EQT Infrastructure To Acquire Covanta Sweden-based EQT Infrastructure, a global investment organization, has ac- quired Covanta Holding Corp. in an effort to “accelerate the company’s journey to- ward becoming the most sustainable pro- vider of waste disposal services.” Under the terms of the agreement, shareholders will receive $20.25 in cash per share of Covanta’s common stock in a transaction valued at $5.3 billion, includ- ing the assumption of Covanta’s net debt obligations. Covanta is reportedly the world’s lead- ing waste-to-energy provider,operating fa- cilities in North America, Europe and the U.K. Annually, Covanta’s 40 plus facilities process approximately 21 million tons of waste from municipalities and businesses and convert it into renewable electricity to power more than 1 million homes. Following the completion of the acquisi- tion, EQT said it will work with Covanta’s management team to build upon the com- pany’s strengths, such as its portfolio of assets that provide waste services to mu- nicipalities and commercial customers, its long-term community relationships and its numerous growth opportunities, including a U.K. project pipeline of new waste-to-en- ergy infrastructure and Covanta’s Environ- mental Solutions platform.

LRS Acquires Atomic Recycling

Morton Grove, Illinois-based LRS, an independent waste, recycling and portable services provider in the Midwest, has acquired Minneapolis, Minnesota-based Atomic Recycling, reportedly the largest provider of construction and demo- lition (C&D) recycling and roll-off container services in the Twin Cities. NWRA Partners With NSC To Improve Safety Needs The board of trustees of the Arlington, Virginia-based Na- tional Waste & Recycling Association (NWRA) has approved what it calls a “significant financial commitment” to form a partnership with the Chicago, Illinois-based National Safety Council (NSC) to better understand the safety needs of the waste and recycling industry and develop resources aimed at making the industry safer. “Meaningful progress in injury and fatality rates in the waste and recycling industry have remained elusive,” said NWRA President and CEO Darrell Smith. “NWRA is com- mitted to safety in the industry, and we are making a major move with this partnership.” All NSC safety products will be provided for free to any party in the industry including large and small companies and private and public entities, regardless of NWRA mem- bership status, the association said.

The proposals include: • Require all plastic packaging to include at least 30 per- cent recycled plastic by 2030 through a national recycled plastics standard; • Create a modern regulatory system that enables rapid scaling of advanced recycling while continuing to grow me- chanical recycling; • Direct the Environmental Protection Agency (EPA) and the Department of Energy (DOE) to bring together the plas- tics value chain and municipalities to develop a national recycling framework for plastics; • Engage the National Academy of Sciences to conduct a study that compares the impacts of raw materials and use its findings to guide future policies; • Establish an American-designed producer responsibili- ty system for packaging to help increase recycling access, collection and outreach for all materials, including plastics. Circular Goals A recent report by the Independent Commodity Intelli- gence Services (ICIS) projects that the United States will need to recycle 13 billion pounds of plastic through both traditional mechanical recycling and advanced recycling to achieve 30 percent recycled plastic in packaging by 2030. Baca noted that advanced recycling allows more volumes and types of plastics to be recycled than can be achieved with current processes. “These technologies and capabilities can help the more than 400 global brands that have committed to using more recycled plastics in their packaging to achieve their cir- cular business goals,” Baca said. “Advanced recycling also will allow recycled plastics to be used broadly in more demanding applications, such as packaging for food, phar- maceutical and medical grade products,which is currently limited.” These advanced technologies will help achieve America’s Plastic Makers’ two ambitious circular economy goals: 100 percent of U.S. plastic packaging is recyclable or recover- able by 2030, and 100 percent is re-used, recycled or recov- ered by 2040. The survey also found 82 percent of Americans are look- ing for solutions that allow plastics to be reused, and 84 per- cent support advanced recycling technologies that convert plastic waste into new plastics and products. The survey showed broad, bipartisan support across par- ties, ideologies and demographics. EPA To Award Food Waste Management Project Grants The U.S. Environmental Protection Agency (EPA) has an- nounced it will fund projects from states, tribes, territories and nonprofit organizations to help reduce food loss and waste and divert food waste from landfills by expanding anaerobic digester (AD) capacity in the United States. The EPA is awarding up to $2 million in total AD fund- ing. Individual projects could be in the range of $50,000 to $200,000 for the funding period of two years.

