1980, the beautiful and historic Perot Theatre hosts a variety of concerts and theatrical performances. It is also the home of the Texarkana Symphony Orchestra, which continues to enrich the city’s musical culture. The state line running through Texarkana passes directly through one of downtown’s most notable landmarks. The State Line Post Office and Federal Courthouse is unique in that it is located in both Texas and Arkansas. The building even has two zip codes. It has become the second-most-photographed United States courthouse, behind only the Supreme Court building in Washington, D.C. It is not uncommon to see visitors and residents alike taking photos in front of the iconic sign, with the well-known

building as the backdrop, one foot in Texas and the other in Arkansas. The only facility of its kind, Texarkana’s Bi-State Justice Center, sits on State Line Avenue in the downtown area. The work of twenty city, county, and state judicial and law enforcement agencies from Arkansas and Texas is conducted within its walls. Located in two states, the building is subject to special legislation from both Arkansas and Texas, creating unique legal jurisdictions that apply only within this one-of-a-kind building. Many Texarkana residents also call the downtown area home. Beautiful loft apartments are scattered throughout downtown, and residents can enjoy the city’s best food and entertainment right outside their doors. As downtown revitalization efforts continue, more living accommodations are expected to become available, offering an ideal option for those who want to stay in the center of it all.

INDUSTRY AND EXPANSION When traveling around town, you immediately notice the growth and development of Texarkana. The cities have what it takes. They are ideally located, affordable, and offer a pro-business environment filled with opportunity. Longstanding employers like Goodyear Tire & Rubber Company and Red River Army Depot have provided stable jobs with competitive salaries for years. These industries, along with many others, continue to attract new residents and highlight the potential of Texarkana’s growing community. Grab a cup of coffee from Local Habit Coffee Co. and take a drive. You will find even more opportunities throughout town, including places for a day on the golf course and plenty of outdoor activities to enjoy year-round. New Haven Golf Club, Oak Grove Golf Club, and Texarkana Country Club each offer beautiful settings for golfers of all skill levels. Across the area, there is no shortage of options for those who enjoy the game. Texarkana also offers great choices for the sportsman and hunter. Fishing at Millwood Lake and Wright Patman Lake is hard to beat. These lakes are also ideal for hiking, skiing, camping, and swimming. A day at the lake is always well spent, and Texarkana offers several great places to enjoy it. It doesn’t matter if you are Uptown, Midtown, Downtown, or simply driving Around Town, Texarkana is a unique and wonderful place for food, fun, and exploring. The railroads that brought this city to life were only the beginning and opened the door for “The Nicest Place to Live in Texas and Arkansas.” The people of Texarkana take care of each other, which is what life is all about. The cities of Texarkana, Arkansas, and Texarkana, Texas, come together to form a community that truly is Twice as Nice.

Kidtopia and Skatetopia Park 201 Oak Street • Texarkana, Texas Kidtopia Park is a playground designed by kids for kids. It features some of Texarkana’s most famous landmarks, just twice the fun of the real things. Skatetopia Park is adjacent to Kidtopia. Built completely from custom concrete, this park is made for users of all skill levels.

Photographer’s Island 500 North State Line Avenue • Texarkana, USA The United States Post Office and Courthouse, also known as Texarkana U.S. Post Office and Federal Building is located on State Line Avenue in Texarkana, straddling the border between Arkansas and Texas. The Post Office is so unique that it has been noted to be the 2nd most photographed Post Office in the United States. 1894 Gallery 105 Olive Street • Texarkana, Arkansas Located inside the historic 1894 City Market, it’s the place for local and regional art. The historic setting and the floating walls of art makes this truly a must- see for art lovers and architectural appreciation.

Home to the Mayo Furniture Arts MakerSpace, this hands-on creative space invites artists of all ages to explore, experiment, and create. With rotating materials, open studio time, and a variety of classes and workshops, ArtSpace at 518 Pine offers an engaging environment for both beginners and experienced artists to bring ideas to life.

Museum of Regional History 219 North State Line Avenue • Texarkana, Texas Housed in the city’s oldest brick building, it serves as the Texarkana Arts and Historic District Visitor’s Center, welcoming you with information on locations and events in downtown Texarkana that you do not want to miss on your visit. Texarkana Public Library 600 West 3rd Street • Texarkana, Texas The library has over 100,000 materials available for check-out that include books, compact discs, videos, DVDs, digital audio books, magazines and downloadable audio books. In addition to these items, thousands of people enter the library to utilize print and electronic reference resources, access the Internet, checkout a laptop in house, enjoy free Wi-Fi service, make copies, send a fax, participate in computer and Internet training or attend one of the Library’s events. Texarkana Regional Arts Center (TRAHC) 321 West 4th Street • Texarkana, Texas The beautifully renovated Regional Arts Center began life in 1909 as a United States District Courthouse. The old courtroom is now a grand hall with a 26-foot-high ceiling. National touring art exhibitions grace gallery walls 12 months a year, and the halls ring out when the rolls are playing on the unique reproducing player piano. The Center also features “For Arts Sake” Gift Shop filled with unique gifts. It’s not to be missed.

