EXECUTIVE SUMMARY

London South Bank University (LSBU) is one of London’s largest and oldest universities with over 18,000 students and 2,000 staff. Since 1892, the University has been providing vocationally-relevant, accredited and professionally recognised education.

LSBU has a large and diverse London estate portfolio, and the University is constantly looking to develop and extend the benefits of its location and the features of its varied landscape with investments and improvements that constantly further enhance our student offer. Building on the University’s success of developing the LSBU family of education providers, Lambeth College has merged with LSBU to create a new model for educational delivery that will give greater inclusivity and make a real difference to people, communities and businesses across our local community. As a result of this we are seeking to appoint a Major Capital Projects Manager to support the delivery of several major new build projects across our growing portfolio. The Major Capital Projects Manager will support on the successful completion of our £45m Nine Elms Skills Centre (due for completion in September 2022) whilst taking forward at least 3 more projects totalling £80m in value that are currently at the planning stage.

JOB DESCRIPTION

JOB SPECIFICATION School/Department: Estates and Academic Environment Job Title/Grade: 3 year Fixed Term Lambeth Major Capital Projects Manager Reporting to: NESC Senior Project Manager Purpose of the post

Lambeth College is committed to a major programme of capital expenditure to develop its’ property portfolio to provide an optimum physical environment for academic activities. The postholder will assist the Senior Project Manager to provide a full range of project management and project delivery services for Phase 2 of the planned major capital projects at the Vauxhall campus from project startup/defining client requirements through to procurement, construction and completion. The programme includes new build projects, refurbishment and a varied programme of work. MAIN ACTIVITIES AND RESPONSIBILITIES: • To assist the Senior Project Manager in successful project management and acting as client where appropriate to ensure project objectives are achieved. • To assist with the delivery of Phase 2 of the Lambeth College Estate Strategy on time and within budget using appropriate project management methodology. • To ensure contract adherence, delivery against contract specifications and overall supplier delivery efficiency via audits and close monitoring. • Work to adopted project management procedures ensuring all work is carried out in strict accordance with current legislation and regulations and to highlight any problems and identify remedial action as necessary.

• To support and assist the Senior Project Manager in delivering an efficient and effective capital works supply chain to deliver value for money, quality of service and overall operate efficiently. • Work closely with and regularly collaborate with peers and senior management to ensure a fully integrated project approach is achieved and maintained. • To produce regular management information and performance reports as required. • To assist the Senior Project Manager with all financial aspects of the programme delivery including budgeting, forecasting, cost control and reporting. • Manage a range of internal and external stakeholders in the planning and delivery of major capital projects including architects, surveyors, Council Planners and consultants • Ensure that communication with all relevant parties at both the planning and delivery stages of the projects is effective and consistent through the establishment of Project Boards, regular meetings with internal and external stakeholders etc. • Develop and maintain good working relationships with relevant external authorities and agents to ensure their assistance and project compliance. • To produce and maintain specific project programmes in conjunction with clients, specialist advisors and contractors. • To monitor contract variation orders and participate in contract value engineering meetings where appropriate. • Manage the project performance of suppliers against the agreed programme, cost, quality and safety criteria highlighting any re-occurring or unresolved supplier issues. • Check compliance with regards health, safety, fire and associated issues and have input into the preparation and co-ordination of statutory approval applications. • To ensure all projects have up to date risk registers, reviews take place regularly and that timely mitigation strategies are in place • Complete all project work and contract procurement in accordance with the College’s financial regulations. • Deputise for the Senior Project Manager as and when necessary. • To undertake any other duties as reasonably required commensurate with the grade of the post.

PERSON SPECIFICATION

SELECTION CRITERIA • Educated to degree level with a relevant professional qualification in project management • Experience of NEC3/JCT contracts • A proven track record in the delivery of high quality project management services across the full project lifecycle • Significant experience in assisting with the procurement of construction projects for projects in excess of £10m • Experience of working on demanding and technically complex projects and building types • Experience in the preparation of applications for necessary permissions and consents • Experience of sound financial management including the production of financial information for inclusion in committee reports • Excellent influencing, negotiating and problem solving skills, with the ability to work effectively with a wide range of stakeholders both within the organization and across the sector • Excellent written and verbal communication and interpersonal skills and the ability be an articulate and effective advocate to establish good working relationships with a diverse range of partners internally and externally • Ability to plan, prioritise and manage own workload and work with the minimum of supervision

• Demonstrable management skills, able to manage both internal and external teams, consultants and contractors • Ability to work under pressure, meet deadlines and work flexibly outside of normal contractual hours as required • Ability to use a number of IT including packages including finance and the Microsoft Office suite of applications, and an understanding of BIM • Awareness of health, safety and resilience and its practical application • Able to demonstrate an understanding of equality and diversity, and its practical application

FURTHER INFORMATION

CONDITIONS OF SERVICE This post is Grade 8, the full time salary range is £46,037 - £54,062 per annum. Annual Leave Entitlement: Annual Leave commences at 26.5 working days per annum plus public and bank holidays and days when the University is closed. Our annual leave year runs from August to July. The entitlement is pro rata in the holiday year of commencement of employment. Probation: The successful candidate will serve a 20 weeks probationary period and an interim report will be made at the end of 12 week’s service. References: All appointments are subject to the receipt of references satisfactory to the University. It is standard procedure to apply for references only for the successful candidate. Medical Screening: The successful candidate will be required to complete a preemployment medical screening questionnaire, and may be required to undergo a medical examination prior to a written offer of employment being made. Pension Scheme: The University offers automatic membership to a defined contribution (DC) scheme which is operated through Aviva. Employees will be automatically enrolled into the default option where the annual fund charge is no more than 0.75%. Meaning you won’t pay over the odds for your pension to be managed by Aviva. The benefits under the Scheme are based on length of membership and Career average salary. Contribution rates vary according to the level of pensionable pay.