Recycling Center Adds ZenRobotics Fast Picker

Altem, a recycler of packaging scrap based in Strasbourg, France, has partnered with Helsinki, Finland-based Zen- Robotics, a supplier of sorting robots for the waste and recy- cling industry, to use its artificial intelligence-based sorting for colored polyethylene terephthalate (PET) quality control at its facility. Alteem’s sorting center is dedicated to sorting and condi- tioning household scrap. The company sorts about 50,000 metric tons of scrap per year. Altem is part of the Schroll Group, which operates 15 recycling plants in France. Harsco Foresees Recycling Boost For Aerosol Cans Camp Hill, Pennsylvania-based Harsco Corp. announced that the Morgantown, West Virginia, plant operated by its subsidiary Clean Earth likely will be able to process more re- cyclable aerosol cans as a United States Environmental Pro- tection Agency (EPA) rule change takes effect in that state. The EPA’s Aerosol Cans as UniversalWaste Rule allows such pressurized cans to be managed as universal waste under the federal Resource Conservation and RecoveryAct (RCRA) haz- ardous waste rules instead of classifying them as hazardous waste. One of the objectives of the rule change, according to Harsco, is to promote the recycling of aerosol cans.

Maine Passes EPR Regulations

Maine Governor Janet Mills signed a bill that will make Maine the first state in the nation to charge producers of packaging products for recycling or disposing costs and use the money to fund local recycling programs. The measure was backed by environmental groups that aim to shift the costs of recycling from local taxpayers to producers. It was opposed by those producers and the busi- ness lobby,which argued that the program would raise pric- es of basic consumer goods, including groceries. Stadler To Construct Mechanical Sorting Plant

Stadler, a recycling equipment manufacturer based in Ger- many, has signed an agreement with Orizon Valorização de Resíduos to build a large mechanical sorting plant in Brazil. The plant is expected to process 500,000 metric tons of solid waste per year. In 2020, the plant received 1.5 million metric tons of mate- rial, equivalent to the waste generated by 3.7 million people. Stadler reports that it has designed and implemented the entire project with two objectives: to modernize and to strengthen Orizon’s plant for the sorting process and select the recoverable products with the highest value to serve domestic and international markets. Steel Dynamics Inc. (SDI), a steel producer based in Fort Worth, Indiana, plans to become carbon neutral by 2050 across its electric arc furnace (EAF) steel mill operations.To achieve this target, the company also set interim emissions reduction and renewable energy milestones to be achieved by 2025 and 2030. The company is aiming for a 20 percent scope one and scope two combined greenhouse gas (GHG) emissions in- tensity reduction across its EAF steel mills by 2025 and a 50 percent reduction by 2030 compared with a 2018 baseline. Aqua Metals Signs Agreement With Taiwanese company Nevada-basedAqua Metals Inc. has signed a letter of intent (LOI) with Taiwan-based ACME Metal Enterprise Co. Ltd. to deploy and license AquaRefining equipment at ACME’s facil- ity in Keelung,Taiwan. The LOI provides 60 days to finalize the definitive agree- ment and includes terms for licensing and what Aqua Metals calls “a phased deployment” of Aqua Metals’ AquaRefining technology. The LOI also includes provisions for the joint development of processing AquaRefined briquettes into “battery ready oxide material with a global battery manu- facturer to be named later.” ACME currently refines lead bullion into lead alloys for sale to global battery manufacturers.With the proposed ad- dition of AquaRefining, ACME would add the capability to produce what Aqua Metals calls “ultra-high purity AquaRe- fined briquettes” for use in oxide production. Arizona Landfill To Become ‘Sustainability Campus’ The Los Reales Landfill in Tucson, Arizona, will receive a new name in an effort to completely restructure the facili- ty into an environmentally conscious resource.Tucson City Council voted unanimously to rename the landfill to “Los Reales Sustainability Campus” as the facility takes on the goal of achieving zero waste. The move supports the climate emergency declaration the city council adopted in September 2020, which committed Tucson to become a zero-waste city by 2050 and reach car- bon neutrality by 2030. Los Reales opened in 1967 and is Tucson’s only active landfill.The facility takes in about 2,300 tons of solid waste daily and the city spends roughly $8 million every year to process waste at the site. ISRI Requests Reinstatement Of Coin Redemption program The Institute of Scrap Recycling Industries (ISRI) is urging the U.S. government to reinstate its mutilated coin redemp- tion program, which was suspended in 2019. The move comes from the U.S. Mint’s request for com- ments regarding proposed revisions related to the exchange of damaged coins, updates to the redemption rates and pro- cedures and acceptance and processing of bent and partial U.S. coins. Historical Significance In its comments, which were sent to the U.S. Mint July 6, ISRI details the burden placed on recyclers when the pro- gram was suspended for a second time in 2019. The pro- gram previously was suspended in 2015. ISRI also discusses the historical significance of recyclers recovering coins, which has become an integral part of many recycling companies’ operations, product mixes and bottom lines.