Four States Auto Museum 217 Laurel Street • Texarkana, Arkansas Automobile museum that exhibits, restores and operates appropriate pieces of automotive equipment and displays static exhibits which provide educational and recreational experiences. Through programs, lectures, publications, research library and special events, the museum augments its efforts to provide a meaningful educational experience for its visitors and those who use it as a resource. World War I Memorial Sheppard Park • 6th and Olive Streets • Texarkana, Texas A memorial to the men from Bowie County, Texas and Miller County, Arkansas, who made the supreme sacrifice in the service of their country in the World War 1917-1918. Erected by the Texarkana Memorial Unit, an organization of women banded together to honor their loyalty, their service and their devotion.

Ace of Clubs House 420 Pine Street • Texarkana, Texas

A living museum, the 22-sided house was built with the winnings from a poker game. Legend has it that James H. Draughon’s winning card was the ace of clubs. Architecturally unique, the Italianate Victorian home is most notable for its three octagonal wings and one rectangular wing that join to form the distinct shape of a “club.” Walk of Fame Park 416 East 3rd Street • Texarkana, Arkansas The Walk of Fame Park was built by the Arkansas Municipal Auditorium Commission to honor the people that performed on the stage in the Historic Arkansas Municipal Auditorium (AMA) since its opening in 1930. The AMA was one of the stops of many music legends that include Elvis, Johnny Cash, Carl Perkins and Jim Ed Brown.

Perot Theatre 221 Main Street • Texarkana, Texas A jewel of the region, bringing the best of Broadway, classical music, ballet, jazz, modern dance and more to Texarkana. First opened in 1924 as the Saenger Theatre, Emil Weil’s Italian Renaissance design is an architectural marvel. Throughout the year, the Perot Theatre Series brings national and international productions to the region and tours are available year-round.

Spring Lake Park 4303 North Park Road • Texarkana, Texas The heart and pride of the Texarkana, Texas park system. This 145-acre park features a spring fed lake, open green spaces with picnic areas, playground units, fishing piers and an 18-hole disc golf course. The 1.75 mile Phillip McDougal Walking/ Biking Trail strolls throughout the entire park and is a favorite spot for the recreational or avid jogger. The Otis Henry Memorial at Rose Hill Cemetery 100 South Lelia Street • Texarkana, Texas Founded as “city cemetery” in 1874, the Rose Hill cemetery and memorial lawn is the final resting place for several of Texarkana’s pioneers, forebears and veterans dating back to the Civil War. One of the most arresting WWI statues in Texas is a four-figured marble memorial for Corporal Otis Henry. A generic statue of a soldier throwing a grenade stands above a statue of the civilian Otis Henry flanked by two angels.

Bobby Ferguson Park 3400 U of A Way • Texarkana, Arkansas Located in the heart of Texarkana, Bobby Ferguson Park offers scenic walking trails, fishing, playgrounds, and beautiful views. The peaceful setting and family-friendly atmosphere make it a favorite spot for outdoor recreation and relaxing in nature.

Scott Joplin Mural Third & Main Streets • Texarkana, Texas A mural honoring Texarkana’s most famous son, Ragtime composer Scott Joplin.

Four States Fair Ag Learning Center 3700 East 50th Street • Texarkana, Arkansas This is your only chance to visit the home of Miss Moo. The Four States Fair, in partnership with the Southeast United Dairy Industry Association (SUDIA), promotes dairy education and agricultural awareness in children. The center is the first of its kind in Arkansas and in the four states region.

Majestic Magnolia 4700 County Avenue • Texarkana, Arkansas The largest magnolia tree in Arkansas is estimated to be 185 years old. The tree is 16 feet, 7 inches in diameter, 61 feet tall and has an 82-foot wing span. Certified Arkansas’ largest Magnolia by the Arkansas Forestry Commission. UPTOWN

Front Street Plaza Front Street Festival Plaza • Wood and Broad Streets • Texarkana, Arkansas This nifty old fifty-ton caboose was donated by Union Pacific Railroad to Texarkana in 2015. The 1979 Southern Pacific caboose was restored and placed in Front Street Plaza to serve as a symbol and celebration of Texarkana’s relationship with the railroad. MIDTOWN Perot Leadership Museum 1024 Tucker Street • Texarkana, Texas The permanent exhibit is a composite replica of Gabriel Ross Perot’s cotton office, which young H. Ross Perot helped his father build. Learn about the art of cotton buying and check out artifacts from a bygone era in this permanent exhibition. It is located inside the Palmer Memorial Library at Texarkana College. James Bowie Centennial Statue 800 State Line Avenue • Texarkana, Texas One of the 14 statues erected for the 1936 Texas Centennial celebration, this larger-than- life bronze was designed by sculptor William M. McVey with W.W. Watkins providing the design for the Marble Falls granite base.

Lake Wright Patman Off U.S. Highway 59 South

Activities include camping, picnicking, fishing (Catfish, Crappie, Perch, Bass), hiking, boating, canoeing, swimming and bird watching.