Sonoco, a diversified global packaging company based in Hartsville, South Carolina, has released a progress report on Project Horizon, its investment to transform its corrugated medium machine in Hartsville to an uncoated recycled pa- perboard (URB) operation with 180,000 tons of annual pro- duction capacity. “The conversion of our corrugated medium machine (No. 10 machine) to URB is expected to be completed by the end of the second quarter of 2022, and there are a num- ber of significant construction projects underway that will modernize the infrastructure of the entire Hartsville Mill Complex and allow for more efficient and safe handling of raw materials and finished goods,” said Sonoco’s Tim Davis, DivisionVice President and General Manager, Paper &Adhe- sives, U.S./Canada. Huge Investment The company has invested $115 million in Project Hori- zon, up from $83 million it initially invested when it first announced the project in April 2020. For Project Horizon, the company is constructing a new stock prep system to provide about 650 tons per day of re- cycled fiber to the rebuilt No. 10 paper machine and other Hartsville cylinder machines. The new stock prep system will allow for increased consumption of lower cost mixed paper along with old corrugated containers (OCC). Davis said this machine should be operational in October. To reduce paper finishing and warehouse complexity cost, Sonoco also is building a new offline winding operation and 102,000-square-foot finished goods warehouse on the Harts- ville complex. Sonoco also plans to exit the corrugated medium market by early 2022 and expects URB capacity through its U.S. and Canada mill network to remain neutral at about 1.2 million tons per year. Based on the progress of Project Horizon, the company expects to permanently shut down its Hartsville No. 1 and No. 9 URB cylinder machines, which will reduce annual capacity by about 70,000 tons. In 2020, the company says it also permanently shut down a 30,000-tons-per-year machine in Hartsville and a 95,000-tons-per-year paper mill in Trent Valley, Ontario. Davis said that Project Horizon is expected to drive $30 million in annual cost savings by 2023. Biehn Family Acquires Barclay Roto-Shred The Biehn family, investors in multiple industrial compa- nies, including Miamisburg, Ohio-based industrial machine knife company American Cutting Edge, has acquired Barclay Roto-Shred Inc., a Stockton, California-based tire shredder equipment manufacturer, from former owner and CEO Mark Diemunsch.The acquired company will operate under the name Barclay Roto-Shred LLC. Barclay’s sales and customer service remain in Stockton, though manufacturing will move to the Dayton, Ohio area.

GFL Forms Resource Recovery Alliance

GFL Environmental Inc., a waste and recycling services provider based in Vaugh, Ontario, has formed the Resource Recovery Alliance (RRA) in response to Ontario’s extended producer responsibility (EPR) regulation requiring product and packaging producers to operate and fully finance Ontar- io’s Blue Box program. RRA will become a producer respon- sibility organization (PRO) under the new legislation and will be vertically integrated within GFL’s service offerings. Additionally, RRA has entered into a definitive agreement to acquire the Canadian Stewardship Services Alliance (CSSA), which is an organization that provides support ser- vices for packaging and printed paper stewardship organi- zations across Canada. Southside Recycling Files Lawsuit Against Chicago Chicago, Illinois-based Southside Recycling, which has constructed a recycling facility on the city’s southeast side, has filed a lawsuit in Illinois state court directing the city of Chicago to issue a final permit to the company. The lawsuit alleges that the city has wrongfully failed to issue the last permit needed for the facility to begin op- erating, despite acknowledging for months that Southside Recycling has satisfied all the requirements. In addition to court orders mandating issuance of the permit and barring the city from interfering with the company’s lawful use of its property, the lawsuit requests damages in excess of $100 million from the city. Southside Recycling, along with parent company RMG In- vestment Group LLC, had previously filed a federal lawsuit with the same language as the state court lawsuit in the U.S. District Court in Chicago against the city of Chicago and Allison Arwady, commissioner of the Chicago Department of Public Health, earlier this summer. United States District Judge Robert M. Dow Jr. terminated the lawsuit in late June, writing that the arguments in the dispute are better suited for state court. Green Meadow Acquires Riverbend Environmental Green Meadow Sustainable Solutions, an environmental services firm, has acquired Riverbend Environmental Ser- vices LLC of Mississippi. Owned by a group of investors led by Bernhard Capital Partners, Green Meadow has assumed ownership of the company’s assets, including the Riverbend Landfill in Jeffer- son County, Mississippi, and transfer stations in Vicksburg, Mississippi, and Baton Rouge, Louisiana.The Fayette, Missis- sippi-based company will also maintain existing contractual partnerships with municipalities in the region,.