Bringle Lake Wilderness Area 7500 Bringle Lake Road • Texarkana, Texas The Wilderness Area has approximately 144 acres that has been set aside as a nature area. It includes a bike/walk trail that begins at Bringle Lake East and runs to the Waterworks Spillway. There is also a single mountain bike trail that twists throughout the wilderness area.

S ince becoming Texarkana College’s ninth president in January 2019, Dr. Jason Smith has guided the institution through a period of growth, innovation, and expanded access for students across the region. Prior to joining Texarkana College, he served as superintendent of Pleasant Grove ISD in Texarkana, bringing a strong background in collaborative leadership and education. Under Dr. Smith’s leadership, Texarkana College has expanded workforce and technical training opportunities to meet regional needs. The McCulloch Workforce Training Center opened in 2023, the plumbing program is now underway, and enrollment in workforce training programs has reached a record high. In 2024, the College opened a state-of-the-art STEM complex, and TC’s nationally recognized School of Bladesmithing was relocated to the heart of campus, earning national attention through its feature on the History Channel’s Forged in Fire. TC has also expanded aviation pathways, launching Aviation Mechanics Technology and working to establish a flight training program scheduled to begin in Fall 2026. Dr. Smith has prioritized affordability and access through the expansion of Dual Credit programs and the creation of the Texarkana Promise Program, an innovative initiative supported by the Texarkana College Foundation. The program allows qualifying high-achieving Leading Texarkana College through growth, innovation, and expanded access to higher education.

Texarkana Independent School District (TISD), founded in 1889, is committed to providing innovative educational opportunities that prepare nearly 7,000 students for success in the future. Soaring with Purpose On the Rise at A&M-Texarkana | Momentum in Motion

I t’s not difficult to spot the signs of progress on the A&M-Texarkana campus. From any location, you can look around and see the physical manifestation of the University’s growth. From the state- of-the-art James C. Morriss Business, Engineering, and Technology Building to innovative new student housing and dining concepts and the newly installed Local Habit Coffee Airstream, the University’s upward momentum is obvious. Dominating the changing landscape of the A&M-Texarkana campus is the James C. Morriss Business, Engineering, and Technology Building. The $45 million academic building is slated to open for the Fall 2026 semester and will support growing demand for degrees in business and technology-related fields. The 50,000-square-foot facility will house the RRCU Center for Financial Literacy and Investment, numerous laboratories for mechanical engineering and design, and will include a 225-seat lecture hall/auditorium to support large lectures and other events. At nearby Eagle Landing, more than a hundred students reside in the University’s innovative housing community. Eagle Landing consists of two distinct living environments: tiny house-styled, single- occupancy residences custom-constructed from shipping containers, and double- occupancy, quadplex-style units that house eight students per building. The next phase of Eagle Landing is in the planning stages and will ultimately provide apartment-style housing for an additional 600+ students. To better accommodate student dining needs, the University has made significant

improvements to the dining hall, expanding the space and adding more food offerings daily. Crave, a new sous-vide-style restaurant offering a variety of food options, opened in the winter of 2026 and serves students until 9 p.m. daily. Another exciting addition to the campus culinary scene was the arrival of the Local Habit Coffee trailer near the Building for Academic and Student Services. Constructed from a customized Airstream, the new campus addition offers a full line of beverages and pastries and was an immediate hit with the campus community. Fueling the broad-reaching ascendency of Texas A&M University- Texarkana is what can only be described as an unprecedented period of enrollment growth. The Spring 2026 semester saw a 17% increase in students over the Spring 2025 semester and marked the 7th consecutive term of record enrollment at the University, firmly establishing A&M- Texarkana as one of the fastest-growing universities in the nation. There are a number of factors behind the enrollment growth, but chief among them is the ability for students to receive a world-class education in highly sought-after degree fields without incurring a mountain of debt. University administration and academic leaders are constantly working with local healthcare, business, manufacturing, and other industry leaders to determine which new academic programs should be added. This helps A&M-Texarkana provide local and regional employers with exceptionally well- prepared graduates in the highest-demand fields. Couple the academic excellence of

a Texas A&M University System degree with A&M-Texarkana’s robust scholarship and partnership programs, and it’s easy to see why enrollment continues to soar. Another facet of the University’s upward momentum is in the athletic program. The program has grown from eight intercollegiate teams to 22 with the addition of football. The first members of the Eagles football team will arrive on campus in the fall of 2026 and will play a full schedule of games beginning in the fall of 2027. The addition of women’s flag football in the fall of 2027 will bring the total number of sports to 23. The University is in the early stages of constructing the on-campus RRCU Athletic Complex, which will house the University baseball, softball, tennis, track & field, and football programs. The A&M-Texarkana Athletic Department has applied for membership into NCAA Division II Athletics and has accepted an invitation to join the Lone Star Conference when the transition is complete. With changes already taking place and those that are on the horizon, there has never been a better time to be at Texas A&M University-Texarkana. “The ascendancy of Texas A&M University-Texarkana is nothing short of remarkable,” said University President Dr. Ross Alexander. “The word is out…this is a place where a student can earn a world- class degree at an affordable price, in an environment where they are set up for success. Couple that with multiple housing options, a robust student life experience, and championship athletic programs, and it’s easy to see why so many students are choosing A&M-Texarkana.”
